AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON AMENDING
SECTION 15.36.035 ENTITLED "SECTION 10.308 AMENDED -
AUTOMATIC SPRINKLER SYSTEMS" CONTAINED IN CHAPTER 15.36
ENTITLED "FIRE CODE" BY ADDING AND DELETING CERTAIN LANGUAGE
CONTAINED IN SUBSECTIONS 1., 2., 3., 5., 6., 7., 8., 10 AND
11 AND ADDING NEW SUBSECTIONS 12 THROUGH 14 WHICH PROVIDES
FOR FIRE SPRINKLER SYSTEMS BASED ON THE OCCUPANCY GROUP AND
ASSOCIATED HAZARDS.
WHEREAS, the City of Auburn desires to amend Auburn
City Code Section 15.36.035 entitled "SECTION 10.308 AMENDED
- AUTOMATIC SPRINKLER SYSTEMS" contained in CHAPTER 15.36
entitled "FIRE CODE" by adding and deleting certain language
contained therein;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. PURPOSE. The purpose of this ordinance is
to amend Auburn City Code Section 15.36.035 entitled
"SECTION 10.308 AMENDED - AUTOMATIC SPRINKLER SYSTEMS"
contained in Chapter 15.36 entitled, "FIRE CODE" by adding
and deleting certain language contained in subsections 1.,
2., 3., 5., 6., 7., 8., 10 and 11 which provides for the
fire sprinkler systems based on the occupancy group and
associated hazards and conforms the language to the Uniform
Fire Code, 1988 Edition.

Section 2. AMENDMENTS. Auburn City Code Section
15.32.010 entitled "Section 10.308 - amended - Automatic
Sprinkler Systems "contained in Chapter 15.36 entitled "Fire
Code" is hereby amended as follows:
15.36.035 SECTION 10.30((6))6 AMENDED - AUTOMATIC
SPRINKLER SYSTEMS.
"AUTOMATIC SPRINKLER FIRE EXTINGUISHING SYSTEMS Section
10.30((6))6(a) ((General)) Automatic ((Sprinkler)) Fire
Extinguishing Systems shall be provided in accordance
with the provisions of this section. For special
provisions on hazardous chemicals and magnesium, and
calcium carbide, see 1988 Uniform Fire Code Sections
10.301 and 45.209 and Articles 48, 49 and 80.
(b) where required, Automatic ((Sprinkler)) Fire
Extinguishing Systems shall be installed and
maintained in operable condition as specified in
this article in the following locations:
1. All Occupancies Except Group R, Division 3 and
Group M 1 and 2.
A. All occupancies having over 1((2))0,000
square feet of floor area or more than 40
feet in height or requiring more than 2000
gallons per minute fire flow.
B. In every story or basement of all buildings
when the floor area exceeds 1500 square feet
and there is not provided at least 20 square
feet of opening entirely above the adjoining
ground level in each 50 lineal feet or
fraction thereof of exterior wall in the
story or basement on at least one side of the
building. Openings shall have a minimum
dimension of not less than 30 inches. Such
openings shall be accessible to the fire
department from the exterior and shall not be
obstructed in a manner that firefighting or
rescue cannot be accomplished from the
exterior. When openings in a story are
provided on only one side and the opposite

wall of such story is more than 75 feet from
such openings, the story shall be provided
with an approved automatic sprinkler system,
or openings as specified above shall be
provided on at least two sides of an exterior
wall of the story. If any portion of a
basement is located more than 75 feet from
openings required in this section, the
basement shall be provided with an approved
automatic sprinkler system.
C. At the top of rubbish and linen chutes and in
their terminal rooms. Chutes extending
through three or more floors shall have
additional sprinkler heads installed within
such chutes at alternate floors. Sprinkler
heads shall be accessible for servicing.
D. In rooms where nitrate film is stored or
handled.
E. In protected combustible fiber storage vaults
as defined in the Uniform Fire Code.
2. Group A Occupancies.
A. When the occupancy has more than 8,000 square
feet of gross floor area.
B. Nightclubs, discos. An automatic sprinkler
system shall be installed in rooms primarily
used for entertaining occupants who are
( (drink4:mg) ) consuming alcoholic or non-
alcoholic beverages or dining and unseparated
accessory uses where the total area of such
unseparated rooms and assembly uses exceeds
5000 square feet. For uses to be considered
as separated; the separation shall be not
less than as required for a one -hour
occupancy separation. The area of other uses
shall be included unless separated by at
least a one -hour occupancy separation.
C. Basements. An automatic sprinkler system
shall be installed in basements classified as
a Group A Occupancy when the basement is
larger than 1500 square feet in floor area.

((E-))D. Stairs. An automatic sprinkler system shall
be installed in enclosed usable space below
or over a stairway in Group A, Divisions 2,
2.1, 3 and 4 Occupancies.
((F-))E. Other Areas. An automatic sprinkler system
shall be installed under the roof and
gridiron, in the tie and fly galleries and in
all places behind the proscenium wall of
stages; over and within permanent platforms
in excess of 500 square feet in area; and in
dressing rooms, workshops and storerooms
accessory to such stages or permanent
platforms.
EXCEPTIONS: 1. Stages or platforms open
to the auditorium room on three or more
sides. 2. Altars, pulpits or similar
platforms and their accessory rooms. 3.
Stage gridirons when side -wall
sprinklers with 135°F rated heads with
heat baffle plates are installed around
the entire perimeter of the stage except
for the proscenium opening at points not
more than 30 inches below the gridiron
nor more than 6 inches below the baffle
plate. 4. Under stage or under platform
areas less than 4 feet in clear height
used exclusively for chair or table
storage and lined on the inside with
materials approved for one -hour fire -
resistive construction.
3. Group B, Division 2 Occupancies.

((B-))A. An automatic sprinkler system shall be

than three stories. "Story" for the purposes
of this Ordinance shall mean a floor level
within the surrounding exterior wall,
including basements and mezzanines.

4. Group E Occupancies.
A. Basements. An automatic sprinkler system
shall be installed in basements classified as
a Group E Occupancy when the basement is
larger than 1500 square feet in floor area.
B. Stairs. An automatic sprinkler system shall
be installed in enclosed usable space below
or over a stairway in Group E Occupancies.
5. Group H Occupancies.

Division 1, 2, 3 and 7 Occupancies

automatic fire -extinguishing system shall be
installed in rooms of Group H, Division 2
Occupancies when flammable or combustible
liquids are stored or handled in excess of
the quantities set forth in Table No. 9-A of
the Building Code, or any combination of
flammable liquids exceeds 240 gallons. An
automatic fire -extinguishing system shall be
installed in paint spray booths or rooms.

Opening of the valve will cause the
piping system to be charged. Sprinkler
heads in such systems shall be equipped
with fusible elements or the system
shall be designated as required for
deluge systems in U.B.C. Standard No.
38-1.
7. Group R-1 Occupancies.
A. When the occupancy has over ((0899-square
feet-a€-fleer-area)) 4 units or has over 5000
square feet of floor area or has more than
two stories (as defined in Section 3.A. above
for Group B, Division 2 Occupancies) within
the surrounding exterior walls.
B. Ouick response standard sprinkler heads shall
be used in accordance with their approved
listing in the dwelling units and quest room
portions of the building.
C. All condominiums shall have the following
wording in the recorded Declaration of
Covenants and a copy of the document.shall be
provided to the Fire Chief or his designee:
1. In the event that any unit should be
equipped with a fire sprinkler system,
nothing shall be hung from the
sprinklers compromising a part of the
system nor shall any such sprinklers be
painted, covered, or otherwise changed,
tampered with or altered.
2. Prior to any alteration, amendment,
modification or change thereof, the
owners or their agents will submit such
alteration, modification or change to
the City for approval.
3. The owner and/or agent agrees to comply
with all applicable sprinkler
requirements including periodic
prearranged inspection of any sprinkler
system.

8. Sprinkler Svstem Supervision Alarms.
Automatic sprinkler systems shall be supervised by
an approved central, proprietary or remote station
service or a local alarm which will give an
audible signal at a constantly attended location
when the number of sprinklers is:
1. 20 or more in Group I, Division 1
Occupancies.
2. 100 or more in other occupancies.
9. Permissible Omissions. Subject to the approval of
the Building Official with the concurrence of the
Chief of the Fire Department, sprinklers may be
omitted in rooms or areas as follows:
A. Where sprinklers are considered undesirable
because of the nature of the contents or in
rooms or areas which are of non-combustible
construction with wholly noncombustible
contents and which are not exposed by other
areas. Sprinklers shall not be omitted from
any room merely because it is damp or of fire
resistive construction.
B. Sprinklers shall not be installed where the
application of water or flame and water to
the contents may constitute a serious life or
fire hazard, as in the manufacture or storage
of, including but not limited to, quantities
of aluminum powder, calcium carbide, calcium
phosphide, metallic sodium and potassium,
quicklime, magnesium powder and sodium
peroxide.
C. Safe deposit or other vaults of fire
resistive construction, when used for the
storage of records, files and other documents
when stored in metal cabinets.
D. Communication equipment areas under the
exclusive control of public communication
utility agency, provided:
1. The equipment areas are separated from
the remainder of the building by one
hour fire resistive occupancy
separation; and

2. Such areas are used exclusively for such
equipment; and
3. An approved automatic smoke detection
system is installed in such areas and is
supervised by an approved central,
proprietary or remote station service,
or a local alarm which will give an
audible signal at a constantly attended
location; and
4. Other approved fire protection
equipment, such as portable fire
extinguishers or Class II standpipes, is
installed in such areas.
E. Other approved automatic fire extinguishing
systems may be installed to protect special
hazards or occupancies in lieu of automatic
sprinklers.
10. Area Separation Walls. For the purpose of this

Section 4. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.
Section 5. This Ordinance shall take effect and be in
force five days from and after its passage, approval and
publication as provided by law.
