AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE DIRECTOR OF PARKS AND RECREATION TO SET REASONABLE FEES
AND CHARGES AND ESTABLISHING POLICIES UPON WHICH FEES AND
CHARGES ARE SET FOR THE AUBURN GOLF COURSE.
WHEREAS, the Auburn Golf Course budget, an enterprise
fund, is solely dependent on revenue received from green fees
and charges; and
WHEREAS, the City Council wishes to keep the Auburn Golf
Course fees and charges lower than privately -owned public
courses and comparable to the average charge of other
publicly -owned courses in the area; and
WHEREAS, the City Council desires to adopt uniform
policies relating to fees and charges for the Auburn Golf
Course.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION 1. AUTHORIZATION. The Director of Parks and
Recreation is hereby authorized to set reasonable fees and.
charges for the use of the Auburn Golf Course. Such fees
shall be based on policies established by this Ordinance and
such fees shall be approved by the Mayor.
SECTION 2. ESTABLISHMENT OF FEES AND CHARGES. The
attached list of Auburn Golf Course green fees and other
charges is hereby approved for the year of 1990. A copy of

said list of green fees and other charges is attached hereto,
denominated as Exhibit "A" and made a part hereof as though
set forth in full herein. Each year hereafter, prior to
April 1, the fees and charges shall be established in
accordance with the Standards for Setting Fees and Charges as
set forth in this ordinance. Once the fees and charges have
been established, said fees shall be posted at the Auburn
Golf Course.
SECTION 3. EXCLUSIONS. Fees and charges for food, golf
merchandise, rentals, and other items covered in other golf
course related contracts are excluded from this ordinance.
No fee will be charged to the Auburn School District or
Green River Community College golf teams for scheduled
practices or matches during their season. The team coach
must be present during practice.
SECTION 4. STANDARDS FOR SETTING FEES AND CHARGES. The
setting of fees and charges for the Auburn Golf Course shall
be in accordance with the following policies:
A. DAILY GREEN FEES
1. Regular Rates - Regular green fee rates at the
Auburn Golf Course for 9 and 18 holes shall be
an average of fees charged by other publicly -
owned courses in the area. The average fee
will be rounded up to the nearest quarter of a
dollar. Publicly -owned courses used to
compute the average fees shall be: Riverbend
Golf Course (City of Kent), Maplewood Golf
Course (City of Renton), Foster Golf Course

(City of Tukwila), Lake Spanaway (Pierce
County), Meadow Park (Tacoma Metropolitan Park
District), Enumclaw Golf Course (King County),
and Bellevue Municipal Golf Course.
2. Junior Rates - Junior rates (17 years of age
and under) will be calculated at 50% of the
regular rates rounded up to the nearest
quarter of a dollar. Junior rates will be in
effect Monday through Friday, excluding
holidays. June 1-September 15, juniors must
tee off before 12:00 noon, and September 16-
May 31 they may tee off any time.
3. Senior Rates - Senior rates (62 years of age
and older) will be calculated at 50% of the
regular rate in 1991; 66.6% of the regular
rate in 1992 and 1993 ; and 75 % of the regular
rate after 1993. All rates will be rounded up
to the nearest quarter of a dollar. Senior
rates will be in effect Monday through Friday,
excluding holidays. Seniors must tee off
before 12:00 noon.
4. Annual Green Fees - Effective January 1, 1991,
Annual Green Fees will not be offered at the
course.
B. PRIVATE CART USAGE
1. Daily Course Use - Private cart daily use fees
will not exceed the fees charged by the
majority of other publicly -owned courses in
the area.
2. Annual Storage and Course Use - Effective
January 1, 1991, Private Cart Storage and
annual course use fee will not be offered.
SECTION S. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.

SECTION 6. EFFECTIVE DATE. This Ordinance shall become
effective on and after March 31, 1990.

Dear Mr. Chapman:
In response to your telephone call of March 8, 1990, concerning seasonal golf fees. Please
be advised, that the the National Golf Foundation does not have an official position
regarding seasonal rates. Obviously, the establishment of fees is a decision that can only be
made at the local level by well informed local officials.
In the course of our consulting work performed on behalf of municipalities, we avoid
recommending seasonal fees for several reasons:
1) Seasonal fees are usually deeply discounted and frequently result in revenues per
round that are less than the cost of producing a round of golf.
2) Because seasonal fees are frequently permitted to remain at levels below the cost of
producing a round of golf, other golfers and non -golfers are required to make up the
lost revenue through higher daily fees or tax subsidies from the ad valorem tax. If
these subsidies are not available, the facility is under budgeted resulting in
inadequate maintenance and low service levels.
3) Seasonal fee payers often expect preferential treatment such as first tee privileges.
4) Seasonal fees produce a form of economic discrimination. It results in one person
paying less than the next to use the same public facility.
5) Seasonal fee sales can result in higher operational costs because of the bookkeeping
and record keeping required.
Having been in the field of Parks and Recreation for 32 years and responsible for the
construction and management of an 18 hole municipal golf course, I am well acquainted
with the problems surrounding seasonal fees. In my opinion, seasonal fees are out of step
with the demands that are being placed on the operations of municipal courses. More and
more golfers are looking to local government to provide them with a quality golfing
experience. Local government in turn no longer views golf courses as a place where tax
dollars should be spent. It therefore stands to reason that all users of public golf facilities
should be treated equally when it comes to sharing the burden of offsetting operational
expenses.

Dear Council Members:
As the P.G.A. Pro at the Auburn Golf Course, part of my
responsibilities are the overseeing of the collecting of
green fees and the signing in of annual cardholders each time
a round of golf is played. A sign -in sheet for "annuals" is
located at the registration counter. The annual cardholder
records the date, number of holes to be played, and then
signs the sheet each time he/she plays.
In 1989 we had annuals at the Auburn Golf Course who played
over 200 rounds per year and some who played less than 40.
However, the average number of rounds played by annual
cardholders, at a minimum, is as follows:
Singles 93 Rounds
Couples 115 Rounds
Senior Citizens 95 Rounds
I stated above that average number of annual rounds per
cardholder was a MiQMgg. There have been occasions when the
"annual" had forgotten to sign in or indicated the number of
holes he/she were to play. If these exclusions would have
been included in the statistics, the average number of rounds
played by annuals would have been even higher.
I am also responsible for managing the tee sheet at the
course. The busiest months of the year are April -
September. On weekends during those months you must call
several days in advance to get a starting time as they fill'
quickly. During the month of March this year the tee sheet
was full every weekend and it was necessary to call at least
3 days in advance to reserve a tee time.
Weekday play has also increased in the past four years. It
is becoming necessary to reserve a weekday tee time during
the good weather months to be assured a chance to play at the
Auburn Golf Course. After the tee sheets are full we
continue to get calls for the tee times, turning away as many
as 100 calls per day.
During the April - September time period annuals, at a
minimum, play 200 rounds Monday - Friday (40 per day),
Saturday 50 rounds, and Sunday 30 rounds.
