CALL TO ORDER The Human Services Committee meeting was called to order at 3:38 pm on Monday, May 20th, 2024, via Zoom, Microsoft Teams and in person. Committee Members present: Carmen Goers, Sue Miller, Suzanne Pak, David Wright Staff present: Kent Hay, Human Services Director Jody Davison, CDBG Coordinator TmAs Absent: Erica Themes, Chair 2. WELCOME AND INTRODUCTIONS 3. PUBLIC INPUT, PUBLIC HEARINGS, AND CORRESPONDENCE There was no public input or correspondence received. 4. OTHER BUSINESS—2025-2026 Grant Applications a. Staff Presentation: Staff presented an application overview for the committee to review. The City has received 110 applications with a total requested funding of $4,193,901. The committee'delegated the initial review and sorting of the applications to Kent Hay, Human Services Director and his team. The proposed method he will use is to sort the applicants into 3 tiers as follows: Tier 1 are the applications that were complete, met the funding threshold of$10,000, had focused work in the City limits and met the City priorities; Tier:2 are those applications that were complete, failed to provide adequate information about their programs, met the threshold of$10,000 and met some of the City priorities; Tier 3, those applications that were incomplete HUMAN SERVICES COMMITTEE MEETING MINUTES May 20, 2024 Page 11 CITY OF HUMAN SERVICES COMMITTEE utu... -��"`�T May 20t", 2024 * l .1 City Hall Annex Conference room 2 ='''y WASHINGTON and Virtually on Teams at Microsoft Teams Meeting ID: 227 492 347 302 Passcode: LAisWN Dial in by phone +1 509-530-1507„740651563# United States, Spokane Phone conference ID: 740 651 563# did not meeting the $10,000 threshold, did not address the City priorities or that had a service area focus outside of the City boundaries. The Committee also requested analysis from prior years to determine program impacts. b. Proposed Scoring Criteria: The Committee reviewed the proposed scoring criteria sheet and voted unanimously to remove the 2nd question, "Program has equitable mechanism for service prioritization. The committee agreed that the phrasing of the question let to subjectivity and did not provide a mechanism to assist in scoring. As a reminder from the previous meeting: The committee reviewed the options and selected a modified version of Option 1. Under this option Homelessness Interventions and Housing Stability are combined into one category and Basic Needs, Job Training and Education are combined into a second category. Corresponding funding percentages are also combined so that 70% of funding is directed into Homelessness Interventions/Housing Stability and 30% of funding is directed into Basic Needs, Job Training and Education. The committee voted unanimously in favor of the above-described action. 5. ANNOUNCEMENTS a. The next regular meeting will be held June 24th, 2024. 6.
