CALL TO ORDER
The Human Services Committee meeting was called to order by Committee Vice-Chair,
Sue Miller, at 4:06 pm on Monday, November 23, 2020 via Zoom.
Committee Members present: Barb Derda, Carmen Goers,Tammy Gourdine,Janeane La Casse,
Kelly Lindberg, Sue Miller, Shawn Parkhurst Paton,
Staff present: Community Services Manager-Joy Scott,
Human Service Program Coordinator-Kyla Wright
Absent: Jason Berry
II. APPROVAL OF MINUTES
• Committee Member Barb Derda moved to accept the October 26 meeting
minutes; Committee Member Carmen Goers seconded the motion. All
committee members were in favor of adopting the minutes as amended.
The October 26, 2020 meeting minutes were approved.
III. MISCELLANEOUS
• Staff led a discussion and deliberation of the 2021 CDBG-CV applications and
began by presenting an overview of the applications received:
YMCA- Childcare Assistance, $150,000, to serve Auburn families with school
aged children, prioritizing BIPOC communities, to provide social and
developmental support for children and the opportunity for parents to maintain
or increase work productivity.
YMCA- Food Assistance, $75,000-designed to deliver food to Auburn's senior
population living in local low-income housing communities.
YMCA-Arcadia, $50,000 to provide additional staff capacity to provide mental
health support to clients impacted by COVID-19.
YMCA- Rental Assistance, $300,000, to provide up to three months of rental
assistance per household to prevent eviction.
Orion- Employment Services, $50,000, to provide both training for a path to
employment and support to those entering a new field to maintain employment
YWCA- Eviction Prevention and Career Navigation, $374,660, to provide
career and re-employment support along with rental assistance.
The six applications totaled $999,960.00 and the total amount of CDBG-CV
funds available is $746,197.
The Staff recommendation was to fully fund YMCA's Childcare Assistance,
Arcadia, and Food Assistance programs, Orion, and YWCA's Eviction
Prevention program. The remaining program, YMCA-Rental Assistance would
be held as a contingency project to be funded when additional rounds of
CDBG-CV funds become available later in 2021.The remaining$46,237 would
be used to fund administrative costs for managing these contracts.
By keeping a contingency application, it allows for a steady stream of funding
dedicated for rental assistance throughout the year which will be a much
needed resource for community members in the coming months.
The discussion from Committee Members accounted for the advantages of
having an necessary program ready to be funded once additional CDBG
dollars were made available, without needed to initiate an application and
review period. A disadvantage that was discussed was that by retaining an
application as a contingency, it reduces the ability for the services to be
responsive to emerging needs at the time that additional CDBG-CV funds were
available. Committee Members discussed that rental assistance was certainly
going to be a community need and that the benefit of expediting this process
was worthwhile.
Committee Member Bard Derda made a motion to approve the Staff
recommendation for 2021 CDBG-CV funding. Committee Member Janeane La
Casse seconded the motion. All Committee Members voted in favor of
approving the Staff recommendation for 2021 CDBGOCV funding.
• Kyla gave an update about the 2021-2022 Human Services funded agencies
and that initial communication with program staff was underway. Final vote
budget approval for the Human Services budget is expected to go to City
Council on December 7th. Final vote for the approval for the Annual Action Plan
is expected to go to City Council on December 22nd
• Committee Member expressed the need for an updated roster and
coordination for application binder pick up.
