There is herewith declared a public emergency necessary for the protection of public health, public safety, public property or the public peace, and upon passage of this Ordinance by a majority plus one of the whole Auburn City Council, it shall become effective immediately. Section 5. The Mayor is hereby authorized to implement such administra- tive procedures as may be necessary to carry out the directions of this legislation.
