Per the City of Auburn Resolution No. 5533, the City of Auburn meeting location for all Council, Board and Commission
meetings is virtual until King County enters into Phase 3 of Governor Inslee’s Safe Start (Washington’s Phased
Reopening) plan. To attend the Auburn LEOFF Disability Board meeting, virtually and/or telephonically, please click

MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. via our Zoom
videoconferencing call.
Present on the Zoom call included Chair Pro Tem Bill Petersen, Member Stan
Laatsch, Member Bob Baggett, and Sr. City Attorney Doug Ruth. Also included on
the Zoom call and in-person (Conference Room 3, City Hall) was Board Secretary
Terry Mendoza.
II. PUBLIC PARTICIPATION
The Auburn LEOFF Disability Board meeting scheduled for Tuesday, January 3,
2023, at 10:00 a.m. will be held in person and virtually.

There was no member from the public present at the meeting, either virtually or in
person.

Claim for LEOFF 1 Member #193495 was added under Item V.B.4.
IV. CITIZEN INPUT AND/OR CORRESPONDENCE
This is the place on the agenda where the public is invited to speak to the LEOFF
Board on any issue.
The public can participate in-person or submit written comments in advance of the
scheduled meeting. Participants can submit written comments via mail, fax, or email.
All written comments must be received 24 hours prior to 10:00 a.m. on the day of the
scheduled meeting and must be 350 words or less.

Board Secretary Mendoza reported that there was no correspondence received from
the public.
V. APPROVAL OF MINUTES
A. Minutes of the December 6, 2022, LEOFF Board Meeting*
Motion by Chair Pro Tem Petersen to approve the minutes as published.
Second by Member Baggett.
MOTION CARRIED UNANIMOUSLY. 4-0
VI. UNFINISHED BUSINESS
A. Pending Medical/Hearing/Vision/Dental Claims
1. LEOFF 1 Member #391015*
Request for reimbursement of medical expenses in the amount of
$5,285.00 for services received on August 24 and 25, 2022. This
member has not received reimbursement for hearing-related expenses
in 2022. This item was tabled from the November 1st and December
6th, 2022, meetings pending additional information.
Motion by Member Baggett to approve the claim as submitted. Second
by Chair Pro Tem Petersen.
MOTION CARRIED UNANIMOUSLY. 4-0

services received on December 1, 2022.
Motion by Member Laatsch to approve the claim as submitted. Second
by Chair Pro Tem Petersen.

Requests approval of dental expenses in the amount of $155.00 for
services received on December 8, 2022.
Motion by Member Baggett to approve the claim as submitted. Second

Requests approval of vision expenses in the amount of $85.00 for
services received on December 12, 2022.
Motion by Chair Pro Tem Petersen to approve the claim as submitted.

C. Other Discussion
1. Election of Chair and Chair Pro Tem for 2023
Fire Representative Petersen nominated Jim Kelly for the Chair
position. Member Laatsch seconded the motion.

Chair Kelly nominated Fire Representative Petersen for the Chair Pro
Tem position. Member Baggett seconded the motion.

2. Councilmember Appointments
Board Secretary Mendoza reported that she has reached out to the
Mayor’s office regarding the replacement for Councilmember Chris
Stearns. Councilmember Baggett also reported that the Council should
have a replacement voted on by January 23rd. An update should be
provided at the February LEOFF Board meeting.
VIII. ADJOURNMENT
There being no further business to come before the Board, the meeting was adjourned
at 10:11 a.m.
