CALL TO ORDER The Human Services Committee meeting was called to order by Chair Jason Berry at 4:09 pm on Tuesday, May 29, 2018 at 25 West Main Street, Auburn, WA. Committee Members present: Jason Berry, Barbara Derda,JoAnne Walters, Lela Brugger Maryelyn Scholz Absent: Dana Riel Staff present: Director of Administration Dana Hinman, Human Services Manager Joy Scott, Human Services Program Coordinator Emily Pearson Guests: Randy M. Howell,Auburn citizen II. APPROVAL OF MINUTES • Prior to the approval of the March 26, 2018 minutes, Member Maryelyn Scholz asked the group for a few moments to discuss the meeting as she was absent. She asked about the statement that on average 25,000 people rise out of homelessness each year but 30,000 enter into it and asked what was being done to combat that. Dana Hinman said that there are many new affordable housing units in the City, including The Promenade on Lea Hill, The Estates at Hillside Gardens, and two developments currently under construction, The Villas and The Reserve near Fred Meyer. Maryelyn said she did not consider $1200/month for a studio apartment to be affordable. Joy Scott stated that different levels of subsidies are available, but she did not believe they were the deepest. There is a notable difference in affordable housing vs. low- income housing. In King County alone, there is a need for an additional 244,000 units of housing to help alleviate the homeless crisis. • Member Barbara Derda moved to accept the March 26, 2018 meeting minutes; Member JoAnne Walters seconded the motion. Joy Scott noted that Seattle Mayor Jenny Durkan's name was misspelled in the draft minutes; it will be corrected for the official record. All committee members were in favor of adopting the minutes as corrected. The March 26, 2018 meeting minutes were approved. III. AGENDA • Conflict of Interest forms Emily Pearson presented the Committee with Conflict of Interest forms. Each present member signed the form. Jason Berry and Lela Brugger asked for clarification on two separate items. Question #1 will be changed to "Are you an officer of an organization that receives, or has applied for, City of Auburn Human Services Funds?" and Question #3 will be changed to "Do you currently have a family relationship with anyone who has a noted relationship with an organization receiving City of Auburn funds?". The forms will be updated for the next biennial cycle (2021-2022). Staff(Dana Hinman, Joy Scott and Emily Pearson) will also sign Conflict of Interest forms. • Application & binder overviews Joy told the Committee that many agencies made mistakes or omitted information on the 2019 Budget portion of the application. Many agencies also made mistakes on the Service Units and Residents Served portions. However, plenty of agencies filled everything out 100% correctly and submitted their applications on time. Three applications were submitted late: Christ Community Free Clinic, NAMI Eastside, and The Auburn Food Bank. A discussion was held regarding late applications and what that means and how they should proceed with recommendations. Member Barbara Derda felt that in order to be fair and transparent, no late applications should be allowed and that she didn't want the Committee to be charged with any sort of favoritism. If City Council chooses to adjust the Committee's final recommendations and include funding for those late agencies then it is in their hands to do so. Jason said that Council will view funding The Food Bank as an essential function for Auburn residents but they were in fact late so it will need to be noted. JoAnne Walters asked what other cities allow. Emily said that it varies; some cities will not include any applications that are late or incomplete and/or incorrect in their application bundles presented to their Committees. IV. ANNOUNCEMENTS • The next regular Human Services Committee meeting is scheduled for Monday, June 25, 2018 at 3:00 pm. V. ADJOURNMENT The meeting was adjourned at 5:13�p..m.
