HomeMy WebLinkAbout11-25-2024 UntitledCITY OF WASHINGTON CALL TO ORDER City Council Study Session November 25, 2024 - 5:30 PM City Hall Council Chambers MINUTES Acting Deputy Mayor Yolanda Trout -Manuel called the meeting to order at 5:30 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. PUBLIC PARTICIPATION The Meeting was held in person and virtually. ROLL CALL Councilmembers present: Hanan Amer, Cheryl Rakes, Clinton Taylor, Tracy Taylor, and Yolonda Trout -Manuel. Councilmember Kate Baldwin arrived at 5:37 p.m. and Deputy Mayor Larry Brown was excused. Mayor Nancy Backus and the following staff members present included: Deputy City Attorney Paul Byrne, Assistant Chief of Police Samuel Betz, Assistant Director of Community Development Steven Sturza, Director of Parks, Arts, and Recreation Daryl Faber, Director of Administration Dana Hinman, Director of Finance Jamie Thomas, Planner II Gabriel Clark, Planning Services Manager Alexandria Teague, and Deputy City Clerk Hannah Scholl. AGENDA MODIFICATIONS There were no modifications to the agenda. ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS There were no announcements, reports, or presentations. PUBLIC WORKS AND COMMUNITY DEVELOPMENT DISCUSSION ITEMS A. Ordinance No. 6954 (Krum) (15 Minutes) An Ordinance relating to Planning; Adopting 2024 Annual Comprehensive Plan Text Amendments pursuant to the provisions of RCW Chapter 36.70A and adopting corresponding Rezones related to certain Map Amendments Councilmember T. Taylor Chaired this portion of the meeting. Planner Clark provided Council with an overview of Ordinance No. 6954 including the purpose of the Plan and Amendments, and the periodic update process. He discussed the Capital Facilities Plans for the Auburn School District, Dieringer School District, Federal Way Public Schools, and Kent School District. Council discussed public comments received by the Department for the 2024 Comprehensive Plan. B. Ordinance No. 6955 (Krum) (5 Minutes) An Ordinance amending Sections 19.02.115, 19.02.120, 19.02.130 and 19.02.140 of the Auburn City Code relating to School Impact Fees Planner Clark provided Council with an overview of Ordinance No. 6955 including a review of the proposed amendments to Title 19 of the Auburn City Code related to School Impact Fees. Council discussed future revisions to the School Impact Fees. C. Ordinance No. 6959 (Krum) (30 Minutes) An Ordinance relating to the Subdivision Code, Zoning Code, and the Comprehensive Plan, amending Chapters 14.22, 17.01, 17.04, 17.12, 17.14, 18.02, 18.04, 18.07, 18.09, 18.21, 18.23, 18.25, 18.29, 18.31, 18.32, 18.35, 18.49, 18.50, 18.52, 18.55, 18.56, 18.57, and creating new Chapter 17.27 of the Auburn City Code Manager Teague provided Council with an overview of Ordinance No. 6959 including key changes and implementation for Middle Housing, Accessory Dwelling Units (ADU's), and Residential Parking Amendments. Council discussed residential parking, unit lot subdivisions, ADU's, Residential Development Density, and adult family homes. AGENDA ITEMS FOR COUNCIL DISCUSSION A. Ordinance No. 6961 (Thomas) (30 Minutes) An Ordinance amending the City's 2023-2024 Biennial Operating and Capital Budgets Director Thomas provided Council with an overview of Ordinance No. 6961 including new programs, Capital Project adjustments, and the American Rescue Plan Act (ARPA) Funds realignment. Council discussed the Auburn Golf Course Driving Range, Traffic Impact Fees, Capital Projects, ARPA funds, and the Resource Center. B. Resolution No. 5800 (Hinman) (15 Minutes) A Resolution adopting the 2025 State Legislative Agenda Director Hinman provided Council with an overview of Resolution No. 5800 including the City of Auburn's State Legislative Priorities related to Public Safety, Regulatory Land Use, Public Works, Transportation, Infrastructure, Social Services, Parks and Open Spaces, and Budget & Finance. Council discussed the Opioid Epidemic and addiction.
