HomeMy WebLinkAboutRevision Cover Sheet Eng Des Stds and Const Std Part 2 March 2023Notice of Revisions to Engineering Design and Construction Standards Effective 3/3/2023 Page 1 of 3 NOTICE OF REVISIONS TO CITY OF AUBURN ENGINEERING DESIGN AND CONSTRUCTION STANDARDS EFFECTIVE DATE 3/3/2023 The City of Auburn Engineering Design Standards and Engineering Construction Standards (Part 2 – Standard Details) have been revised as summarized below and re-issued. Note that there are no changes to the Engineering Construction Standards (Part 1 – Special Provisions) and the version published on February 10, 2023 is still in effect. In accordance with ACC 12.04.040 the standards have been filed with the City of Auburn City Clerk for use and examination. The effective versions are not distributed as hardcopies and are available electronically on the City’s website at: https://www.auburnwa.gov/Standards and Publications Summary of Revisions: General Summary Part 2 of the Engineering Construction Standards consists of the City’s Standard Details. These details are referenced by the Engineering Design Standards. For ease of use, these documents have been combined into a single document. Hyperlinks have been added to the Engineering Design Standards that can be clicked on to jump to the referenced Chapter, Section, Figure, Table, or Standard Detail. City of Auburn Engineering Design Standards Formatting, minor edits, and corrections were made throughout the entire document. A general summary of the more significant changes follows: Chapter 1: General Information · Definitions were added and modified, including added definitions for: ACC, Driveway, Driveway Access Road, Driveway Apron, Shared Driveway, Intersection, Redevelopment, and Shared Driveway Access Road. Other definitions were modified. Chapter 2: Plan Approval Process · Additional information added to clarify the construction plan revision process and examples added of changes that require a plan revision. Chapter 3: Plan Preparation Requirements · Appendix B – Standard Notes updated to reflect requirements of the current Stormwater Management Manual. · Appendix C modified to include requirements for plans and as-builts to include call-outs for Maximum Extents Feasible (MEF) and Deferral/Fee-In-Lieu. · Appendix E – Minor Grading Permit thresholds were updated to address projects that trigger grading permits due to utility work. · Appendix F – AutoCAD Layers Standards were updated to remove unnecessary layers. Chapter 4: Report Preparation Requirements · No significant changes. Chapter 5: TESC, Clearing, and Grading · Cut and fill slope requirements updated to address slopes within the right of way and/or adjacent to the roadway. · Clarification regarding wall elements owned by the City and/or within the right of way added. Notice of Revisions to Engineering Design and Construction Standards Effective 3/3/2023 Page 2 of 3 Chapter 6: City Utilities and Telecommunications Requirements · Utility separation requirements were clarified. · The previous Chapter 11 – City Telecommunications Facilities was combined with Chapter 6. Chapter 7: Water Facilities · Requirement for air/vacuum release valve at dead end mains with vertical grade changes added. · Water meter location requirements modified to address meters serving houses on shared access roads and other scenarios. Chapter 8: Sanitary Sewer and Storm Drainage Facilities · PVC PS46 added as allowable pipe material. · Clarification added that polypropylene pipe must be triple walled. · Sanitary side sewer length requirements modified to allow consideration of longer side sewers under certain conditions without deviation. · Clarification that drop structures require approval from the City Engineer, or designee. · Structure locations section updated to refer to manholes and catch basins. Chapter 9: Facilities in the Right of Way · Undergrounding and relocating requirements clarified to indicate that a net increase in the number of poles is not allowed when undergrounding or relocating of overhead facilities. Chapter 10: Transportation · Chapter re-named from “Streets” to “Transportation”. · Chapter sections were re-organized to group sections of similar topics. Many sections were re- numbered or combined with other sections. · Development activity requirements section was added to place traffic impact studies, half street requirements, and other developer related requirements into a single series of sections. · Potential required elements of traffic studies updated to include traffic calming analysis, street connections and volume analysis, truck trip and routing, and neighborhood circulation plans. · Neighborhood circulation plan section replaced the Area Circulation Plan section with clarifications regarding when the plan is required and what is required to be in the plan. · Requirement for school walking routes analysis and improvements added to be consistent with Auburn City Code and RCW. · Half street requirements re-written for clarity, including clarification of alley improvements requirements. · Section on deferred public improvements added to address requirements associated with deferrals. · Right of way dedication requirements modified to address clearing of title encumbrances. · Connections and vehicle volumes section added. The section provides acceptable vehicle traffic volumes by roadway classifications. · Intersections spacing table removed and replaced with a figure that provides minimum spacing of intersections for local residential roadways. · Intersection control (local residential streets) section updated to clarify requirement that all way stop control is not allowed for new local/local intersections. · Intersection control (traffic signals and roundabouts) section added to provide requirements for when a roundabout is required verses a traffic signal and design requirements for roundabouts. · Cul-De-Sac design table added to provide required cross slope, pavement and right of way diameter, and sidewalk widths for permanent and temporary cul-de-sacs. · Typical roadway cross sections by roadway classification were replace with significant changes made to minor arterials to include 3-lanes. Notice of Revisions to Engineering Design and Construction Standards Effective 3/3/2023 Page 3 of 3 · Downtown urban center standards applicability and map moved into this chapter from Chapter 1. · Roadway Design Geometrics section modified to clarify requirements for design speeds and sight distance approach. · Sight distance standards updated to require sight lines to be within right of way, tract, or easement. · Minimum horizontal curve radii removed. Instead, designer is required to provide geometric design based on design speed and sight distance requirements. · Design speed requirements for arterial and collector roads updated to include a requirement to consider speed studies where available and reduced design speeds on local roads under certain conditions. · Intersection landing requirements pulled into a new section for clarity. · Intersection curb and right of way radius table added with clarification of when additional radius may be needed and how this is calculated. · Requirements for pavement design updated to allow flexibility in required soil tests. · On-Street Parking clarification? · Requirements for shared access driveways updated to allow potential flexibility with in-fill type residential development. · Standards added for controlled access and emergency vehicle access driveways. · Requirements for sidewalks in the downtown urban center updated and consolidated. · Requirement for street tree grates modified to only allow grates where adequate pedestrian path cannot be met. · Requirements for landscape strips updated to allow artificial turf with conditions. · Street trees table updated and consolidated. · Ground cover allowable species list updated. · Table at the end of Chapter 10 was removed. The information that was included on this table is included on various tables and sections throughout Chapter 10 with the majority of the information included in Section 10.04 Road Design Geometrics. City of Auburn Engineering Construction Standards: Part 2: Standard Details The standard details were combined with the Engineering Design Standards to create a single document, see general summary above. Standard Detail T-04 (Driveway Widths and Locations) was revised.
