AMENDMENT TO AGREEMENT FOR PROFESSIONAL SERVICES
RELATING TO AUBURN MIDDLE HOUSING DEVELOPMENT REGULATIONS
THIS AMENDMENT TO THE AGREEMENT is made and entered into by and between the
CITY OF AUBURN, a municipal corporation of the State of Washington (hereinafter referred to
as the "CITY"), and MAKERS ARCHITECTURE AND URBAN DESIGN, LLP (hereinafter
referred to as the "PROVIDER"). The City and Provider agree to amend AUBURN MIDDLE
HOUSING DEVELOPMENT REGULATIONS executed on the 22nd day of APRIL 2024.
The changes to the Agreement are described as follows:
1. CONTRACT TERM: The term of the Agreement for Professional Services is extended
to JANUARY 31 st, 2025.
2. SCOPE MODIFICATION: The scope of the contract remains consistent with attached
Scope of Work attached to this amendment as Exhibit A.
3. CONTRACT AMOUNT: The amount of the contract remains consistent with the Budget
attached to this amendment as Exhibit B.
REMAINING TERMS UNCHANGED: All other provisions of the Agreement between the parties
for amend AUBURN MIDDLE HOUSING DEVELOPMENT REGULATIONS executed on the
22nd day of APRIL 2024, shall remain unchanged, and in full force and effect.

SCOPE OF WORK
January 30,2024
PROJECT GOAL
This project aims to assist the City of Auburn (City) in updating development regulations to encourage more
middle housing options within the City. To align with requirements of the Middle Housing Grant the City received
from the Washington Department of Commerce (Commerce),this effort will support the following goals:
1. Review existing development standards and identify code amendments to comply with HB 1110 (Middle
Housing) and HB 1337 (ADU) requirements.
2. Amend subdivision regulations to provide for unit lot subdivision and other subdivision code updates
necessary to implement HB 1110.
1. PUBLIC ENGAGEMENT MATERIALS AND MEMORANDUM
1.1 PROJECT INITIATION
MAKERS will coordinate with lead City staff to host a project kick-off meeting between MAKERS and key
staff involved in the project. Meeting will identify engagement goals and potential strategies; review key
deliverables, alignment with Comprehensive Plan schedule,and Commerce grant requirements,discuss
coordination needs for Planning Commission and City Council, and other items as identified by staff.
1.2 PROJECT ENGAGEMENT PLAN MEMO
MAKERS will review a draft engagement plan memo developed by City staff,discuss with staff during a
project coordination meeting, and provide comments to guide final updates. Draft engagement plan memo
should identify key audiences for engagement and the types of materials needed. Staff will make updates to
finalize the engagement plan memo.
1.3 PREPARE ENGAGEMENT MATERIALS
MAKERS will lead development of engagement materials to provide a high-level overview of the types of
changes to development regulations that the project will explore. These materials can be used to convey
changes to developers,staff,and community members. Materials may be a combination of graphics and
text,and should be formatted to be published on the City's website as well as developed as print materials
(info sheets,etc.)
1.4 TARGETED ENGAGEMENT
If requested by City staff, MAKERS will attend targeted engagement activities,such as virtual stakeholder
interviews or attend a virtual community meeting. City staff will identify targeted engagement opportunities
and coordinate the event. MAKERS will coordinate with City staff to develop a list of key discussion topics
and questions for the group. The number of meetings attended will be based on meeting length and format
(virtual vs. in-person) as budget allows. Staff will provide a summary of engagement.

ASSUMPTIONS
• The engagement memo will be delivered in short memo or presentation format,whatever functions best to
efficiently organize and convey engagement responsibilities,desired tactics,and target timelines.
• Consultant involvement in engagement strategies will be achievable within the project timeline and scaled to
align with the proposed level of effort and available budget.
2. DRAFT MIDDLE HOUSING ORDINANCE
2.1 REVIEW EXISTING REGULATIONS AND DESIGN STANDARDS
MAKERS will review and evaluate existing development regulations for needed middle housing related
amendments,specifically existing development regulations and subdivision standards. City staff to provide
development standards updates already in progress. MAKERS will coordinate with City staff and identify
updates needed.
2.2 REVIEW ENGINEERING DESIGN STANDARDS
MAKERS will provide a high-level, urban design review of the City's existing roadway and transportation
standards to identify areas where updates may be needed. City staff to provide the standards to MAKERS for
review.
2.3 REVIEW COMMERCE MIDDLE HOUSING ORDINANCE
MAKERS will review Commerce Middle Housing Model Ordinance and supporting resources,and advise staff
during project coordination meeting on how the City can incorporate elements into their code updates.
2.4 DRAFT DEVELOPMENT REGULATIONS
MAKERS will develop a working draft of the Middle Housing and subdivision development regulation
amendments and present to staff during project coordination meetings. MAKERS will provide a summary or
table of why the change is proposed,the range of options considered,and when feasible,examples from
other cities. City staff will provide written comments on the draft, and MAKERS will provide one update to the
draft Middle Housing and subdivision development regulations. City staff will develop the draft ordinance
based on the updated draft that MAKERS provides.

3. ADOPT MIDDLE HOUSING DEVELOPMENT REGULATION AMENDMENTS
3.1 TRANSMIT DRAFT HOUSING ORDINANCE FOR STATE AGENCY REVIEW
City staff will lead this task.
3.2 PLANNING COMMISSION BREIFING AND CODE REFINEMENTS
MAKERS will coordinate with City staff at project meetings to develop a briefing presentation for Planning
Commission. City staff will lead presentations with Planning Commission. MAKERS staff will attend a
planning commission meeting and lead a discussion on the proposed code changes. City staff will identify
changes needed following the PC meeting and provide written comments to MAKERS. MAKERS will do one
round of refinement to the draft.
MAKERS will also support planning staff in preparation for the public hearing.
3.3 CITY COUNCIL CONSIDERATION
MAKERS will coordinate with City staff at project meetings to develop a presentation for City Council. City
staff will lead presentations with City Council. MAKERS staff may attend a City Council meeting,co-present
with City Staff, and address questions. Following the meeting City staff will provide direction on any changes
or updates needed,and MAKERS will make updates to the development regulations. City staff will oversee
final updates to the ordinance.
3.4 CITY COUNCIL ADOPTION
City staff leads the adoption process.The City does not anticipate any needs for MAKERS'support.
3.5 PROJECT MANAGEMENT COORDINATION
MAKERS will develop monthly invoices and progress reports. MAKERS will also schedule and attend bi-
monthly project coordination meetings with City staff throughout the duration of the project.

GENERAL ASSUMPTIONS
• This SOW assumes a 10-month project schedule.
• The City will provide necessary background information, including existing policies and regulations. To keep the
project on schedule,the City will endeavor to provide information requested within one week from the date of
request.
• The City shall keep the consultants apprised of parallel planning efforts or Commerce guidance of
consequence to this project. Any new information arising over the course of the project shall be provided to
MAKERS as soon as feasible. If this new information impacts the content of a substantially developed work

product, MAKERS will endeavor to incorporate such new information into the final work product, if possible,
given available time and budget.
• MAKERS will provide draft copies of presentation materials for advance review by City staff and revise
materials based on consolidated staff comments. No more than two versions (draft and final) of any
deliverable will be provided.
• City reviews of minor deliverables (presentations and memos) are assumed to occur within one week,with an
additional week allocated for consultant revisions in response to city comments. City review of the draft report
is assumed to occur within two weeks,with two weeks allocated for consultant revisions.
• Project coordination meetings assume virtual participation. In-person attendance is assumed for the kick-off
meeting and all Planning Commission and City Council meetings.
• Miscellaneous expenses for travel and printing will be covered within contract resources.
• For engagement activities yet to be defined, City staff and MAKERS will mutually agree on how to allocate the
hours shown in the budget. As general guidelines, meeting preparation and summaries are typically about 10
hours per in person hour(e.g.,2 consultant staff attending 2-hour workshop means 40 hours of preparation and
summary time),depending on complexity of the event and number of consultant staff attending. Surveys are
approximately 32 to 80 hours depending on complexity and type of summary desired.
