General Update - Grants (PSRC Rebalancing – Sumner Tapps Preservation, Lea Hill Roundabout) (Webb) - Construction (Riverwalk Drive Non-Motorized, Auburn Way South Sidewalks, A Street Loop) (Webb) - Photo enforcement update (Warning Period, Locations) (Malik) - May is Bike Everywhere Month (Malik) B. State of Our Streets Annual Report (Webb)* Staff presentation about the program and update on the state of the city streets. C. 2024 Comprehensive Transportation Plan Update (Malik)* Staff presentation about the 2024 Comprehensive Transportation Plan update, with a focus on outreach efforts, with a discussion from TAB members focused on public outreach. D. 2023 Transportation Improvement Program (TIP) Update (Webb) Review of the proposed 2023 TIP update, with a discussion from TAB members. The Final TIP update will be presented to City Council in June 2023. E. Next meeting topics: • 2024 Comprehensive Transportation Plan Update – Policies • Neighborhood Traffic Calming Program Update • Featured Capital Project (TBD) F. Other Discussion Items / Roundtable. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Boardmember Menzia, seconded by Boardmember Harbin that the Committee approve the Transportation Advisory Board minutes for December 13, 2022. Motion carried unanimously. V. ACTION ITEMS A. 2022 TAB Annual Report (Malik)* Review of the proposed 2022 annual report to be presented to City Council, and TAB action regarding approval of the proposed report. It was moved by Boardmember Menzia, seconded by Boardmember Harbin that the Committee approve the proposed 2022 TAB annual report. Motion carried unanimously. VI. DISCUSSION AND INFORMATION A. General Update - Grants update (Webb) The City is on the funding list for a Safe Routes To School Grant from WSDOT for a project on Lea Hill that will serve Hazelwood Elementary School. This is currently pending approval by the State Legislature. - Construction projects update (Webb)  2nd St SE Preservation and 4th St SE Preservation projects nearing completion  Riverwalk Drive Sidewalk project has been awarded  Auburn Way South Sidewalk project and A St Loop project are close to starting construction - Council action on TAB code update: Chapter 2.94 ACC (Malik) Council approved the code update with one minor change to the term “a person with disabilities” to “a person living with disabilities”. King County Bicycle Safety Investments Lisa Watson, Seattle & King County Public Health Bicycle Safety Manager will discuss with the TAB her need to identify potential opportunities in South King County to invest funds for bicycle safety. She would like to hear suggestions from the TAB during this information and ideas gathering phase. Lisa Watson provided the board with information regarding the funding that was approved by King County Council to be used for bicycle safety. Boardmembers provided Lisa with their feedback and suggestions. C. TAB Annual Workplan (Malik)* Review the proposed 2023 annual workplan.  Proposed Discussion Topics: Transportation Improvement Plan update, Comprehensive Transportation Plan Major Update and State of Our Streets Annual Report.  Proposed Staff Presentations: Featured Capital Projects, Commute Trip Reduction Program, Project Success Metrics and Roundabouts.  Proposed Additional Items: Sound Transit Garage and Link Light Rail Updates, TAB letter to support additional safety on transit routes to send to Metro, Rules of Procedure update, Board Annual Report to City Council and Mayor visit to TAB. D. Transportation Improvement Program (TIP) preliminary discussion (Webb) Preliminary discussion regarding the annual TIP update, which will need Council action in June 2023. Further discussion with the TAB is expected in May, with action to recommend approval of the TIP update. James Webb presented the 2024-2029 Transportation Improvement Program update. Several questions were asked and answered during the presentation. E. Commute Trip Reduction Program (Bean)* Staff presentation about the City’s Commute Trip Reduction Program, including recent changes and survey results. Veronica Bean presented information about the City’s Commute Trip Reduction Program. There was a brief group discussion following this presentation. F. Next meeting topics:  Transportation Improvement Program (TIP)  State of Our Streets (SOS) report  Comprehensive Transportation Plan - Public Outreach Discussion G. Other Discussion Items / Roundtable. No other items were discussed. VII.
