A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, SUPPORTING GOVERNOR
INSLEE'S PROCLAMATION 20-19.1 EXTENDING THE
TEMPORARY MORATORIUM ON RESIDENTIAL AND
COMMERCIAL RENTAL PROPERTY EVICTIONS AND
EXPANDING TENANT PROTECTIONS
WHEREAS, the outbreak of the novel coronavirus (COVID-19), and its rapid
progression in Washington state continues to threaten life and health of people as well
as the economy;
WHEREAS, the COVID-19 pandemic has had, and continues to have, drastic
economic repercussions in the State of Washington due to the severe decline in
commercial and small business activities that make Washington State's economy thrive;
WHEREAS, many of our workforce expect to be impacted by these layoffs and
substantially reduced work hours are anticipated, which will disproportionately affect low
and moderate income workers resulting in lost wages and potentially the inability to pay
for basic household expenses, including rent;
WHEREAS, the inabi;ity to pay rent increases the likelihood of eviction from
homes, increasing the life, health, and safety risks to a large portion of our population
from the COVID-19 pandemic;
WHEREAS, tenants, residents, and renters who are not materially affected by
COVID-19 should and must continue to pay rent, to avoid unnecessary and avoidable
economic hardship to landlords, property owners, and property managers who are
economically impacted by the COVID-19 pandemic;

WHEREAS, on March 18, 2020, Governor Inslee proclaimed a temporary
moratorium on residential evictions, which moratorium prohibited residential landlords
from serving a notice of unlawful detainer for default payment of rent and from issuing a
20-day notice for unlawful detainer, unless the landlord attached an affidavit attesting that
the action is believed necessary to ensure the health and safety of the tenant or other
individuals;
WHEREAS, on March 18, 2020, the Mayor issued Emergency Proclamation 2020-
03 supporting the Governor's Order and providing additional protections for City of Auburn
residential tenants by imposing 30-day moratorium on residential tenant late fees related
to delinquent payments;
WHEREAS, on April 15, 2020, the Governor extended the temporary moratorium
on residential evictions to include commercial rental properties and also expanded
protections for botl-. residential and commercial tenants in Washington by prohibiting: (a)
landlords, property miners, and property rnanegers from serving or enforcing any notice
requiring a resider : to vacate any dwelling or parcel of land occupied as a dwelling; (b)
landlords, propert; owners, and property managers from seeking or enforcing judicial
eviction orders or agreements to vacate any dwelling or parcel of land occupied as a
dwelling; (c) law er.`orcement from serving or acting upon eviction orders; (d) landlords,
property owners, and property managers from assessing late fees for the non-payment
of rent or late payment of rent; and (e) landlords, property owners, and property managers
from increasing the rate of rent or the amount of any deposit, amongst other actions.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, RESOLVES as follows:
Section 1. The Auburn City Council and Mayor recognize and support Governor
Inslee's Proclamation 20-19.1 expanding protections for both residential and commercial
tenants in Washinn;on through statewide action and find that this Proclamation is in the
best interest of the people in the City of Auburn.
Section 2. This Resolution will take effect and be in full force on passage and
signatures.
