HomeMy WebLinkAbout44211 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. 4 4 2 1 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, APPROVING COMMUNITY DEVELOPMENT OBJECTIVES AND PROPOSED PROJECTS AND APPROVING THE APPROPRIATION OF APPROXIMATELY $229,000 IN 1990- 1991 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Council of the City of Auburn must adopt and approve all appropriations by ordinance pursuant to Chapter 35A RCW; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Pursuant to Chapter 35A.33 RCW, the City hereby approves the Statement of Community Development Objectives and Proposed Projects and approves expenditure and appropriation of approximately $229,000 in 1990-91 Community Development Block Grant funds, as approved and recommended by the Planning & Community Development Committee of the City of Auburn, and which is subject to the approval of the Department of Housing and Community Development. The specific Statement of Community Development Objectives and projected use of funds are itemized in the attached Exhibit "A", which is incorporated by reference in this ordinance. Section 2. The project funds must be used to the benefit of low and moderate income residents. Twenty percent (20%) of the grant amount may be used for program administration. Section 3. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section 4. SOCIAL SERVICE FACILITY OBJECTIVES: Provide facilities which encourage the employment of low income residents. - Provide facilities which increase the availability of physical health and mental health services for low income residents. Provide facilities which support meaningful activities for low income youth. Provide facilities which enhance the quality of life for low income seniors Provide facilities which enhance the self-sufficiency of the mentally impaired population Provide facilities that ensure adequate access to emergency services, i.e. clothing, food banks and shelter. Provide facilities that assist in providing daycare services to low income families. SOCIAL SERVICE PROGRAM OBJECTIVES Provide emergency and necessary health, mental health, food, clothing and shelter services on a priority basis. Promote programs that involve innovative approaches to social needs or provide services not now available, as funding allows. Enhance the ability of social services providers to obtain funding from sources other than the CDBG program. P5?—" �W, / EXHIBIT "A" NEIGHBORHOOD REHABILITATION OBJECTIVES Protect and improve housing quality and stimulate housing rehabilitation by making available small grants and/or loans to low income residents to rehabilitate units. - Improve access between low income areas and commercial and public services by rehabilitating deteriorated streets and sidewalks. - Improve sanitary sewerage disposal in low income areas by replacing deteriorated lines. - Increase recreational amenities in low income areas by improving the quality and quantity of recreational facilities in City parks which provide recreational services to such areas. - Reduce problems associated with inadequate drainage in low income areas by constructing storm drainage systems. - Provide priority to those projects which will stimulate private investment or community funded activities. - To make low income neighborhoods more aesthetically pleasing. DOWNTOWN COMMERCIAL AREA CONSERVATION AND REHABILITATION OBJECTIVES - To prevent the deterioration of public and private facilities and to prevent or eliminate blight. - Maintain and improve the quality of public facilities within the downtown commercial area. - Improve pedestrian and vehicular access between low income neighborhoods and all portions of the downtown area by providing adequate streets, sidewalks and parking areas, and by rehabilitating deteriorated streets, sidewalks and parking areas. - Increase the aesthetic and recreational amenities of the downtown areas as a means of attracting business and protecting the area's economic viability. BLOCK GRANT PROGRAM ADMINISTRATION OBJECTIVES To ensure that Auburn receives its maximum fair share of Block Grant funds, by ensuring compliance with all federal planning, administrative and reporting requirements. To ensure that the manner in which Block Grant funds are allocated within the City provides the maximum possible benefit to low and moderate income residents of Auburn. To ensure maximum access by the City and its citizens to all State and Federal programs which primarily benefit low and moderate income persons, prevent or eliminate slums and blight, or meet other community development needs having a particular urgency. RECOMMENDED USE OF 1990 CITY OF AUBURN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS: In order to carry out the Community Development Objectives listed above, the City of Auburn proposes to conduct or assist the activities listed below under its 1990 Community Development Block Grant (CDBG) program. With the exception of project number 12, each project meets the broad national objective of benefit to low and moderate income persons or families. Project number 12 (Program Administration) meets the national objectives as provided by U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR 507.208. SOCIAL SERVICE FACILITIES 1. ACAP Day Care $ 7,000 Renovations and modifications to space in existing day care facility. Remove portions of one wall, install a sink and create separate storage room. Facility located at 1102 "J" St. NE, Auburn. (eligible under 24 CFR 570.201(c)). 2. Auburn Youth Resources $ 3,500 Renovation of existing facility. Apply mylar covering to eight windows to reduce energy costs and paint outside of building. Facility located at 816 "F' St. Southeast, Auburn. (eligible under 24 CFR 570.201(c)) 3. Auburn Youth Resources $ 35,000 Expansion of existing youth shelter to enhance the livability of the facility and increase the number of available beds from five to ten. Facility is located at 4338 Auburn Way South. (eligible under 24 CFR 570.201(c)). 4. Catholic Community Services $22,450 In conjunction with the Cities of Renton and Kent, King County, and private contributors assist in the purchase of a facility to be used as office space and the provision of client services to low and moderate income people. Facility to be located at 1229 Smith St., Kent, WA. (eligible under 24 CFR 570.201(c)). SOCIAL SERVICE PROGRAMS 5. ACAP Day Care Childcare $10,375 CDBG funds will be used to subsidize the cost of child care for low income Auburn residents in order to allow parents to work or participate in job training programs. The day care center is located at 1102 "J" St. SE, Auburn. (eligible under 24 CFR 570.201(e)). 6. Community Health Centers of King County $ 13,375 CDBG funds will be used to provide medical care, to low income residents of Auburn, from the facility located at 105 "A" St. SW, Auburn. (eligible under 24 CFR 570.201(e). 7. WWEE Auburn Employment and Education Program $ 3,000 CDBG funds to be used to enhance self sufficiency of low income, single Auburn parents by providing job readiness training, occupational skills training, mentoring, job placement and retention services. Program to be located in Auburn. WWEE offices are located at 1517 South Fawcett, Tacoma, WA. (eligible under 24 CFR 570.201(e)). 8. YWCA Homeless Shelter Program $ 7,600 CDBG funds to be used to be used in operating transitional and emergency shelters for homeless people. Facility to be located at 1103 9th SE, Auburn. (eligible under 24 CFR 570.201(e)). NEIGHBORHOOD REVITALIZATION 9. Low Income Area Sidewalk Repair $ 24,000 Rehabilitation of sidewalks within low/moderate income areas within the City of Auburn. (eligible under 24 CFR 570.201(c)). 10. City of Auburn Housing Repair Program $ 64,700 City of Auburn Funds will be used to provide grants of up to $2,500 each (Up to $3,500 under severe circumstances,) and/or loans of up to $10,000 each, for necessary repairs and renovation of single family homes owned and occupied by low and moderate income residents of Auburn (eligible under 24 CFR 570.202). 11. City of Auburn Rental Rehabilitation Program $ 7,500 CDBG funds will be used to pay salary and benefits for staff to operate a Rental Rehabilitation Program within the City of Auburn.(eligible under 24 CFR 570.202)(b) PROGRAM ADMINISTRATION 12. CDBG Program Administration $ 29,500 CDBG funds will be used to pay salary and benefits for City of Auburn personnel engaged in eligible CDBG program administrative activities (eligible under 24 CFR 570.206).
