I. CALL TO ORDER
The Human Services Committee meeting was called to order by Carmen Goers, at 4:03 pm on
Monday, May 24, 2021 via Zoom.
Committee Members present: Jason Berry, Carmen Goers,Janeane La Casse, Kelly Lindberg, Sue
Miller, Shawn Parkhurst Paton
Staff present: Human Service Program Coordinator-Kyla Wright

II. APPROVAL OF MINUTES
• Committee Member Jason Berry moved to accept the April 26, 2021 meeting
minutes. Committee Vice Chair Janeane La Casse seconded the motion. All
committee members were in favor of adopting the minutes.
The April 26, 2021 meeting minutes were approved.
III. MISCELLANEOUS
• Kyla gave a brief overview of the CDBG-CV Round 2 application status.
The application has been submitted, accepted, and in under review.
The supplemental documents requested have been submitted as well.
City Staff has been in communication with YMCA staff and expect to
begin contracting in July for rental assistance services.
• This month, the Committee is continuing the in-depth overview of the
Homelessness Interventions priority area and have representatives
from two funded programs, Vine Maple Place- Stable Families
Program, and St. Stephen Housing Association- Transitional Housing
program to present about their programs.
• Michelle Frets from Vine Maple Place joined the Committee Meeting to
present an overview of Stable Families Program and highlighted the
Housing First program model the agency utilizes which prioritizes
providing stability to families in order to break the often generational
cycle of experiencing homelessness. Within the Stable Families
Program 91% of the families are stably housed after exiting the
program. The Stable Families Program includes parenting
programming, domestic abuse supports, skill building workshops for
adults and children's programming including coping strategies and skill
building designed to equip youth participants for self-sufficiency.
• Ann Allen from St. Stephen Housing Association joined the Committee
meeting to present about the Transitional Housing program for adults
and children experiencing homelessness. St. Stephen's is a low barrier
shelter program which serves Auburn residents experiencing
homelessness including residents with income in the 0-30% median
income range. One of the goal of the program is to work with
participants to support ways to increase income during their time with
the program. Most participants are engaged with the program for 12-
18 months. St. Stephen's is collaborated with many rapid re-housing
programs to coordinate long-term, stable and sustainable housing
options.
IV. ANNOUNCEMENTS
• Next Human Services Committee Meeting is scheduled for June 28, 2021 via
Zoom.
V. ADJOURNMENT
The meeting was adjourned at 5:01 p.m.
