PUBLIC PARTICIPATION
The City of Auburn Planning Commission Meeting was held in person and
virtually.
11. CALL TO ORDER
Chair Judi Roland called the meeting to order at 7:00 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street.
A. ROLL CALL/ESTABLISHMENT OF QUORUM
Commissioners present: Chair Judi Roland, Vice Chair Phillip Stephens,
Hanan Amer, Julie Berry, Joan Mason, and Kent Sprague. Commissioner
Dimitri Moutzouris was unexcused.
Staff members present: Planning Services Manager Jeff Dixon, Senior
Planner Alexandria Teague, Building Plans Examiner Crue Woodard,
Deputy City Clerk Rebecca Wood -Pollock, and City Clerk
Shawn Campbell
B. PLEDGE OF ALLEGIANCE
Chair Roland led those in attendance in the Pledge of Allegiance.
III. PUBLIC COMMENT
There was no public comment.
IV. APPROVAL OF MINUTES
A. Minutes of the June 22, 2022 Special Planning Commission Meeting
Commissioner Stephens moved and Commissioner Sprague seconded to
approve the June 22, 2022 Minutes.
MOTION CARRIED UNANIMOUSLY. 6-0
V. PUBLIC HEARINGS
A. ZOA19-0003 —Fence and Retaining Wall Text Amendment
Amend Title 18 (the Zoning Ordinance) to clarify and revise fence standards and
create new retaining wall standards.

Chair Roland opened the public hearing at 7:09 pm.
The Auburn School District provided a written comment prior to the meeting
regarding landscaping in conjunction with fences. Planner Teague explained
that the school district comments have been addressed and the District is
satisfied.
Planner Teague and Plans Examiner Woodard provided the Commission with
a presentation on proposed Zoning Amendment ZOA19-0003. Planner
Teague reviewed the changes proposed to Auburn City Code Section
18.31.020 regarding fence standards, including fence height, fences on top of
retaining walls, screened fences, sight obscuring fences, fences upon private
and City easements. She also reviewed proposed amendments to Auburn City
Code Section 18.31.025 to add provisons regarding retaining wall standards,
including general standards for all retaining walls, retaining walls on non-
residential lots, and retaining walls on residential lots. She reviewed regulations
for retaining walls approved as a part of the preliminary plat and the height of
the retaining walls.
The Commssion asked questions about and discussed personal safety
regarding fences and fences related to swimming pools.
Chair Roland closed the public hearing at 7:38 pm.
Commissioner Stephens moved and Commissioner Amer seconded to move
ZOA19-0003 forward to the Council for consideration.
MOTION CARRIED UNANIMOUSLY. 6-0
B. ZOA20-0001 — EP and BP Zones Text Amendment
Amend Title 18 Auburn City Code (ACC), the Zoning Ordinance, to remove the
BP, Business Park, and EP, Environmental Park Zoning Districts (zones).
Chair Roland opened the public hearing at 7:40 pm.
Planner Teague provided the Commission with a presentation on ZOA20-
0001 relating to the removal of the Environmental Park (EP) Zone and
Business Park District (BP) Zone from the City of Auburn Zoning Code.
She provided a brief history on the BP Zone and the EP Zone. She explained
the Zones are no longer included in the Comprehensive Plan or the City
Zoning Map.
No Public comments were received prior to the meeting.
No one came forward to speak.
The Commissioners asked questions about and discussed the omission of the
C-4 zone in the general provisions and the procedure for removal of the zones
and the property that is included in open spaces.
Chair Roland closed the public hearing at 7:56 pm.

Commissioner Stephens moved and Commissioner Sprague seconded to
recommend approval of ZOA20-0001, the C-4 Zoning in the general
provisions.
MOTION CARRIED UNANIMOUSLY. 6-0
VI. COMMUNITY DEVELOPMENT REPORT
Update on Community Development Services activities.
Manager Dixon stated that in response to the commission's request at the
last meeting, the Commissioners have been provided a document
prepared by staff listing off the City zoning districts and the corresponding
code section. The Sound Transit proposed 2nd Parking Garage has been
pushed back to a 2026 completion date. He shared the anticipated date for
the next Planning Commission Meeting would be August 16, 2022.
The Commission asked about and discussed the past proposal for an
electric bus case station to be located in Auburn.
VII. ADJOURNMENT
There being no further business to come before the Planning Commission,
the meeting was adjourned at 8:01 p.m.

The City ofAubum Planning Commission is a seven member advisory body that provides
recommendations to the Auburn City Council on the preparation of and amendments to land
use plans and related codes such as zoning. Planning Commissioners are appointed by the
Mayor and confirmed by the City Council.
Actions taken by the Planning Commission, other than approvals or amendments to the
Planning Commission Rules of Procedure, are not final decisions; they are in the form of
recommendations to the city council which must ultimately make the final decision.
