CALL TO ORDER A. Roll Call Board Chairperson Nancy Backus called the special meeting to order at 6:00 p.m. Board Members present: Bob Baggett, Claude DaCorsi, John Holman, Trout-Manuel, Rich Wagner, and Largo Wales. Board Member Bill Peloza arrived at 6:04 p.m. City of Auburn department directors and staff members present included: City Attorney Daniel B. Heid, Assistant Director of Engineering Services/City Engineer Ingrid Gaub, Community Development and Public Works Director Snyder, Finance Director Shelley Coleman, Police Commander Dave Colglazier and City Clerk Danielle Daskam. II. CONSENT AGENDA A. Minutes of the February 22, 2017 Transportation Benefit District Board Meeting B. Minutes of the June 19, 2017 Special Transportation Benefit District Board Meeting Member Holman moved and Member Baggett seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 6-0 III. RESOLUTIONS A. Resolution No. 2016-01 A Resolution of the Auburn Transportation Benefit District approving a $20.00 vehicle license fee pursuant to RCW 36.73.065 Page 3 of 9 Auburn Transportation Benefit District Board Meeting September 18, 2017 Page 2 Resolution No. 2016-01 was approved by the Transportation Benefit District December 13, 2016. The Board voted to reconsider and postpone the fee for 120 days in February of 2017. On June 19, 2017, the Board again postponed the resolution for an additional 120 days. Board Member Wagner spoke against Resolution No. 2016-01. He reported he recently attended a Transportation Policy Board meeting where members discussed future projections of expenditures by households on public transportation expenses either through car tab fees, tolling or other means. It is estimated that households will expend approximately $900.00 per year on public transportation costs by the year 2030. Member Holman stated the timing is wrong for implementation of a $20.00 car tab fee. Member Trout-Manuel spoke against Resolution No. 2016-01 and concurred with previous comments. Rev iewed by Council Committees: Councilmember:Staff:Gaub Meeting Date:March 5, 2018 Item Number:RES.A Page 6 of 9 - - - - - - - - - - - - - - - - - - - - - - Resolution No. 2018-01 February 22, 2018 Page 1 RESOLUTION NO. 2018-01 A RESOLUTION OF THE AUBURN TRANSPORTATION BENEFIT DISTRICT ADOPTING THE 2017 ANNUAL REPORT WHEREAS, RCW 36.73.160(2) specifies that a district shall issue an annual report, indicating the status of transportation improvement costs, transportation improvement expenditures, revenues and construction schedules, to the public and to newspapers of record in the district. NOW, THEREFORE, THE BOARD OF THE AUBURN TRANSPORTATION BENEFIT DISTRICT DOES HEREBY RESOLVE as follows: Section 1. That the Board hereby accepts the report attached hereto, marked as Exhibit “A,” and designates it as the Board’s 2017 Annual Report, and the Board Chairperson is authorized to issue the same as the Board’s 2017 Annual Report. Section 2. That the Board Chairperson is authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. This Resolution shall be in full force and effect upon passage and signatures hereon. Heid, District Legal Counsel Page 8 of 9 Resolution 2018-01 Exhibit A AUBURN TRANSPORTATION BENEFIT DISTRICT 2017 ANNUAL REPORT (RCW 36.73.160.2) DATED FEBRUARY 07, 2018 Pursuant to RCW 36.73.160.2, the Auburn Transportation Benefit District shall issue an annual report, indicating the status of transportation improvement costs, transportation improvement expenditures, revenues, and construction schedules, to the public and to newspapers of record in the district. The Auburn Transportation Benefit District was formed on September 19, 2011 with the passage of Ordinance No. 6377 by the Auburn City Council. The Auburn Transportation Benefit District was established in accordance with the statutory provisions of RCW 36.73 (Transportation Benefit Districts). Subsequent to its formation the Auburn Transportation Benefit District Board has not, through its own authority or through voter approval, implemented a funding mechanism(s) to make or fund transportation improvements necessitated by economic development and to improve the performance of the transportation system within the geographic boundaries of the District. Subsequent to the formation of the Auburn Transportation Benefit District and prior to December 2017, the Auburn Transportation Benefit District Board had not completed the process to enact a fee or tax authorized pursuant to RCW 36.74 (Transportation Benefit Districts). Therefore, and because throughout 2017 there was no funding source in place, the Auburn Transportation Benefit District does not have any substantive report for the calendar year 2017 for the status of transportation improvement costs, transportation improvement expenditures, revenues and construction schedules. On December 13, 2016, the Auburn Transportation Benefit District adopted Resolution No. 2016-01 approving a $20.00 vehicle license fee pursuant to RCW 36.73.065. On February 1, 2017, the Auburn Transportation Benefit District suspended Resolution No. 2016-01 and on September 19, 2017, the Transportation Benefit district rescinded Resolution No. 2016-01. Therefore, the fee was never enacted and no revenue collection has occurred. Following Board acceptance of this Annual Report, it shall be made available to the public and to newspapers of record within the District. Page 9 of 9
