CALL TO ORDER: Chairman Hurlbut called the meeting to order at 3:31 pm. II. APPROVAL MINUTES: Approval ofJanuary 12, 2016 Civil Service Commission meeting minutes. FIRST: Kelly SECOND: Harris CONCUR: Hurlbut APPROVED III. ENTRY LEVEL POLICE OFFICER: Review and approval of the Entry Level Police Officer eligibility list. FIRST: Kelly SECOND: Harris CONCUR: Hurlbut APPROVED IV. LATERAL POLICE OFFICER: Review and approval of the Lateral Police Officer eligibility list. FIRST: Kelly SECOND: Harris CONCUR: Hurlbut APPROVED V. UPDATES/NEW BUSINESS: Jim Kelly brought up the proposed legislation,that would allow not only US Citizen's to apply for civil service positons but allowing US permanent residents to apply as well. Chief Lee mentioned that they discussed this proposal at the most recent Chiefs meeting and it was generally opposed. He see's no benefit to letting candidates apply before becoming a citizen. It also creates difficulty while conducting in-depth background investigations on such candidates VI.
