I. CALL TO ORDER
Councilmember Rakes called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.
II. PUBLIC PARTICIPATION
A. Public Participation
The City Council Meeting was held in person and virtually.
B. Roll Call
Councilmembers present: Hanan Amer, Kate Baldwin, Cheryl Rakes, and
Tracy Taylor. Deputy Mayor Brown and Councilmembers Clinton Taylor and
Yolanda Trout-Manuel were excused.
Mayor Nancy Backus and the following staff members present included:
Acting City Attorney Doug Ruth,Assistant Chief of Police Samuel
Betz, Director of Public Works Ingrid Gaub, Director of Administration
Dana Hinman, Director of Human Resources and Risk Management
Candis Martinson, Emergency Management Coordinator Tyler Turner,
Airport Manager Tim Mensonides, Right-of-Way Specialist Amber
Olds, Business Systems Analyst Chrissy Malave, and City Clerk Shawn
Campbell.
III. AGENDA MODIFICATIONS
The Airport Advisory Board Annual Update was added to the agenda.
IV. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS
A. Briefing - Comprehensive Emergency Management Plan (CEMP) (Hinman) (30
Minutes)
Director Hinman and Coordinator Turner provided Council with a
presentation on the Comprehensive Emergency Management Plan
(CEMP) including the supplies provided to employees for an emergency.
They reviewed what the Division of Emergency Management is, the

Emergency Management Program areas, the legislative history of
Emergency Management Division, the National Incident Management
System (NI MS) Compliance, the City's Emergency Plans, a CEMP
snapshot, the role of Council in Emergency Management, the Emergency
Operations Center(EOC) makeup and purpose, recent EOC activations,
and the 2025 CEMP Update timeline.
Council discussed hiring vacant positions, partnering with the Boeing
Firefighters, and Community Emergency Response Team (CERT)
Training.
B. REDI Report Out
Councilmember Baldwin provided an update on the Racially Equitable,
Diverse Inclusive (REDI) Coalition.
C. Airport Advisory Board Annual Update
Manager Mensonides and Airport Board Chair Andrea Prasses reviewed
the 2023 accomplishments, the 2023 Airport Advisory Work Plan, and the
2024 Auburn Airport Day.
Council discussed flights for special needs people, the makeup and
purpose of the Airport Advisory Board, and airport safety.
V. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Ordinance No. 6942 (Gaub) (5 Minutes)
An Ordinance granting to Zayo Group, LLC, a Delaware Limited Liability Company, a
Franchise for Wireline Telecommunications
Specialist Olds provided Council with an overview of Ordinance No. 6942
regarding the proposed Zayo Group Franchise Agreement.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 6:24 p.m.
