A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, WAIVING COMPETITNE BIDDING
REQUIREMENTS FOR THE PROCUREMENT OF PRESSURE
REDUCING VALVE STATIONS ASSOCIATED WITH CP1617
LEA HILL PRESSURE REDUCING VALVE (PR� STATIONS
CAPITAL PROJECT
WHEREAS, as part of project CP1617 Lea Hill PRV Stations (Project), the City of
Aubum (City) is replacing three existing pressure reducing valve (PR� stations; and
WHEREAS the construction contract for the Project wil.l be awarded on the basis
of the lowest responsible bidder, and would normally specify the purchase and installation
of the GC Systems PRV stations by the contractor; and
WHEREAS, a long lead time is anticipated for the fabric.ation and delivery of the
PRV stations for the Project; and
WHEREAS, the PRV stations are to be located in steep hillsides with high
groundwater conditions and it is essential to replace the existing PRV stations during the
summer dry season when groundwater conditions are lower; and
WHEREAS, procurement of the PRV stations by the City in advance of
commencement of Project construetion will allow the Project to be completed this
summer; and
WHEREAS, since the engineer's estimate for the construction of the Project
exceeds bid limits, procurement of equipment and material such as the PRV Stations is
required to be formally bid; and

WHEREAS, pursuant to RCW 39.04.280 the City may waive competitive bidding
requirements for procurement of equipment and materials by resolution when there is
only a single sole source of the equipment and materials; and
WHEREAS, the City's PRV stations, those being replaced and those remaining,
are standardized, containing PRV's manufactured by GC Systems; and
WHEREAS, PRV stations contain numerous specialized components that must be
maintained and occasionally replaced by individuals who are familiar with the operation
of the particular model; and
WHEREAS, failure to maintain standardization befween the City's PRV systems
will not be cost, space and time efficient, and will diminish maintenance relia6ility, since
doing so would result in the City maihtaining a substanfial spare parts inventory and
obtaining farniliarity with various maintenance practices for differing specialized stations;
and
WHEREAS, it is in the public interest to waive bidding requirements for the
purchase of PRV stations in order to maintain compatibility, uniformity, and familiarity
befinreen stations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. Due to the single source of supply of the PRV stations the Cify needs
to acquire, and special market conditions associated therewifh, the competitive bidding
requirements are waived for the purchase of PRV stations for projeet CP1617, Lea Hill

PRV Stations and the City may perfocm direct negotiations in order to make such
purchase.
Section 2. That the Mayor is authorized to implement such other administrative
procedures as may be necessary to carry out the directives of this legislafion.
Sectioa 3. That this Resolution shall take effect and be in full force upon passage
and signatures hereon.
