The City Council Meeting was held virtually.
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. and led
those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and
Yolanda Trout-Manuel.
Mayor Nancy Backus and the following department directors and staff
members were present: Network Analyst Eric Dusoleil, Director of Human
Resources and Risk Management Candis Martinson, Director of
Innovation and Technology David Travis, Chief of Police Dan O'Neil and
City Clerk Shawn Campbell.
The following department directors and staff members attended the
meeting virtually: Director of Finance Jamie Thomas, Assistant Director of
Finance Kevin Fuhrer, City Attorney Kendra Comeau, Director of Parks
Arts and Recreation Daryl Faber, Director of Public Works Ingrid Gaub,
Director of Community Development Jeff Tate and Assistant Director of
Innovation and Technology Ashley Riggs.
III. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
A. Native American Heritage Month
Mayor Backus proclaimed the month of November 2020 as Native American Heritage
Month in the City of Auburn.

Mayor Backus opened Public Hearing #3 - 2021-2022 Biennial
Budget at 7:08 p.m. There were no public comments received, she
closed the hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.
1. Virtual Participation
Bob Zimmerman, 33029 46th Place South, Auburn
Mr. Zimmerman expressed his concerns regarding training and code
compliance.
Jennifer Brannon, 2916 Auburn Way North, Auburn
Ms. Brannon expressed her concerns the safety of the children and
staff at KinderCare.
C. Correspondence
There was no correspondence for Council to review.

VII. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baggett)
Councilmember Baggett, Chair of the Finance ad hoc committee, reported he and
Councilmember Stearns have reviewed the claims and payroll vouchers
described on the Consent Agenda this evening and recommended their approval.
VIII. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the October 12, 2020, October 26, 2020 and
November 9, 2020 Study Session
B. Minutes of the October 24, 2020 Special City Council Meeting
C. Minutes of the November 2, 2020 Regular Council Meeting
D. Claim Vouchers (Thomas)
Claim voucher list dated November 16, 2020 which includes voucher numbers 461333
through 461530 in the amount of $5,701,692.25 and four wire transfers in the amount
of$523,327.96
E. Payroll Vouchers (Thomas)
Payroll check numbers 538996 through 539001 in the amount of$75,221.94, and
electronic deposit transmissions in the amount of$2,161,406.23, for a grand total of
$2,236,628.17 for the period covering October 29, 2020 to November 10, 2020
F. Call fora Public Hearing for the 2021 Community
Development Block Grant Annual Action Plan
City Council to provide permission to call for a Public Hearing for the proposed 2021
Annual Action Plan to be held on December 7, 2020 at 7:00 p.m.
Deputy Mayor DaCorsi moved and Councilmember Trout-Manuel
seconded to approve the consent agenda.
MOTION CARRIED UNANIMOUSLY. 7-0

X. ORDINANCES
A. Ordinance No. 6793 (Thomas)
An Ordinance establishing the levy for regular property taxes by the City of Auburn for
collection in 2021 for general City operational purposes in the amount of$23,346,072
Deputy Mayor DaCorsi moved and Councilmember Brown seconded to
adopt Ordinance No. 6793.
MOTION CARRIED UNANIMOUSLY. 7-0
B. Ordinance No. 6794 (Thomas)
An Ordinance adopting the 2021-2022 Biennial Operating Budget
Councilmember Brown moved and Councilmember Mulenga seconded to
adopt Ordinance No. 6794.
MOTION CARRIED UNANIMOUSLY. 7-0
C. Ordinance No. 6796 (Thomas)
An Ordinance adopting the 2021-2022 Biennial Capital Budget
Deputy Mayor DaCorsi moved and Councilmember Baggett seconded to
adopt Ordinance No. 6796.
MOTION CARRIED UNANIMOUSLY. 7-0
D. Ordinance No. 6800 (Thomas)
An Ordinance establishing a substantial need for an increase above the rate of inflation
to the levy for regular property taxes by the City of Auburn for collection in 2021 for
general City operational purposes
Councilmember Stearns moved and Councilmember Mulenga seconded
to adopt Ordinance No. 6800.
MOTION CARRIED UNANIMOUSLY. 7-0
E. Ordinance No. 6801 (Thomas)
An Ordinance increasing the rate of tax on Water, Storm Drainage, Sewer and
Garbage/Solid Waste Utilities in the City, amending Sections 3.40.010 and 3.41.010
and repealing Sections 3.40.020, 3.41.015, and 3.41.020 of the Auburn City Code
Councilmember Mulenga moved and Councilmember Trout-Manuel
seconded to adopt Ordinance No. 6801.

Xl. RESOLUTIONS
A. Resolution No. 5561 (Gaub)
A Resolution related to the Coal Creek Springs Transmission Main Replacement
Project; authorizing an application for the Drinking Water State Revolving Fund loan
and, if approved, acceptance and expenditure of loan proceeds
Deputy Mayor DaCorsi moved and Councilmember Brown seconded to
adopt Resolution No. 5561.
MOTION CARRIED UNANIMOUSLY. 7-0
XII. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Deputy Mayor DaCorsi reported that he, the other Councilmembers and
the Mayor have been attending training on diversity and equity. He also read
a statement of thanks to the City staff and the essential workers during
COVI D-19.
Councilmember Trout-Manuel read a statement of thanks to frontline staff
and essential workers during COVID-19.
Councilmember Baggett read a statement thanking the Mayor and staff
during COVID-19.
Councilmember Brown read a statement thanking the Auburn frontline
workers during COVI D- 19.
Councilmember Mulenga read a statement thanking the first responders
during COVID-19.
Councilmember Jeyaraj read a statement thanking staff and essential
workers during COVID-19.
Councilmember Stearns read a statement thanking frontline workers in the
City of Auburn during COVID19.
B. From the Mayor
Mayor Backus thanked the Council and City staff for their service during the
COVID-19 pandemic. She encouraged everyone to shop local and take
precautions for the holiday season.

XIII.ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:36 p.m.
