Public Participation Information Planning Commission Meeting April 30, 2024 - 6:00 PM Special Meeting - City Hall Council Chambers MINUTES The City of Auburn Planning Commission Meeting was held in person and virtually. 11. CALL TO ORDER Chair Judi Roland called the meeting to order at 6:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. A. ROLL CALL/ESTABLISHMENT OF QUORUM Commissioners present: Chair Judi Roland, Vice Chair Phillip Stephens, Julie Berry, Kent Sprague, William Stewart, Aaron Vanderpol, and Lynn Walters. Staff members present: Acting Planning Services Manager Alexandrea Teague, Director of Special Projects Jeff Tate, Director of Parks, Arts and Recreation Daryl Faber, Senior Planner Josh Steiner, Parks Planning and Development Manager Thaniel Gouk, Planner II Alyssa Tatro, Senior Planner Dinah Reed, Economic Development Manager Jenn Francis, Acting City Attorney Doug Ruth, and Deputy City Clerk Rebecca Wood -Pollock B. PLEDGE OF ALLEGIANCE Chair Roland led those in attendance in the Pledge of Allegiance. III. PUBLIC COMMENT Craig Gartne, Auburn Craig shared thoughts regarding wait times at the traffic light for westbound traffic at the 15th Street overpass at Highway 167. IV. OTHER BUSINESS A. Presentation Overview (Steiner) Staff will provide a brief overview of Element Presentations and Public Hearing schedule. Page 1 of 4 Senior Planner Steiner shared an update on the schedule for the Comprehensive Plan Element Presentations and Public Hearing Schedule. B. Parks and Recreation Element (Gouk) Staff presentation of the proposed changes to the Parks and Recreation Element. Parks Planning and Development Manager Gouk shared a presentation with the Commission on the Parks Element, including the purpose and scope, an overview and update on the Parks, Recreation and Open Space (PROS) Plan, and the next steps in the process. The Commission discussed park land funding and impact fees. C. Climate Element (Tatro) Staff presentation on the proposed changes to the Climate Element. Planner Tatro shared a presentation with the Commission on the proposed changes to the Climate Element, including the purpose and scope; and core components to the Climate Element, including climate planning, State and County requirements, climate hazards and risk assessment, required sub -elements, potential implications of the proposed changes, and the next steps in the process. The Commission discussed State and County mandates on greenhouse gas reductions, penalties for not meeting requirements, funding and implementation, reduction targets, land use in urban areas next to transit corridors, vehicle charging station vandalism, data regarding emissions, the next steps in the process, and different State agencies involved in the Climate Element update process. V. PUBLIC HEARINGS A. Historic Preservation Element (Reed) Public Hearing for the public testimony and Planning Commission deliberation on the Historic Preservation Element. Senior Planner Reed shared a presentation with the Commission regarding the Historic Preservation Element, including an overview of the purpose and scope, core changes, the historical landmark and registry inventory, and potential implications of the proposed changes. Chair Roland opened the Public Hearing at 7:03 p.m. Page 2 of 4 Written Comments: Linda Redman, Auburn Linda expressed thoughts regarding neighborhood planning and pedestrian and biking villages. In -Person Comments: There were no in -person comments. Chair Roland closed the Public Hearing at 7:05 p.m. Commission discussed the Carnegie Library, historical inventory, and the Historic Preservation Committee. Vice Chair Stephens moved and Commissioner Walters seconded to accept the Historic Preservation Element as presented. MOTION CARRIES UNANIMOUSLY. 7-0 B. Economic Development Element (Francis) Public Hearing for public testimony and Planning Commission deliberation on the Economic Development Element. Director Tate shared a presentation with the Commission on the Economic Development Element, including an overview of the goals and policies, and the next steps in the process. Chair Roland opened the Public Hearing at 7:20 p.m. Written Comments: There were no written comments received in advance of the meeting. In -Person Comments: Linda Redman, Auburn Linda discussed food deserts in Auburn and organic foods. Chair Roland closed the Public Hearing at 7:23 p.m. The Commission discussed added policies to the Economic Development Element, empty storefronts in Downtown Auburn, priorities within the Element, new regulations and incentives for local businesses, and updates to the Downtown Plan. Vice Chair Stephens moved and Commissioner Sprague seconded to accept the Economic Development Element as presented. Commissioner Stewart moved and Commissioner Sprague seconded to amend Economic Development Policy 35 to read, Page 3 of 4 "Establish economic incentives that are primarily targeted at local and regional businesses within the community." MOTION TO AMEND CARRIES UNANIMOUSLY. 7-0 MOTION AS AMENDED CARRIES UNANIMOUSLY. 7-0 VI, ADJOURNMENT There being no further business to come before the Planning Commission, the meeting was adjourned at 7:44 p.m. APPROVED this 21st day of May, 2024. �� I ROLAND, CHAIR Rebecca Wood -Pollock, %��" Deputy City Clerk The City ofAuburn Planning Commission is a seven member advisory body that provides recommendations to the Aubum City Council on the preparation of and amendments to land use plans and related codes such as zoning. Planning Commissioners are appointed by the Mayor and confirmed by the City Council. Actions taken by the Planning Commission, other than approvals or amendments to the Planning Commission Rules of Procedure, are not final decisions, they are in the form of recommendations to the city council which must ultimately make the final decision.
