Members FROM: Stan Kersey 19y4le— SUBJECT: Ordinance No. 3480 DATE: January 9, 1980 I herewith veto ordinance 3480, ai ordinance pertaining to water rates for the City of Auburn. As disclosed at the Council meeting of January 7, 1980, the ordinance proposed increasing rates effective with the February 10, 1980, billing. According to the Finance Director, this 2110180 billing would be for the period ending 2110180 for that period which commenced on 12110179. Therefore, the starting date would have been actually 12110179 even though the legal effective date per ordinance would not be until approximately January 16, 1980. Several years ago when the City Council was reviewing water and sewer increases it was determined th.3t it would be in the best interests of the City if public hearings were held regarding these increase which would give the public the ability to question the needs and/or purposes of the increases and to voice their opinions pro or con on the matter. I have talked to the Finance Director and would like to make a suggestion which I believe he concurs with. Call for a public hearing and have an ordinance ready that can'be passed at the next Council meeting if that is the wish of the Council after holding the hearings. This would allow proper procedures to the followed prior to the effective date which would be after each district's full billing cycle commencing or or after February 1, 1980. SK:cm
