CALL TO ORDER The Human Services Committee meeting was called to order at 4:10 pm on Monday,June 24th, 2024,via Zoom,Microsoft Teams and in person. Committee Members present: Carmen Goers, Sue Miller,David Wright, Erica Tomas,Chair Staff present: Kent Hay,Human Services Director, Jody Davison,CDBG Program Coordinator Absent: Suzanne Pak 2. WELCOME AND INTRODUCTIONS 3. PUBLIC INPUT,PUBLIC HEARINGS,AND CORRESPONDENCE There was no public input or correspondence received. 4. OLD BUSINESS . Human Service Funding Update Staff Update: Staff presented an update on the application process. And details of the scoring criteria. There was a discussion of the Tier rating that were applied to all applications as directed by the committee at the last meeting as follows: Tier 1 are the applications that were complete,met the funding threshold of$10,000, had focused work in the City limits and met the City priorities; Tier 2 are those applications that were complete,failed to provide adequate information about their programs,met the threshold of$10,000 and met some of the City priorities. Tier 3, those applications that were incomplete did not meeting the $10,000 threshold, did not address the City priorities or that had a service area focus outside of the City boundaries. As previously requested,reports from grant recipients have been made available to the committee members to review. Note: The timeline to finalize this process also needs to be completed by the end of August/Beginning of September. 5. NEW BUSINESS a. Human Services Contracts Overview Application Discussion and process Motion 2024.06.24.01—Motion made by Sue Miller to follow focus on Tier 1 applications first.With the following review schedule: Review 15 applications by July 8th in the Pt category of Homelessness Prevention and Housing Stability from largest requests to smallest. Review 15 applications by July 18th in the 2nd category of Basic Needs and Education sorted A to Z. Motion Carried—Unanimous b. 2024 Annual action plan additional comment period An additional comment period has been made available for the public to review and comment on the 2024 Annual Action Plan.The purpose of the additional comment period is to solicit citizen feedback on the activities the City plans to take to spend CDBG money in 2024. - No citizens were present,and no comment was received prior to the meeting. 6. ANNOUNCEMENTS The next regular meeting will be held Monday,July 22,2024, at 4:00 pm. 7. ADJOURNMENT The meeting was adjourned at 5:08 p.m. APPROVED THE /611 day of a U 7 , 2024.
