NOTICE OF REVISIONS TO
CITY OF AUBURN SURFACE WATER MANAGEMENT MANUAL (SWMM) &
ENGINEERING CONSTRUCTION STANDARDS
EFFECTIVE DATE 2/10/2023
The City of Auburn Surface Water Management Manual (SWMM) and Engineering Construction
Standards (Part 1 – Special Provisions, Part 2 – Standard Details) have been revised as summarized
below and re-issued. In accordance with ACC 12.04.040 the standards have been filed with the City
of Auburn City Clerk for use and examination. The effective versions are not distributed as hardcopies
and are available electronically on the City’s website at:

Summary of Revisions:
City of Auburn Engineering Construction Standards:
Part 1: Special Provisions
The Special Provisions supplement and amend the Standard Specifications for Road, Bridge and
Municipal Construction issued by the Washington State Department of Transportation (Standard
WSDOT Specifications). The Special Provisions have been re-written to apply to the latest edition of
the Standard WSDOT Specifications (2023). The Special Provisions have also been modified to apply
to both City Contracts (City Capital Projects) and Non-City Contracts, as specified throughout the
document. Please see the Special Provisions Preface for further explanation.

City of Auburn Surface Water Management Manual (SWMM)
The SWMM is the 2019 Stormwater Management Manual for Western Washington by the
Washington Department of Ecology as amended by the City of Auburn Supplemental Manual. The
City of Auburn Supplemental Manual has been updated with the following key changes:
Volume I
• General grammar revisions and corrections throughout entire volume, including removing
redundant information that is covered in the 2019 Department of Ecology’s (Ecology)
Stormwater Management Manual for Western Washington (SWMMWW);
• I-3.2 Exemptions – Added statement pertaining to the threshold for requiring a minor grading
permit for underground utility work;
• Appendix I-I Stormwater Site Plan (SSP) Report Submittal Requirements Checklist – removed
the requirement to fill out the Threshold Discharge Areas Table from the appendix as this
information is covered or addressed and reported on in other methods or ways;
• Appendix I-I Stormwater Site Plan (SSP) Report Submittal Requirements Checklist – removed
the requirement to provide drawings of the on-site stormwater management facilities as part of
On-site Stormwater Management System – Minimum Requirement #5 as this information is
covered and addressed in the contract plans prepared for the site;
• Appendix I-I Stormwater Site Plan (SSP) Report Submittal Requirements Checklist – removed
the requirement to provide drawings of the treatment facilities as part of Water Quality System
– Minimum Requirement #6 as this information is covered and addressed in the contract plans
prepared for the site, when applicable;
• Appendix I-I Stormwater Site Plan (SSP) Report Submittal Requirements Checklist – removed
the requirement to provide drawings of flow control facilities as part of Flow Control System –
Minimum Requirement #7 as this information is covered and addressed in the contract plans
prepared for the site, when applicable;
• Appendix I-I Stormwater Site Plan (SSP) Report Submittal Requirements Checklist – removed
SSP Attachment E, the Declaration of Covenant for Privately Maintained Facilities as this
information is a separate report provided as part of legal information.

• General grammar revisions and corrections throughout entire volume, including removing

Volume III

• III-3.3 – modified section to reflect content and process in the COA Engineering Design
Standards for pre and post construction;
• III-D.3 – modified section D.4.1.13 Pipe Cover to clarify the differing requirements for private
and public systems;
• III-D.3 – removed the requirement to provide a detail demonstrating the pump flow discharges
meet pre-developed flow durations under section D.6.2 Pump Requirements.
• III-D.5 – redefined outfalls as separate from V-1.4.3 BMPs and clarified their design and
allowed usage.
