Agreement for City-Administered CDBG Activities
This Agreement is made effective as of January 1, 2023, by and between the City of Auburn Community Development
Department and the City of Auburn Public Works Department. In this Agreement,the party who is contracting to receive
services shall be referred to as "CD" and the party who will be providing the services shall be referred to as "PW". The
parties agree as follows:
1. DESCRIPTION OF SERVICES. Beginning on January 1, 2024, PW will use the awarded CDBG funds from the 2024 grant
allocation from HUD, along with any carryover of unspent 2023 funds. The City is an entitlement jurisdiction for
Community Development Block Grant (CDBG) funds under the Housing and Community Development Act of 1974 (the
Act), Pub. L. 93-383 as amended, and will receive CDBG funds for the purpose of carrying out eligible
community development and housing activities under the Act and under regulations promulgated by the
Department of Housing and Urban Development(HUD)at 24 CFR Part 570.
The goal of this partnership with PW is to create a suitable living environment by adding curb ramps where barriers
exist, rebuilding existing curb ramps to meet ADA standards, or completing missing sections of sidewalks in a
residentially zoned low-to moderate-income area of Auburn.
CD Staff will provide direction on allowable locations within Auburn for the intended project, provide a connection to
HUD staff when needed, and will act as lead staff for completing the Environmental Review process. No work
can begin on any project site until the Environmental Review has been completed and published for the required
length of time. PW staff will manage all other pieces of the project, including project design, providing staff
support for the Environmental Review process, procurement, contracting, project management, overseeing labor
standards, and financial oversight.
