CONDITIONS FOR FINAL APPROVAL
1, Zoning and Planning -
A. The area and dimensions of all lots shall be as shown on the face of the approved
preliminary short plat. Minor revisions to the short plat which do not result in
substantial changes may be approved at the discretion of the LUSO. Four (4) lab
may be created per the approved acting variance, King County File No. L94VAOO7.
B. The short subdivision shall comply with all provisions of the Short Subdivision Code
(King County Cade 19.26).
C. lot Line Adjustment Application 1,951.0038, to move the easterly property line
approximately 20 feet to the cut, shall be approved prior to submital of the
engineering plan.
2. P-Suffix Declination
Final short subdivision approval shall require full compliance with the P-suffix conditions
established by the Saris Creek Community Plan and Area Zoning. The Fallowing conditions
are Pduffix requirements for this short subdivision and must be satisfied, unless a P-suffix
amendment is obtained.
A. Lot Clearing: The building envelope on each buildable lot shall be Identified on the
engineering plans. Clearing for building envelopes for lore measured from 9001 to
15.000 square feel shall not be greater than 35 % of the lot area.
The clearing of building envelopes shall occur at the same time as the clearing for
roads and utilities. The clearing limit for each building envelope shall be clearly
marked or nagged on each lot and imputed prior to any clearing. Erosion and
sedimentation controls shall be instituted on the building envelopes as required by she
Surface Water Design Manual. The vegetation remaining after initial clearing of the
building envelope may be pruerved or cleared as deemed appropriate by the pF,mittc.

In short subdivisions served by sewers, the applicant may opt to postpone clearing on
individual building lob until the approval and issuance of the individual residential

cuts and fills due to topography and mad design. Erosion and sedimentation control
plans shall be designed through buildout including sediment pond sizing. All building

B. SMeet Trees: Strut (red shall he planted on the south side of SE 320 Street and on
the cut aide of Leith Avenue SE (KCRS Drawing 5-009).
One tree shall be provided for every 30 fat of the perimeter of the development. The
trees shall be evenly distributed throughout access street taking into account
driveways, InterauElons, etc.
The street tree plan shall be su urnaid with the engineering plan and be approved by

4. K1ng County Flre Code (KCC 17, 17.04, 17.08, 17.10; Section 10 of 1988 Edition of
Uniform Fire Code and King County Fire Prevenllon Guideline No. 106)
Fire engineering approval is granted with Ins additional conditions.
5. Pled Health Department Approval
The applicant must obtain find approval from (he King County Health Department for
domestic water supply and method of sewage disposal.
6. 1993 King County Road Standards, Ordinance 11187
Final short subdivision approval shall require full compliance with the provisions set forth in
the King County Road Standards including engineering plans for all road improvements. The
engineering plans shall be prepared by a professional civil engineer licensed in the State of
Washington. The following conditions are road requirements for this shod subdivision and
must be satisfiedunl ess a v arianu is obtained.
A. That portion or the south side of SE 320th Street adjoining the subject property shall
be improved in an urban collector arterial standard (KCRS Section 2.01).
B. That Portion of the cut half of I I6Eh Avenue SE adjoining the subject property shall
be Improved to an urban neighborhood collector standard. KCRS Station 2.02
requires 36 feet of paved surface in addition (o curb, gutter, Sort sidewalk along the

C. Dedicate a 25-foot property line radius at the intersection of Southeast 320(h Strut
and 116th Avenue Southeast,

and the lot owners shall be responsible for Its maintenance. The bract shall be

7. King County Code 9.04, Surface Water Management Requirements
1990 King County Surface Water Design Manual (SWOAO
Final short subdivision approval shall require Poll compliance with drainage provisions set
forth in KCC 9.04 and the storm drainage requirements and guidelines as Established by
Surface Water Management. ComPiianu may result in reducing the number and/or location
Of lots Shown on the approved preliminary short plat. The conditions outlined below are site -
Specific drainage conditions:
A. Core Requirements I Through 7:
(1) Discharge At the Natural location. The discharge from a proposed project
site must occur at the natural location.
(2) Off -Site Analysis. All proposed projects must Identify the upstream tributary
drainage area and perform a downstream analysis. levels of analysis required
depend on the problems identified or predicted. At a minimum, a Level 1
analysis must be submitted.
(3) Runoff Control. Proposed projects must provide mreff controls to limit the
developed conditions peak rates of runoff to the pre -development peak rates
for specific design storm events based on the proposed project site existing

(R/D) facilities to be maintained by King County shall be located in King

developed on -site mnoff from the proposed project.
(5) Erosion)Sedl men 0 lion Control Plan. All engineering plans for proposed
projects that propose to construct new, or modify existing drainage facilities,
must include a plan to install measures to control erosion and sedimentation
during construction and to permanently stabilize sail exposed during
construction.
(6) Maintenance and Operation. The King County Public Works Department
will union maintenance and operation of drainage facilities for short plat
subdivisions where drainage facilities serve more than one residential lot.
King County will assume maintenance aid operation of these facilities two
years after final construction approval by DOES and an Inspection by the
SWM Division to assure the facilities have been properly maintained and
operating as designed. NOTE: King County does not assume maintenance of
lot drainage systems or drainage stubauts serving single-family residential lot
downspout, footing, or yard drains.
(7) Financial Guarantees and Liability. All drainage facilities for proposed
projects (except drainage stub -out connections, downspout roof drain infiltra-
tion systems and downspout dispersion system for single-family residential
lots) must be constructed in conformance with the financial guarantee and
liability requirements of King County Code 9.04.100,
B. Special Requirements:
At this time, no specific Special Requirements from Section 1.3 of the King County
Surface Water Design Mantel have been identified. If any are identified during engineer.
ing plan review, they shall be reviewed and appropriately addressed during the project's
design.
C. A professional civil engineer Ileemed In the State of Washington shall prepare a Technical
Information Report and/or engineering plans per Chapter 2 of the 1990 King County
Surface Water Design Manual.
I. Grading Cade (KCC 16.82). The applicant shall comply with all applicable provisions of
KCC 16.82.
9. Road Mitigation Payment System.
The applicant shall comply with KCC 27.40, King County Road Mitigation Payment System -
(MPS), by paying the required MPS fee as determined by King County Public Works, plus an
admmistntive fee. The applicant has an option to either:
A. Pay the MPS fee at final shoe plat recording and the MPS Administrative far at final Short
plat application, or
B. Pay the MPS fee at building permit issuance and (he MPS administrative fee at the time of
building permit application.
If Option A is chosen, a note shall be placed on the race of the shod plat that, 'All fees required
by Kmg County Code 27 40, King County Road Mitigation Payment System (MPS), have been
Paid,- if Option B is chosen, the fee paid shall be Elie amount in effect u of the date of building
permit atriplication.
10. Final Approval and Recording '..
The final review process must be completed prior to recording the short plat. This process
includes submittal of a survey document. A licensed land surveyor shall be hired to prepare the
Final shad Flat documents. Them documents must comply with the approved plans and all of the
preceding conditions for final approval.

OTHER CONSIDERATIONS
A. Development or the subject property may require registration with the Washington Slate
Department of Licensing, Real Estate Division. Call 753-6918 0 determine if registration
Is required.
B. Preliminary approval of this application does not limit the applicant's responsibility to
obtain any required permit or license from the State or other regulatory body. This may
include obtaining a forest practice permit farm the Washington State Department of Natural
Resources for tyre removal.
