CALL TO ORDER The Human Services Committee meeting was called to order by Committee Chair, Jason Berry, at 4:10 pm on Monday, January 25, 2021 via Zoom. Committee Members present: Jason Berry, Barb Derda,Janeane La Casse, Carmen Goers, Kelly Lindberg, Sue Miller,Shawn Parkhurst Paton Staff present: Human Service Program Coordinator-Kyla Wright Absent: Tammy Gourdine II. APPROVAL OF MINUTES • Committee Member Barb Derda moved to accept the November 23, 2020 meeting minutes as amended with typo on page 2 corrected; Committee Member Carmen Goers seconded the motion. All committee members were in favor of adopting the minutes with correction. The November 23, 2020 meeting minutes were approved. III. MISCELLANEOUS • The Human Services Committee held nomination for the 2021 Chair and Vice-Chair positions. Kyla gave an overview of the position expectations which could include bi-annual meetings with the City Council Special Focus Area Committee, representing the Human Services Committee at any joint City Council/Human Services Committee meetings, which are typically held once per year, and some Committee discussion facilitation. Committee Member Sue Miller nominated Carmen Goers for Chair and Janeane La Casse for Vice Chair. Committee members Carmen Goers and Janeane La Casse accepted the nominations. Committee Member made a motion to vote for the nominees as Chair and Vice Chair. All Committee members present voted to appoint Carmen and Janeane as Chair and Vice- Chair, respectively. • Kyla gave an update that recruiting efforts to fill the open Committee position are underway and asked for volunteers to participate in the interview process. Committee Chair Carmen Goers, Committee Vice- Chair Janeane La Casee and Committee Member Jason Berry volunteered to participate in this process. The goal is to expand outreach efforts through the first part of February and hold interviews in mid-late February, so that the new Committee Member can begin as soon as possible. • Kyla announced that with the new year, new conflict of interest form will need to be completed which will be sent out in a follow up email. Committee Member Bard Derda also requested that a Committee Roster be sent out to the Committee as well. • Kyla presented a snapshot of the service unit completion for programs that received Human Services funding in 2020. All but three programs met the minimum requirements to receive full yearly reimbursement- one program was not operational due to COVID related closures, one had an insurance lapse and was only able to be paid for the quarters insurance was valid, and one program did not meet the minimum services units to be eligible for full reimbursement. Despite an extremely challenging year, the vast majority or programs were able to meet at least 90% of the annual service unit and residents served goals. The program outcome snapshot will be emailed with meeting notes. • Kyla gave an overview of the programs with Human Services contracts for 2021-2022 which includes 39 programs receiving General Fund Human Service funding and 2 programs receiving regular CDBG funds. There are seven programs receiving CDBG-CV funds, and one program that is a contingency program for future CDBG-CV funds. Committee Chair asked if future CDBG-CV funds could be used to help support COVID vaccination efforts, to which Kyla responded that we currently have the rental assistance application as the contingency project, but that once we know the actual amount of the next CBDG- CV award amount we'll be in a better position to know if we'll have additional funds to support opening a new application process for additional programs. • For 2021 meeting planning, Kyla proposed that there be meetings devoted to each of the five priority areas with spotlight presentations from different programs withing the priority area. There will also be an overview of program progress each quarter. IV. ANNOUNCEMENTS • Next meeting, February 22, 2021 via Zoom. V.
