CALL TO ORDER The Human Services Committee meeting was called to order by Committee Chair, Jason Berry, at 4:03 pm on Monday, March 30, 2020 via Zoom. Committee Members present: Jason Berry, Barb Derda, Janeane La Casse, Carmen Goers, Kelly Lindberg, Sue Miller, Shawn Parkhurst Paton Staff present: Community Services Manager-Joy Scott, Human Service Program Coordinator-Kyla Wright Absent: Tammy Gourdine,JoAnne Walters II. APPROVAL OF MINUTES • Committee Vice-Chair Sue Miller moved to accept the February 24, 2020 meeting minutes with correction to attendees that remove Committee Member Kelly Lindberg's name duplication; Committee Member Barb Derda seconded the motion. All committee members were in favor of adopting the minutes as amended. The February 24, 2020 meeting minutes were approved. III. MISCELLANEOUS • The meeting started off with group introductions and welcome to our newest Committee Members Carmen Goers and Janeane La Casse. This is the first Human Services Committee Meeting for the newest members and despite being an unusual circumstance and virtual meeting, the entire Committee is excited for them to join the group. • Kyla and Joy presented an update on the 2021-2022 Human Services Funding Application cycle to share that the application due date has been extended from April 7 to May 5. Auburn's virtual technical assistance will be extended weekly through the month of April and date and times will be listed on the Auburn Human Services website. Auburn is continuing one-on-one technical assistance and application support as needed if TA sessions are not accessible for applicants. There have been 217 applications started for all of the funding cities, 14 applicants have specifically identified Auburn for submitting application. . As a follow-up item from a previous meeting, Joy stated that there were approximately$6,000 in unspent Human Service contract funds from 2019. The adjusted due date will push back the Committee's review period by about a month, but staff hopes to provide a swift turn-around from the application end date so have the first batch of applications to Committee Members by the end of May. • The COVID-19 update detailed that in coordination with the other South King County Collaborative Cities, Quarter 1 reimbursements would be fully paid out regardless of service unit completion in recognition of the many challenges agencies are facing during this time. City staff is encouraging agencies to reach out to identify any emergent needs. There is also a Public Health electronic survey agency representatives can complete to have a centralized place to identify needs and resources. Agencies are also being encouraged to watch for State and Federal relief fund applications for financial support. At a local level, the Seattle Foundation has awarded their first round of COVID- 19 response funds of$10,175,000 to roughly 130 agencies, several of which are Auburn funded agencies or serve or have an Auburn based service focus. There is also a statewide moratorium on rental evictions and foreclosures. Mayor Nancy Backus has also signed an emergency proclamation placing a temporary moratorium on rental eviction which can be found on the Auburn City website The City of Auburn is also likely to receive an influx of roughly $372,000 of CDBG funds to be used towards COVID-19 relief measures. The full scope and regulations for those funds are still pending. There may need to be a special session of the Human Services Committee in the coming weeks regarding these funds. • Discussion presented questions about whether the funds set aside for would be impacted by COVID-19. Kyla responded that as of now, that the money used for this funding round was from a separate pot of funds that should not be impacted, and that additional conversations for future funding cycles will happen as scheduled with the budget meeting taking place later this year with the addition that this is a changing situation and the Committee will be notified of any changes to this assumption.
