Public Participation Information The City of Auburn Planning Commission Meeting was held in person and virtually. 11. CALL TO ORDER Chair Judi Roland called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. B. ROLL CALL/ESTABLISHMENT OF QUORUM Commissioners present: Chair Judi Roland, Vice Chair Phillip Stephens, Hanan Amer, Julie Berry, Joan Mason, and Kent Sprague. Commissioner Dimitri Moutzouris was excused. Staff members present: Planning Services Manager Jeff Dixon, Senior Planner Josh Steiner, Deputy City Clerk Rebecca Wood -Pollock, and City Clerk Shawn Campbell. C. PLEDGE OF ALLEGIANCE Chair Roland led those in attendence in the Pledge of Allegiance. III. PUBLIC COMMENT There was no public comment. IV. APPROVAL OF MINUTES A. June 7, 2022 Draft Minutes from the Regular Planning Commission Meeting Commissioner Stephens moved and Commissioner Sprague seconded to approve the June 7, 2022 minutes. MOTION CARRIED UNANIMOUSLY. 6-0 V. OTHER BUSINESS A. Long Range Planning Project Updates Page 1 of 3 Staff will provide a short presentation on, and discuss, ongoing long range planning projects. Planner Steiner provided the Commission with an update on the long range planning projects. He reviewed the 2024 Periodic Comprehensive Plan update, including the purpose and scope of the Comprehensive Plan and amendments. He stated the City hired the consulting firm SCJ Alliance to help with the 2024 Comprehensive Plan update, he reviewed SCJ Alliance's role, and the draft for the Comprehensive Plan Project schedule. Planner Steiner provided the Commission an update on the Auburn Downtown Plan and Environmental Impact Statement (EIS) update. He noted the City hired MAKERS Architecture as a consultant to assist with the Downtown Plan and the E IS update. He reviewed the status of the project, the draft for the Auburn Downtown Plan and E IS update schedule. Planner Steiner provided the Commission an update on the Housing Action Plan Implementation (HAPI). He stated the City hired ECONorthwest as the Consultant for the HAPI Project. He reviewed the scope of the project and the draft for the HAPI project schedule. The Commission discussed the public outreach process, the differences between R5 and R7 zoning, the differences in the zoning codes, transportation in relation to the HAPI project, missing middle housing, Accessory Dwelling Units (ADU), charging stations for electric vehicles, and the portions of the plans that are potentially controversial. B. Regional Housing Affordability Presentation Video Presentation on Homelessness and the relationship to Housing Needs by Gregg Coburn UW Professor and co-author of Homelessness is a Housing Problem. Manager Dixon shared a 30 minute video by Professor Gregg Coburn from the University of Washington on homelessness and the relationship to housing needs. The purpose of sharing the video was to increase the Planning Commission's familiarity with housing issues. The Commission discussed the difference between affordable housing and supportive housing. VI. COMMUNITY DEVELOPMENT REPORT Update on Community Development Services activities. Manager Dixon reported the General Services Administration (GSA) site was purchased by I RG. The proposed Bridges Annexation is still under consideration between the City of Auburn and the City of Kent. The Bridges neighborhood is an island inside the City of Auburn that is incorporated City of Kent. The annexation would de -annex the land from the City of Kent and then annex it into the Page 2 of 3 r City of Auburn. Manager Dixon provided the Commission the next steps in the process. The administrative portion of business licensing has been transitioned to the State of Washington business licensing portal. Manager Dixon explained the new process for City businesses and staff. The Commission asked about Auburn Avenue Theater and survey teams around the City. The Planning Commission meeting for July 6, 2022 has been canceled. There is a possibility of a Special Planning Commission meeting on July 19, 2022. VII. ADJOURNMENT There being no further business to come before the Planning Commission, the meeting was adjourned at 8:35 p.m. APPROVED this 19th day of July, 2022. I ROLAND, CHAIR Shawn Campbell, City The City ofAubum Planning Commission is a seven member advisory body that provides recommendations to the Auburn City Council on the preparation of and amendments to land use plans and related codes such as zoning. Planning Commissioners are appointed by the Mayor and confirmed by the City Council. Actions taken by the Planning Commission, other than approvals or amendments to the Planning Commission Rules of Procedure, are not final decisions; they are in the form of recommendations to the city council which must ultimately make the final decision.
