Public Participation The City Council Meeting was held in person and virtually. A. Pledge of Allegiance Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street and led those in attendance in the Pledge of Allegiance. IV. Roll Call Councilmembers present: Deputy Mayor James Jeyaraj, Bob Baggett, Kate Baldwin, Larry Brown, Robyn Mulenga, Cheryl Rakes, and Yolonda Trout -Manuel. Department directors and staff members present included: City Attorney Kendra Comeau, Chief of Police Mark Caillier, Assistant Director of Public Works Jacob Sweeting, Director of Equity and Inclusion Brenda Goodson - Moore, Director of Innovation and Technology David Travis, Executive Assistant to the Mayor Tamie Bothell, Business Systems Analyst Chrissy Malave, and City Clerk Shawn Campbell. V. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS, AND PRESENTATIONS A. AWC Presentation CEO, Deana Dawson to present Advanced CML Certificate to Mayor Backus Deana Dawson, CEO of Association of Washington Cities (AWC), provided Council with a brief description of the AWC programs and roles. Ms. Dawson presented Mayor Nancy Backus the Advanced Certificate of Municipal Leadership. B. Asian American, Native Hawaiian, and Pacific Islander Heritage Page 1 of 6 Month Mayor Backus to proclaim May 2023 as "Asian American, Native Hawaiian, and Pacific Islander Heritage Month" in the City of Auburn Mayor Backus proclaimed May 2023 as "Asian American, Native Hawaiian, and Pacific Islander Heritage Month" in the City of Auburn. Pastor Ofa Langi accepted the proclamation and thanked the Mayor and Council for recognizing Asian American, Native Hawaiian, and Pacific Islander Heritage Month. C. Jewish American Heritage Month Mayor Backus to proclaim May 2023 as "Jewish American Heritage Month" in the City of Auburn Mayor Backus proclaimed May 2023 as "Jewish American Heritage Month" in the City of Auburn. D. Mental Health Awareness Month Mayor Backus to proclaim May 2023 as "Mental Health Awareness Month" in the City of Auburn Mayor Backus proclaimed May 2023 as "Mental Health Awareness Month" in the City of Auburn. E. National Day of Prayer Mayor Backus to proclaim May 4, 2023 as "National Day of Prayer" in the City of Auburn Mayor Backus proclaimed May 4, 2023 as "National Day of Prayer" in the City of Auburn. Pastor LaShund Lambert accepted the proclamation and thanked the Mayor and Council for recognition of the National Day of P raye r. F. Nurses Month Mayor Backus to proclaim May 2023 as "Nurses Month" in the City of Auburn Mayor Backus proclaimed May 2023 as "Nurses Month" in the City of Auburn. Lucy Norris, Chief Nurse Executive with MultiCare Auburn Medical Center and Heather Thomasson, Clinical Director at Auburn Medical Center's Emergency Department, accepted the proclamation and thanked the Mayor and Council for acknowledging Nurses Month. G. Affordable Housing Week Mayor Backus to proclaim May 7, 2023 to May 13, 2023 as "Affordable Housing Week" in the City of Auburn Mayor Backus proclaimed May 7, 2023 to May 13, 2023 as "Affordable Housing Week" in the City of Auburn. Cliff Cawthon, Master Builders Association, and Teena Ellison, Director of Housing Services from Compass Housing Alliance, accepted the proclamation they thanked the Mayor and Council for their support and recognition of Affordable Housing Page 2 of 6 Week. H. National Police Week and Peace Officers Memorial Day Mayor Backus to proclaim May 14, 2023 to May 20, 2023 as "National Police Week" and May 15, 2023 as "Peace Officers Memorial Day" in the City of Auburn Mayor Backus proclaimed May 14, 2023 to May 20, 2023 as "National Police Week" and May 15, 2023 as "Peace Officers Memorial Day" in the City of Auburn. Mark Caillier, Chief of Police, accepted the proclamation he thanked the Mayor and Council for their support. VI. AGENDA MODIFICATIONS Discussion of placement of Ordinance No. 6906 and 6907 on future agendas added to unfinished business. VI I. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. The public can participate in -person or submit written comments in advance. James Hargis Mr. Hargis expressed his concerns regarding illegal fireworks. Jan Molinaro 1339 Griffin Enumclaw 98022 Mr. Molinaro, Mayor of Enumclaw and Sound Cities Association (SCA) President, thanked the City for being a member of SCA. He invited the Council to attend future networking events and encouraged Council to get involved in SCA. Patrick Taylor 1812 4TH PL NE Auburn 98002 Mr. Taylor shared information about the special needs fishing derby that was put on by the City and the Noon Lions. Carley Willis 1809 Howard Road Auburn 98002 Ms. Willis expressed concern regarding crime at her small business and concerns about law enforcement response. Virginia Haugen 2503 R ST SE Auburn 98001 Ms. Haugen expressed concern with crime and homelessness. David Chivis 17 S. Division Auburn 98001 Mr. Chivis expressed concern with drug use in the public. Val Erickson 535 M ST NE Auburn 98002 Ms. Erickson expressed concern with safety in Auburn. Page 3 of 6 LaShund Lambert 29610 123rd PL SE Auburn 98092 Mr. Lambert, Chair of the Police Advisory Committee, expressed disappointment in the City's response to the crime in Auburn. Jennifer Carrington 1118 Howard Road Auburn 98002 Ms. Carrington expressed concern with crime near her business. B. Correspondence There was no correspondence for Council to review. VIII. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. Finance Ad Hoc Committee (Chair Baldwin) Councilmember Baldwin, Chair of the Finance ad hoc committee, reported she and Councilmember Baggett have reviewed the claims and payroll vouchers described on the agenda this evening and recommended their approval. 2. Mayoral Benefits and Leave Compensation Review Ad Hoc Committee (Chair Baldwin) Councilmember Baldwin, Chair of the Mayoral Benefits and Leave Compensation Review ad hoc committee, provided an update that the committee has met and will continue to meet. The ad hoc committee intends to have both Ordinances placed on the May 8, 2023, Study Session Meeting. IX. CONSENT AGENDA All matters listed on the ConsentAgenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes of the April 10, 2023, City Council Study Session Meeting B. Minutes of the April 17, 2023, Regular City Council Meeting C. Minutes of the April 19, 2023, Special City Council Meeting D. Claims Vouchers (Thomas) Claims voucher list dated May 1, 2023 which includes voucher number 471688 through 471820, in the amount of $2,836,424.45 and seven wire transfers in the amount of $826,669.81 Page 4 of 6 E. Payroll Voucher (Thomas) Payroll check numbers 539486 through 539487 in the amount of $628,270.79 electronic deposit transmissions in the amount of $2,411,796.71 for a grand total of $3,040,067.50 for the period covering April 13, 2023 to April 26, 2023 F. Setting the Date for a Public Hearing for Ordinance No. 6908 (Gaub) City Council to set the date for a Public Hearing for Ordinance 6908 for Enacting Street Payback Requirement for City Project CP2022 Garden Avenue Realignment Deputy Mayor Jeyaraj moved and Councilmember Baggett seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 7-0 X. UNFINISHED BUSINESS Mayor Backus explained the purpose of requesting the Ordinances be moved to a future agenda. Councilmember Brown moved to schedule the discussion of Ordinance No. 6906 and 6907 to the May 22, 2023, Study Session Meeting. No second was received, motion failed. XI. NEW BUSINESS There was no new business. XII. RESOLUTIONS A. Resolution No. 5706 (Gaub) A Resolution setting a Public Hearing to consider the Vacation of Unopened Right -Of - Way located within a portion of 116th Avenue SE that lies North of SE 304th Street, within the City of Auburn, Washington Councilmember Brown moved and Councilmember Trout -Manuel seconded to approve Resolution No. 5706. MOTION CARRIED UNANIMOUSLY. 7-0 B. Resolution No. 5714 (Gaub) A Resolution authorizing the Mayor to execute and administer agreements accepting a grant from the Washington State Department of Transportation and Federal Highway Administration for the Lea Hill Road/104th Ave SE Roundabout Project Councilmember Brown moved and Councilmember Trout -Manuel seconded to approve Resolution No. 5714. MOTION CARRIED UNANIMOUSLY 7-0 XIII. MAYORAND COUNCILMEMBER REPORTS Page 5 of 6 At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Councilmember Baldwin reported she participated in a presentation with Community Court. Councilmember Rakes reported she attended the Ribbon Cutting for Emerald City Fashion, the King County Elected Officials Reception on Recycling, the Elections 101 Class, and the Auburn Noon Lions Fishing Derby. Councilmember Trout -Manuel reported she attended the National League of Cities (NLC) Human Development Meeting, Mayor's State of the City, NLC Hispanic Elected Local Officials (HELD) Board Meeting, Ribbon Cutting for Emerald City Fashion, King County Elected Officials Reception on Recycling, and the Auburn Noon Lions Fishing Derby. B. From the Mayor Mayor Backus reported she hosted the State of the City at the Muckleshoot Events Center, a mock City Council Meeting with Buena Vista Middle School Students, Clean Sweep, Sound Cities Association Meeting, Inclusive Auburn Advisory Team Meeting, Cities and Schools Meeting, Bring Your Child to Work Day, and the Auburn Noon Lions Fishing Derby. Mayor Backus informed the Council that Kent Hay has been promoted to Director of Anti -Homelessness. XIV. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 8:34 p.m. APPROVED this 5th day of June, 2023.
