CALL TO ORDER The Human Services Committee Public Hearing was called to order by Carmen Goers, at 4:03 pm on Thursday, April 29, 2021 via Zoom. Committee Members present: Jason Berry, Carmen Goers,Tammy Gourdine, Sue Miller,Shawn Parkhurst Paton Staff present: Community Services Manager-Joy Scott Human Service Program Coordinator-Kyla Wright Absent: Barb Derda,Janeane La Casse, Kelly Lindberg II. CDBG-CV FUNDING OVERVIEW • Community Services Manager Joy Scott presented background information regarding the CDBG-CV2 funding opportunity through the Washington State Department of Commerce. These CDBG-CV funds are designed specifically to prevent, prepare for, and respond to coronavirus. HUD had already allocated the first and third rounds of funding of which Auburn received $371,805 in the first round and $541,197 in the third. In addition to these funds, Auburn was able to identify$205,000 as a result of the CARES Act Flexibilities for CDBG Funds Used to Support Coronavirus Response memo from HUD in April 2020 which allowed additional flexibility to reallocate unspent or unallocated funds from 2019 and 2020 to be used for coronavirus response. Auburn Human Services staff opened the application process for CDBG-CV funds on October 28, 2020. On November 23, the application reviewed by Human Services staff and Human Services Committee members was voted on by the Human Services Committee to recommend a funding package was adopted by City Council on December 21, 2020. This funding package included YMCA programming as a contingency project to be considered when future CDBG-CV funding was made available. In April, the Washington State Department of Commerce opened the application for cities to apply for CDBG-CV2 funding. The maximum amount the City of Auburn is able to apply for is $171,900. Auburn staff reached out to YMCA to verify interest and feasibility for funding at this level and is working closely with YMCA staff to create a budget and services targets that are reflective of this amount. Throughout the last year Auburn Human Services staff has been engaged in monthly service provider meeting such as the South King County Forum on Homelessness, monthly meeting with programs providing financial assistance, and regional Human Services Planners meetings to continually assess the need for additional financial assistance programs in the community and have received feedback that financial assistance to community members is a critical need. We are soliciting public comments on this proposal or on other COVID response needs in our community. III. PUBLIC COMMENTS No public comments were received. IV.
