A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, IN SUPPORT OF THE MAYOR'S
APPOINTMENT NOMINATION OF FIFE MAYOR KIM
ROSCOE TO THE PIERCE TRANSIT BOARD
WHEREAS, on August 24, 2020, City of Auburn Mayor nominated City of Fife
Mayor for appointment to the Pierce Transit Board; and
WHEREAS, the Auburn City Council supports the appointment nomination.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, RESOLVES as follows:
Section 1. The Auburn City Council supports Mayor Backus's August 24, 2020
nomination of Fife Mayor Kim Roscoe to the Pierce Transit Board, which nomination is
attached hereto as Exhibit A.
Section 2. The Mayor is authorized to implement those administrative
procedures necessary to carry out the directives of this resolution.
Section 3. This Resolution will take effect and be in full force on passage and
signatures.

RE: Nomination to the Pierce Transit Board
Given the growing population in South King & Pierce Counties, we believe it's vital to
have fair representation on the Pierce Transit Board. Therefore, the City of Auburn
proudly nominates Mayor Kim Roscoe to the open seat on the board.
Mayor Roscoe is a strong believer in the value of transit and the critical part it plays in
connecting people to their jobs, their families, and their communities. A few of her
qualifications and connections that she would bring to the Pierce Transit Board include:
• Sound Transit Board Member: She is currently serving as one of Pierce County's
four (4) members on the Sound Transit Board, allowing her to advocate for Pierce
County's interests in the high-capacity-transit arena. She has stated her commitment
to the Pierce Transit Board would be to report at least twice per year to all of the
represented cities (Auburn, Fife, Gig Harbor, Milton, Pacific, Ruston, and Steilacoom)
on Sound Transit initiatives in order to ensure Sound Transit decisions that affect our
jurisdictions are well communicated and transparent. Additionally, having Mayor
Roscoe on both transit boards would help ensure a consistent voice for Pierce
County as intra-transit service issues arise.
• Involvement with South Sound Housing Affordability Partners (SSHAP): She is
an active participant in South Sound Housing Affordability Partners and would seek
to use that role within SSHAP to push for more transit equity and additional links
between transit and affordable housing.
• Adjacency to a world class Port and involvement in Gateway project: I believe
that Fife's adjacency to a major cargo container port — the Port of Tacoma — helps
provide her with important knowledge regarding traffic patterns and transportation
needs within the county. Additionally, Fife's role as an active player for the SR
167/SR 509 Gateway project enhances her understanding of connections to,
through, and among communities on or near that corridor.
• New Elementary School to be located in Fife — serving both Fife and Milton
families: Being on the Pierce Transit Board would enable her to help working for
public transportation initiatives that would serve the families of both cities that rely on
transit to get to and from activities and events at the elementary school.
AUBURN * MOKE THAN YOU IMAGINED
I hope you see what I do, that Mayor Kim Roscoe is the best candidate to serve for this
open seat. She is prepared to sit as a trusted board member of Pierce Transit who acts
both locally and regionally to serve the needs of Pierce County. I personally work side-
by-side with her on both the Sound Transit Board and South Sound Housing Affordability
Partners and can speak first hand to her grasp of the global issues around
transportation, equitable mobility, and affordability in our region. She would be a
valuable asset to the Pierce Transit Board.
