I believe it was 25K new and for some reason think he paid 15 to 20K. It has two bedrooms, one bath and a front room that is kitchen/dining and living room flowing together. According to the site location specs I have it is 30 x 70 feet long. About 3 years ago we had it repainted on the outside. It still has the window blinds and drapes that came with it and original carpet... That is about all I know. I have heard that Stan is not a good housekeeper and I don't know of any repairs he has done. You might remember me as one of the White River Valley Museum "team" members. I'm the caretaker at Olson Farm and have worked on the same volunteer shift with Gordy Nishimoto for marry years. He may have told you and/or Way that my Lease Agreement with the City of Auburn for my home at Olson is mysteriously being terminated. The City has not given my any reason, even after I asked in writing. I will soon have to move. Patricia Cosgrove subsequently asked me to surrender my Museum keys, which she has trusted me with for at least 15 years. Gordy knows even more details. It has been quite a bewildering situation for rne, and very sh•essfiil, as you can easily imagine. Curatorial Assistant and front desk staff member Erin Hash said his demeanor frightened her, that he complained about the city, wondered why he couldn't get answers to his questions, wondered why his name was not listed in the recent Auburn Reporter Newspaper article on layoffs, why we would place a paid person in his slot staffing the front desk, etc... Without the ownership of the mobile by the foundation, it will be very difficult to find a reliable tenant that will be as vested as we are in the valuable Olson Farm asset. From: Patricia Cosgrove Sent: Monday, January il, 2010 12:15 PM To: Lisa Torres; Daryl Faber Subject: Olson Farm Caretaker After lots of thought and finding that my number one choice for caretaker turned us down, I propose that we purchase Stan's mobile home, pending an inspection. The caretaker position will be more attractive if we provide housing in trade for work. I would like to have a city staff member inspect the mobile with an eye to this possible arrangement. Lisa, Daryl likes this idea, so I wonder what you think, and if you can go ahead and arrange for an inspection? Perhaps a city building inspector could do this? As for funding, presuming we can purchase the mobile for less than lOK, the non-profit has un-earmarked capital campaign funds that can be used. New in 1994/5 it was purchased for about 25K. I believe that Stan will be difficult to deal with. Part of a possible purchase negotiation would include obtaining a written estimate for moving the mobile to show him this sale will be to his advantage. I believe Stan will save a lot of money by selling the mobile. If he doesn't want to, then he can move his mobile and suffer that cost. Ideas? He came by about 2:45 and stayed 10-15 minutes. He was not disruptive but definitely seemed agitated. I asked how he was doing and he indicated not well. He asked if I'd heard what had happened. I told him I was only privy to the bare minimum and that my being here on weekends had something to do with budget issues. (I did not feel I should be in the middle of a discussion about these issues with him, especially in front of volunteers.) He informed me that was incorrect (which I already knew) and asked if I'd heard anything about his lease out at the farm. I told him all I knew was that it was being terminated. He let me know the reason he was there was to inform his volunteers (Gordy and Ron) why he would no longer be here on weekends. I could understand his intentions, but still found it a little inappropriate. While he was pleasant enough, There was definitely a disconcert undertone in his voice. I kept my head down and let him finish talking to the volunteers. A patron came in so I was able to help her and avoid any further conversation with him. He did make a snide comment about turning in a receipt to Kristen's box; letting me know That was all he was doing back there "in case there was any concern." I just thought you should know about this incident. 01her than that we had a great Saturday here at the museum! (I will let you know if he comes by again today to talk to the other two volunteers that are in on Sundays.) Finding auswers to my questions is very important to nre. My reputation and the integrity of my efforts on behalf of the larger Auburn community in the past 23 years seem to be in question. Reputation and integrity are of utmost importance to me. Yesterday afternoon, when I asked for clarification of the process leading to the Termination letter you wrote, you asked me to write my questions in an email. I did. Surely you can at least explain the process that you were, in some way, involved in? Yours is the only name on the Termination letter (other than the Mayor's in the letterhead). You made no referal to any others who can answer any of my other questions. I don't understand this kind of treatment by the City. You said the letter was mailed by the Museum. Sorry to catch you during such a busy time! Terry was very kind and helpfirl in accepting the key and issuing a receipt letter. My initial questions regarding your December 16, 2009 letter (which was also delayed) are below. Were you aware that the USPS notice of undeliverable mail from the Kent Main Post Office arrived iu my mailbox on December 29, 2009? I picked up your letter and signing for it there on December 31, 2009. Despite the "City of Auburn" letterhead, it was mailed in a Museum envelope with a December 24, 2009 posting date. Was that letter also mailed by the Museum? (I didn't know anything about the letter at that point, so it didn't occur to me to check where the "certified received" postcard was to be sent.) Please provide answers to these questions. If you are unable to answer some of them, please refer them to whoever cau: As I started to ask on the phone, please clarify the process that resulted in the "Termination of Lease Agreement" decision and letter. You said you received an "order" (or "request"?) to write it. Who ordered it? Why? Was a reason given? Was the decision reviewed and/or validated by the White River Valley Museum Board of Directors? By Daryl Faber, the Parks Department Director (or any of his staff)? By Pete Lewis, the Mayor (who signed the lease on behalf of the City)? As Facilities Manager, did you review and/or validate that decision? Our Lease Agreement includes a clause about "failure of the LESSEE to fulfill and comply with the terms of the Lease Agreement" ("8. DEFAULT AND RE- ENTRY"). Since I have never received arty kind of written (or even verbal) warning about any such concern from the CITY, may I assume that the decision was not based on any allegation that I failed to fulfill and comply with the terms of the Lease Agreement? Our Lease Agreement is undoubtedly different from standard lease agreements in several ways. I'm not sure which Washington State Laws govern our agreement. Although the Manufacttued/Mobile Home Landlord Tenant Act [RCW 59.20] isn't an exact fit, it's the closest applicable set of laws I can find. Do you know of any other? RCW 59.20.80 details the "grounds for termination of tenancy ... or failure to renew a tenancy." Regarding your Termination of Lease Agreement letter, is there any allegation that the CITY's decision is based on any of the allowable reasons to terminate a tenancy stated in RCW 59.20.80? I believe your letter affirms my right as the owner of my mobile home on leased land to move it Is this correct? (I do not imply, and never have implied, that moving my home from Olson Farm is my preference. My question relates to some 1/13/2010 Page 3 of 3 recent ambiguity about my rights as owner.) . Are you familiar with the Olson Farrn Landscape and Fencing Plan dated 10-30-07? If so, as Facilities Manager, did you have any role in its approval? Who else did? . I want to obtain copies of the other current lease agreements between the City of Auburn and resident caretakers at other City Park facilities. (Those that come to mind are Mountainview Cemetery, Game Farm Park, Game Farm Wilderness Park, and Cedar Lanes Park.) With whom can I arrange this? In response to the provision stated in your letter, I am also asking the City to allow my mobile home to remain on the property until March 31, 2010. It's hardly feasible to fulfill my resident caretaker duties tluough February 28 as outlined in the lease agreement while simultaneously removing my mobile home from the premises on or before February 28. I will need the extra time to arrange a home sale to a new caretaker or, failing that, prepare to move it. How will a new caretaker "be identified" to me? As you may know, I could not complete a mobile home bill of sale agreement with the former Olson Farm caretakers (Tina and Michael Brewster -Wray) until my Lease Agreement with the City was approved and completed. My negotiations with Mike and Tina began about four months before all the documentation was finalized (in part because the mobile home was moved on -site in keeping with the Olson Farm site plan).
