CALL TO ORDER The Human Services Committee meeting was called to order by Chair Jason Berry at 4:08 pm on Monday, November 27, 2017 at 25 West Main Street, Auburn, WA Committee Members present: Barbara Derda, Dana Riel,Jason Berry,JoAnne Walters, Lela Brugger, Maryelyn Scholz Absent: Leticia Figueroa Staff present: Director of Administration Dana Hinman, Human Services Manager Joy Scott, Human Services Program Coordinator Emily Pearson Guest: Skyler Nichols II. APPROVAL OF MINUTES • Member Barbara Derda moved to accept the October 23, 2017 meeting minutes; Member JoAnne Walters seconded the motion. All committee members were in favor of adopting the minutes as submitted. The October 23, 2017 meeting minutes were approved. III. AGENDA - • Quorum expansion next steps Dana Hinman checked with the City Attorney regarding quorum expansion. A resolution needs to be brought forward to City Council for their approval. The group discussed the history of the quorum number; in the past there had been as many as 11. Barbara Derda suggested that the number not be raised too aggressively. Maryelyn Scholz asked what the advantage would be to having more members; Jason Berry said that the benefit is to be more representative of the community. Emily Pearson explained the process that is used for recruiting for all City boards and commissions; the final step being appointment by the Mayor and approval by City Council. Jason Berry said that this city-wide process is the most transparent and thorough way to recruit new members. JoAnne Walters stated that she was curious how many members were on other neighboring cities' committees. Emily Pearson will check on those numbers and report back to the group at the retreat in January. • Shelter visitation The group would like to tour both the Ray of Hope Resource Center and the newly-opened overnight shelter at Valley Cities. Member Dana Riel is touring Ray of Hope on Monday, December 4 and will check to see if other committee members can join the-tour. JoAnne Walters noted that she'd still like to schedule a formal tour of both facilities with the entire committee. Ray of Hope is currently open Monday-Friday from 10:30- 4:30; they are hoping to have staffing available until 8:00 p.m. soon. The overnight shelter opens nightly at 8:30. Catholic Community Services is handling client intake. Emily Pearson will send a reminder email to the group regarding Monday's tour. • Retreat goals &topics The committee's upcoming retreat is scheduled for January 22, 2018. Jason Berry asked the group for their input on agenda topics. Ideas include an annual schedule, 2019-2020 application cycle discussion, council education and communication, human services philosophies, and funding priorities. Joanne Walters asked about reporting and accountability of agencies; Emily Pearson will bring a 4th quarter report from one of each of the four priorities/categories so the committee can view a full year's worth of information. Dana Hinman shared a draft list of priority ideas from a recent discussion with Deputy Mayor Largo Wales and Councilmember Yolanda Trout-Manuel. The list includes: diversion funds for housing assistance, food, health care, and special reserve funds set aside for emergency usage. IV. ANNOUNCEMENTS • The next regular Human Services Committee meeting is scheduled for Tuesday, December 26, 2017. V.
