MINUTES
WASHINGTON September 27, 2021
I. CALL TO ORDER
The Human Services Committee meeting was called to order by Carmen Goers, at 4:03 pm on
Monday, September 27, 2021 via Zoom.
Committee Members present: Jason Berry, Carmen Goers, Tammy Gourdine,
Janeane La Casse, Kelly Lindberg, Sue Miller, Shawn
Parkhurst Paton
Staff present: Community Services Manager—Joy Scott, Human
Services Program Coordinator- Kyla Wright.

II. PUBLIC HEARING
Public Hearing for public comment on the 2022 Annual Action Plan called to order at 4:07pm.
• The Annual Action Plan for the Community Development Block Grant
(CDBG) is a document that details what resources the City of Auburn
expects to receive in the coming year AND how we will spend CDBG funds.
• Projects and activities of the current Consolidated Plan and our Action Plans
follow three broad goals:
• Affordable Housing— Ensure access to healthy, affordable housing for low-
and moderate-income households throughout the region and advance fair
housing to end discrimination and overcome historic patterns of segregation.
• Ending Homelessness—Make homelessness rare, brief, and one-time and
eliminate racial disparities.
• Community and Economic Development— Establish and maintain healthy,
integrated, and vibrant communities by improving the well-being and mobility
of low- and moderate-income residents, and focusing on communities with
historic disparities in health, income, and quality of life.
No public comment was received. Public Hearing closed at 4:12pm.
III. APPROVAL OF MINUTES
• Committee Member Sue Miller moved to accept the August 2021 meeting
minutes. Committee Vice Chair Jason Berry seconded the motion. All
committee members were in favor of adopting the minutes.
The August 2021 meeting minutes were approved.
IV. MISCELLANEOUS
• Kyla updated the Committee on the November Committee/Council Joint
Meeting to be held on November 22, 2021 to discuss the year in review,
ARPA funding, and the updates to the priority area language.
• Joy presented the Committee with an overview of ARPA funding status.
American Rescue Plan Act will all for additional funds for cities to use to
replace lost public sector revenue, provide premium pay for essential
workers, invest in water, sewer, and broadband infrastructure, support public
health expenditures, and address the negative economic impacts caused by
the public health emergency. An ad hoc committee, consisting of three
council members, was formed to review the category priorities allowed by
ARPA. The ad hoc committee met with the Mayor and City Directors to review
a list of potential projects that fall into one of the allowable categories.
On September 7, 2021, Auburn City Council passed Ordinance 6832,
directing the spending plan for approximately$14.7 million in ARPA funds.
Human Services will likely have $400-600k of those included in the budget
for Human Service funding opportunities for the 2023-2024 funding cycle.
These funds will be included in the competitive application process along with
the General Fund dollars in the biannual Human Services Funding
Collaborative application process.
• Kyla and Joy presented the opportunity to adapt the language for the funding
priority areas to be adjusted for the 2023-2024 funding cycle. Three options
were presented to maintain current priority areas and clarify language and
examples of each category; combine Housing and Associated Services and
Homelessness Interventions categories and change the scope of Housing
Related Supportive Services to more closely align with Homelessness
Prevention services only; or combine similar service areas of Housing and
Associated Services and Housing-related Supportive Services.
• Kyla will send follow up information including Ordinance 6832, the list of
current programs and priority areas, and the 2019 Needs Assessment to aid
in the priority areas review.
V. ANNOUNCEMENTS
• Next Human Services Committee Meeting is scheduled for October 25, 2021
via Zoom.
