IN THE 800-900 BLOCKS, WITHIN THE CITY OF AUBURN, WASHINGTON, CHANGING THE ZONING CLASSIFICATION THEREOF FROM M- 2 (HEAVY INDUSTRIAL) TO M-1 (LIGHT INDUSTRIAL) AND COMPREHENSIVE PLAN MAP AMENDMENT FROM HEAVY INDUSTRIAL TO LIGHT INDUSTRIAL. WHEREAS, Application No. REZ0012-89 has been submitted to the Council of the City of Auburn, Washington, by GLACIER PARK COMPANY, requesting the rezone and Comprehensive Plan Map amendment of the real property hereinafter described in Section 2 of the Ordinance, which application was dated April 5, 1990; and, WHEREAS, said request above referred to, was referred to the Planning Commission for study and public hearing thereon; and WHEREAS, the Planning Commission, based upon staff review, held a public hearing to consider.said petition in the Council Chambers of the Auburn City Hall, on June 5, 1990, at the conclusion of which the Planning Commission recommended the approval of the request for rezone and Comprehensive Plan amendment of said property based upon the following Findings of Fact and Conclusions, to -wit: ------------------- Ordinance No. 4445 June 25, 1990 Page 1 ONIN 90/08/31 J0 P4101SIAIG 3i-il1 ,0 RECD F RECFEE C ASHSL 10.00 2.00 *** 12. The applicant is requesting their property be rezoned from M-2 (Heavy Industrial) to M-1 (Light Industrial). This is a vacant 43.9 acre site located on the north side of 15th St. N.W. and between the railroad lines. The application also requires an amendment to the Comprehensive Land Use Plan from Heavy Industrial to Light Industrial. 2. The applicant is requesting the rezone in order to provide for an industrial development more in keeping with the M-1 zone as opposed to the M-2, Heavy Manufacturing zone. 3. As of this date the applicant has not proposed a specific development on this particular piece of property. Additional environmental review will be necessary at the time of a development proposal. 4. The property is bounded on the east by the Burlington Northern Railroad tracks, on the west by the Union Pacific Railroad tracks, on the south by 15th St. N.W. and on the north by a vacant parcel zoned M-2. 5. Related Comprehensive Plan Findings: Objective 22.2.To reserve and protect areas which are highly suitable for development as light industrial parks. Policy 22.2.1.Designation of light industrial areas shall have priority over heavier industrial uses. Policy 22.2.2.Highly visible areas which tend to establish the image of the City should be reserved for lighter industrial uses. ------------------- Ordinance No. 4445 June 25, 1990 Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 CONCLUSIONS OF LAW Staff has concluded that the Comprehensive Plan Map amendment and rezone may be approved based upon the following: 1. The proposal is consistent with the Comprehensive Plan. In that 15th Street provides significant visibility to the site. It would be more appropriate that M-1 uses be established as compared to M-2 uses which can provide for a significant amount of outside activity. 2. The site is large enough, 43.9 acres, and is located such that the M-1 zone would not be an intrusion into the M-2 zone nor would it conflict with the existing M-2 zone. For each of the above referenced reasons, the recommendation of the Planning Commission to the Auburn City Council on the requested rezone and Comprehensive Plan Map amendment is approved. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, ---WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The above cited Planning Commission's Findings of Fact and Conclusions, are herewith incorporated in this Ordinance. Section 2. Section 3. Upon the passage, approval and publication of this Ordinance as provided by law, the City Clerk of the City of Auburn shall cause this Ordinance to be recorded in the office of the King County Auditor, Division of Records and Elections. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section S.
