— WASHINGTON August 23, 2021
I. CALL TO ORDER
The Human Services Committee meeting was called to order by Carmen Goers, at 4:05 pm on
Monday, August 23, 2021 via Zoom.
Committee Members present: Jason Berry, Carmen Goers,Janeane La Casse, Kelly Lindberg,
Shawn Parkhurst Paton
Staff present: Community Services Manager-Joy Scott
Absent: Sue Miller, Tammy Gourdine
II. APPROVAL OF MINUTES
• Committee Member Kelly Lindberg moved to accept the May, June, and July
2021 meeting minutes. Committee Vice Chair Janeane La Casse seconded
the motion. All committee members were in favor of adopting the minutes.
The May, June, and July 2021 meeting minutes were approved.
III. MISCELLANEOUS
• Committee Member Update
o Community Services Manager Joy Scott shared that there are two
open positions on the Human Services Committee. The City has
renewed the request for applicants, and would like to have the
positions filled prior to the start of the next year. Committee members
or others who have questions should reach out to Kyla Wright for more
information.
• Fall/Winter Planning
o The committee discussed the upcoming meeting topics for the
remainder of the year. Committee and staff would like to schedule a
joint Human Services Committee/City Council meeting prior to the end
of the year, possibly in September 2021 (subject to Council and
Committee availability). Other upcoming Committee meeting topics
include strategic planning for the 2023-2024 funding cycle, Human
Services and CDBG budget considerations, and a CDBG public
hearing for the 2022 Annual Action Plan.
• 2023 —2024 Application Details
o The Committee discussed the timeline for the upcoming 2023-2024
Human Services Grant Funding application cycle. In August, the
Human Services Funding Collaborative (HSFC) has been auditing
current application questions and format and developing workgroups
to review ways to update application process to be more accessible
and equitable. September will include outreach to community-based
organizations and smaller organization about upcoming application
and an application information session for new applicants to .review
application/funding requirements. In October through December, staff
and the Committee will focus on continued outreach to agencies
regarding applications and Human Services funding amounts and
priorities.
• Health Through Housing Initiative
o Joy provided a brief overview of King County's Health through Housing
Initiative and the recent purchase of a property in Auburn.
■ In July, King County purchased their fifth Health Through
Housing hotel in Auburn, the Clarion Inn. This hotel will be
converted to provide 102 units of emergency supportive
housing/permanent supportive housing with 24/7 onsite
staffing, case management, physical and behavioral health
services, housing counseling, and other tailored services and
supports for the individuals housed.
■ The property is expected to open by end of 2021, and King
County will be opening applications for operators and service
providers opening in coming weeks. The property (capital,
operations, and services) is fully funded by the Health Through
Housing program for the life of the property, and requires no
additional funding from the City of Auburn. Housing resident
applications will occur through Coordinated Entry.
■ Committee member Kelly Lindberg asked how providers are
chosen for the building. Joy Scott responded that King County
released an RFQ and has an initial list of service providers and
operators who have expressed interest in properties in South
King County. A separate application, specific to the Auburn
property, will be released to those providers on the RFQ list,
and agencies will apply to operate or provide services at this
location. King County will work collaboratively with Auburn city
staff on operator and provider selection.
• 2021 Quarter 2 Agency Performance Summary
o Joy shared the Quarter 2 agency performance spreadsheet and noted
some themes that city staff have heard from agencies:
■ Broad range of agencies who have met targets and those that
have had some challenges
■ Many agencies have reduced staffing capacity due impacts of
COVID-19 and Public Health Guidance
• Agencies funded by multiple SKC cities are working on regional
outreach plans and strategies
• Discussion
o Committee Chair Carmen Goers asked about the potential impacts of
the crisis in Afghanistan on local refugee resettlement efforts, and how
closely refugee resettlement agencies work with cities. Joy responded
that the City participates in a quarterly Community Consultation led by
the Office of Refugee and Immigrant Assistance in which we
collaborate with the resettlement agencies operating in King and
Pierce Counties. Sarah Peterson, Washington State Refugee
Coordinator, presented to the Committee in 2019. Joy will explore
opportunities to share more current information with the Committee
and include in a future meeting agenda.
IV. ANNOUNCEMENTS
• Next Human Services Committee Meeting is scheduled for September 27,
2021 via Zoom.
V. ADJOURNMENT
Committee member Jason Berry made a motion to adjourn the meeting. Committee
member Shawn Paton seconded. All members were in favor. The meeting was
adjourned at 4:52 p.m.
