HomeMy WebLinkAboutRevision Cover Sheet EDS February 2025Notice of Revisions to Engineering Design and Construction Standards Effective 2/14/2025 Page 1 of 8 NOTICE OF REVISIONS TO CITY OF AUBURN ENGINEERING DESIGN AND CONSTRUCTION STANDARDS EFFECTIVE DATE 2/14/2025 The City of Auburn Engineering Design Standards (EDS) and Engineering Construction Standards (Standard Details, General Special Provisions, and Technical Special Provisions) have been revised as summarized below and re-issued. In accordance with ACC 12.04.040 the standards have been filed with the City of Auburn City Clerk for use and examination. The effective versions are not distributed as hardcopies and are available electronically on the City’s website at: https://www.auburnwa.gov/Standards and Publications Summary of Revisions: City of Auburn Engineering Design Standards Design Standards Manual Formatting, minor edits, and corrections were made throughout the entire document. A general summary of the more significant changes follows: Chapter 1: General Information 1.01 - Definitions • “Commercial Property Use” removed. This change is related to House Bill 1110 (HB1110) for middle housing. • “Control Zone” removed. This definition is not used in the EDS. • “Controlled Intersection Approach” and “Controlled Intersection Departure” added for clarification in defining required driveway spacing from intersections. • “MMA” added. This definition added for use in specific bike facility marking. • “Parcel” added. This change is related to HB1110 to distinguish that parcel refers to the parent parcel for unit lot subdivisions. • “Project” added. This definition for clarification. • “Shared Driveway” modified. Definition changed such that a driveway is not automatically considered a shared driveway if it passes through/across another parcel besides the one that it serves. Change was also made related to HB1110 to clarify that a shared driveway is one that serves more than one parcel or unit lot. • “Street, Road, or Roadway” modified. Clarification added that shared driveway access roads and private driveways are not included but alleys are. • “Uncontrolled Intersection Approach” and “Uncontrolled Intersection Departure” added for clarification in defining required driveway spacing from intersections. 1.04.01 – General Deviations • Recommendation added for applicant to discuss potential deviation with the City prior to submitting so that the intent of the design standard for which the deviation is being sought can be provided. 1.03.01 – City of Auburn Surface Water Management Manual (SWMM) • Updated to refer to the 2024 Department of Ecology Stormwater Management Manual Chapter 3: Plan Preparation Requirements 3.01 – General Requirements • Item “D” updated to provide reference to City used datum and monument information. 3.03.01 Standard Plan Format • Item “J” added to require datum information on every plan sheet. 3.04.01 – Plan Sheet Elements (Cover Sheet) • Items “F” and “G” updated to reference City used datum. Notice of Revisions to Engineering Design and Construction Standards Effective 2/14/2025 Page 2 of 8 Appendix B – Standard Notes • Cross connection control notes revised. • Plan sheet deferral call out modified to require inclusion of conditions. Appendix D – Survey Standards • Required datum updated to NAD83(2011). • Revised survey checklist added. Appendix E – Minor Grading Permit: This section was moved in its entirety to Chapter 5 Chapter 5: TESC, Clearing, and Grading 5.02.01 – Minor Grading Permit Criteria moved to this new section and revised as follows: • Item “A” modified. Changed reference to project being on a single- family parcel with an existing home to refer to a new or replaced dwelling unit. The change also allows non-residential projects to be eligible for minor grading permits. • New item “B” inserted and other items re-lettered. Added criteria is that project does not construct new parking areas, commercial building space, or industrial building space. The intent is that re-paving existing parking areas may be eligible for a minor grading permit. • Previous item “D” changed to “E” and maximum threshold for combined cut and fill increased from 200CY to 500CY. • Previous item “E” changed to item “F” and criteria for separation from property line changed from 10 feet to 5 feet and criteria for 5 feet separation from critical areas added. • Previous item “H”, the criteria that for a non-residential project that all work is inside a building is modified to be a separate item that indicates any project triggering a grading permit for work entirely within an existing building qualifies for a minor grading permit. • Threshold for total new or replaced hard surface area that could qualify for a minor grading permit increased from 2000 SF to 5000 SF and clarification added that this threshold is based on net new or replaced hard surface. Chapter 6: Previous chapter title “Placement and Easement Requirements for City Facilities” revised to “Easement, Separation, and Access Requirements for City Facilities” 6.02.01 - Potable and Non-Potable Separation Requirements • This section was replaced in its entirety. • Table 6-1 and Figure 6-1 added to clarify separation scenarios and associated required measures. 6.03 – Access Roads • Item “G” inside turning radii changed from 45 to 38. Chapter 7: Water Facilities 7.01.02 – Water Main Sizing and Main Extensions • Item “D” modified to change reference to allowing reduction of water line size after last fire hydrant in a cul-de-sac, shared access, or dead-end street to 4-inches modified to apply where the water line only serves properties requiring 1,500 GPM or less of fire flow instead of referring to single family residential properties. This change is related to HB1110. 7.02.01 – Domestic Services • Item “L” modified to decrease the minimum spacing between corporation stops and tapping tees from 5 feet to 2 feet. 7.04.04 – Cross Control Connections - General • Item “F” modified to reference only backflow assemblies that appear on the USC-Approved Assemblies List shall be allowed. 7.05.01 – Fire Hydrant Assemblies • Item “F” modified to indicate fire hydrant service lines shall be fully restrained. • Items “H” and “I” modified to clarify measurement of maximum allowed hydrant distance to structure (measured from hydrant along roadway, driveway) 7.05.02 – Private Fire Hydrants and Water Mains • Item “D” reference to standard detail W-27 added for Double Check Detector Assembly (DCDA) required for private hydrant mains. A fire hydrant use permit is not required for private hydrants. 7.05.03 – 7.05.04, section numbers updated to removed duplicate section number. • Item “D” reference to standard detail W-27 added for Double Check Detector Assembly (DCDA) required for private hydrant mains. 7.05.04 (formerly 7.05.03) Fire Flows • Paragraph related to hydraulic analysis moved to section 7.06. Chapter 8: Sanitary Sewer and Storm Drainage Facilities 8.01.01 – Sizing/Slope • Added minimum storm drain pipe slope of 0.50% and minimum size of 12-inches. 8.01.02 – Location • Added standard installation for storm drainage mains is between 3 feet and 15 feet below the finished surface elevation with variations from this requiring approval from City Engineer or designee. 8.01.03 – Material • Table 8-2 clarified that materials listed in the table that are not PVC SDR-21 or SDR-23 may be utilized in the scenarios as listed with City Engineer or designee approval. 8.02.01 – Sanitary Sewer and Storm Drainage Structures – Type and Size • Added, “Storm manholes and catch basins shall match inverts for all pipes of the same diameter and for pipes of differing diameter shall match crowns or follow the 80% rule as defined in the SWMMM.” 8.07 – Storm Drainage System Requirements • Updated to refer to and adopt the 2024 Department of Ecology Stormwater Management Manual Chapter 10: Transportation 10.01.03.B – Half-Street Extents • Clarification added: Frontage(s) that have only gated emergency vehicle access are not subject to the half-street requirements unless triggered by other conditions. 10.01.03.C – Half-Street Width • Half street width definition modified to include full width of center turn lane where the turn lane is required to serve the project triggering the ½ street requirements. 10.01.03.G – Alley Half-Streets • Requirement that projects other than single-family residential with alley access that trigger ½ street improvements that include paving the alley to the alley’s roadway connection changed to refer to projects that generate more than 20 vehicle trips per day. This change related to HB1110. 10.01.04 – Additional Public Improvements • Item “F” added to include active transportation improvements to the list of additional public improvements that may be required to mitigate the impacts of the proposed development activity. 10.02 – Right of Way • Added requirement that additional right-of-way dedication may be required to provide for connecting the typical cross section to adjacent grades. 10.03.01 – Connections and Vehicle Volumes • Clarification added to the requirement that projects do not cause traffic volumes to exceed the upper limit average daily traffic on Table 10-1 except by deviation. Exception to this requirement for development of single-family residential projects removed. This change related to HB1110. • Table 10-1 Traffic Volumes by Roadway Classification updated to reflect modified roadway classifications. Alleys added to table with maximum 600 ADT. 10.03.06 – Street Classifications • Required minimum width for right turn pockets changed from 14 feet to 12 feet. • Reference and link added to existing and proposed bike facilities map from the 2024 Comprehensive Transportation Plan. Requirement added that typical roadway cross sections include bike facilities as shown on the map. 10.03.06A to 10.03.06G – Street Classifications • Requirement for 2-foot flat bench on both sides of roadway cross section for all roadway classifications removed. Notice of Revisions to Engineering Design and Construction Standards Effective 2/14/2025 Page 4 of 8 • Illustration showing 3-foot minimum 3:1 maximum slope along both sides of roadway cross section removed for all cross sections. See Section 5.03 Cut and Fill that specifies that slopes on either side of a roadway section may not exceed 3:1 within 5 feet of the public right-of-way. • Description of roadway channelization requirements added to each roadway classification. • Cross slopes changed from 3% to 2% for all roadway cross sections. 10.03.06A, 10.03.06B – Principal Arterial, Minor Arterial • Standard curb lanes widths changed from 14-feet to 12-feet wide except on freight routes as identified by the Comprehensive Transportation Plan for which standard curb lanes widths is 14-feet. 10.03.06C – Collector Streets (formerly Residential Collector) • Residential Collector classification re-named to Collector • Landscape strip shown in cross section changed from 5-feet wide to 5 ½ feet wide. 10.03.06D – formerly “Non-Residential Collector” • Section deleted. Classification removed per Comprehensive Transportation Plan. 10.03.06D – Local Streets (formerly Section 10.03.06E Local Residential) • Local Residential Street classification updated to Local to align with Comprehensive Transportation Plan. 10.03.06E – Local Industrial Streets (formerly Section 10.03.06F Local Non-Residential) • Local Non-Residential Street classification updated to Local Industrial to align with Comprehensive Transportation Plan. • Cross section lane widths changed from 17-feet wide to 14-feet wide. 10.03.06F – Rustic Streets (formerly Section 10.03.06G Local Rustic Streets) • Rustic Collector Cross Section modified to show no parking signs on both sides of the road, 12-foot wide lanes instead of 14-foot wide lanes, and ditches along both sides of roadway varying in width instead of 8-feet wide. 10.04.02 – Posted and Design Speeds • Table 10-3 updated to show local streets design speed as posted + 5 mph instead of 30 mph. • Table 10-3 footnote indicating that reduced design speed may be used within 150 feet of the listed conditions modified to be for roadways with speeds of 25 mph. • Table 10-3, footnote item “6” added to allow reduced design speeds within 150 feet of traffic calming measures that are posted at 25 mph. 10.04.05 – Cross Slopes • Added that City Engineer may allow variations from cross slope standards for modifications of existing roadways. 10.05.02 – AASHTO Asphalt Pavement Design • Added that testing of subgrade material for pavement design shall be as determined to be required for the analysis by the engineer preparing the design. 10.08.01 – Number of Driveways • Item “A” modified to remove reference to single family residential projects and instead refer to residential subdivision projects for allowance of one driveway parcel. • Item “C” added that allows a second driveway apron for a project served by an arterial, collector, or local industrial street where vehicles would otherwise need to back into/through a vehicle or bike travel way to enter the right-of-way, with City Engineer approval. 10.08.02 – Driveway Classifications, Widths, and Spacing • Residential Driveway definition updated to remove reference to single family and duplex. A residential driveway apron serves a residential parcel or project. Requirement added that residential driveway serving more than one parcel and/or unit lot is considered a shared driveway apron and shall be 20 feet wide with a commercial driveway apron. Maximum driveway width changed from 18 feet to 20 feet. • Commercial Driveway definition updated to remove reference to residential with 3 or more dwelling units. This change is related to HB1110. • Shared Driveway definition removed. See definitions in Chapter 1. 10.08.03 – Driveway Lay Out • Changes made to clarify that driveways on collector and arterial roadways and driveways serving non- residential uses shall be designed such that vehicles do no back out onto the roadway. Notice of Revisions to Engineering Design and Construction Standards Effective 2/14/2025 Page 5 of 8 • Change made to allow driveway width to be designed such that the largest typical vehicle accessing a site may swing into an adjacent two-way left turn lane to turn right into the driveway. • Change made to clarify that gates across non-emergency access driveways are not subject to the requirement that the gate is offset from the right-of-way to avoid blocking traffic. • Change made to clarify that driveways on collector and arterial streets shall be designed to accommodate garbage collection on-site. 10.08.04 – Driveway Spacing from Intersections (formerly Driveway Locations) • Requirement that driveway be located on the lowest classified street moved to Section 10.08.03. • This section has been re-written to clarify and update spacing requirement for driveways from intersections. • Clarification added that driveway spacing from intersections requirements are based on the distance between the driveway wing limit closest to the intersection and the stop bar (when present) or curb return/PC/PT (where no stop bar is present) of the roadway to which the driveway connects. • Requirement added: Minimum driveway spacing from non-controlled intersection legs shall be 50 feet. • Clarification added that exempts gated emergency vehicle access driveways from intersection spacing requirements. • Table 10-10 replaced to include driveway spacing requirements for controlled intersection approaches/departures for roadways with various speed limits. • Functional intersection boundary information and illustrations removed. 10.08.05 – Driveway Alignment (Horizontal and Vertical) • Requirement added: Shared driveway access roads are subject to the grade restrictions of Table 10-4. 10.08.07 – Residential Shared Driveway Access Roads (Formerly Shared Driveway Access Roads) • Reference to maximum of 6 residential units allowed to be served except for single family residential unit on an existing lot revised to allow maximum of 6 parcels and up to 120 ADT. This change is related to HB1110. • References and requirements to shared driveway access roads for commercial and industrial development removed from this section. • Exception as approved by City Engineer from listed requirement items “A” thru “I” for single family residence on existing lot changed to refer to residential development on existing parcel or existing unit lot. This change is related to HB1110. Note added that the exceptions do not apply to new parcels or unit lots created by subdivision. All requirements apply without exceptions to subdivisions. • Item “A” changed from Easement/Tract Width to Dedicated and Recorded Easement/Tract Width. Minimum required width changed from 22 feet to 31 feet and additional width may be needed for grading/walls. This change is related to HB1110. • Item “B” Pavement Width revised to clarify that pavement width includes gutter concrete gutter pan width where present but does not include asphalt wedge curb or concrete traffic curb width where present. • Item “F” standard for no sidewalk required for 2 or less units, sidewalk on one side for 3 or more units revised to: sidewalk required on all sides of access road from access to adjacent parcels is provided. This change is related to HB1110. • Item “H” changed from Edges to Pavement Edges. Standard revised to require curb on all edges (asphalt wedge curb on edges without sidewalks/driveways, curb/gutter on edges with sidewalks/driveways where drainage is directed towards/along curb, or traffic curb without gutter on edges with sidewalks/driveways where drainage is not directed towards/along curb. • Item “I” Driveways revised to require driveway aprons for all connections to adjacent parcels and to require that driveways and access road shall be configured to allow vehicles to turn around without trespassing on adjacent property/parcels. 10.08.10 – Emergency Vehicle Access Driveways • Clarification added that evaluation of sight distance for emergency vehicle access driveway shall consider the ability for emergency vehicles to use flashing lights and sirens to cause approaching vehicles to yield. 10.09.05 – Crosswalks • Requirement added: Crosswalk widths shall be 10 feet and where applicable, stop bars shall be placed a minimum of 4 feet from the crosswalk. Notice of Revisions to Engineering Design and Construction Standards Effective 2/14/2025 Page 6 of 8 10.10.01 – Class I Bikeway • Description updated. • Design requirements clarified to indicate required 5 foot wide landscape or hardscape buffer strip or other physical barrier in space constrained areas such as bridges. • Requirement added: Mark crossing of Class I Bikeway running parallel to a roadway to opposite side of roadway with green MMA. 10.10.02 – Class II Bikeway • Requirements and standard for buffered bike lanes added. 10.10.03 – Class III Bikeway • Description updated. 10.12.02 – Root Control Devices • Clarification added: Root control barrier shall be per Section 8-02.3(6) of the Engineering Construction Standards, Technical Special Provisions. 10.16.01 – Street Lighting Design • Clarification added that marked crosswalks that are not in the DUC or at signalized intersections are lit to a minimum of 1 ½ times the required average light level of the roadways they cross. 10.16.02 Luminaries, 10.16.04 Service Cabinet, Foundation, Conduit • Removed requirement for street lights to have a Sensus control node. The Sensus control nodes are no longer available. 10.21.05 – Left Turn Lane Channelization • Clarification added: “ONLY” lettering per WSDOT 80.10 is required where a through lane converts to a turn lane and other circumstances as determined by the City Engineer. 10.21.13 – Traffic Calming • Clarification added that, with approval from the City Engineer, traffic calming may be utilized on existing roadways to address various safety concerns, including sight distance. • Speed cushions added as a potential traffic calming feature. • Requirement added: Speed cushions may only be considered on streets in residential areas with posted speeds of 25mph or less, traffic volumes of 1,200 ADT or less, and vertical grades of 6% or less. 10.22.05 – Fiber Optic Cable • Requirement added: Minimum cover for conduits with fiber optic cable is 2-feet. Fiber optic cable shall not be installed in existing conduits that do not meet this depth requirement except as approved by the City Engineer. 2024 Auburn Supplement to the 2024 Department of Ecology Stormwater Management Manual Global edits: • Removed content that was considered redundant to the Ecology SWMM • Removed content that was considered definitional in nature and not regulatory • Removed references to City code or City policies that are no longer in place • Removed specifics around information that is considered general engineering knowledge or practices • General grammar edits Volume 1 – What Requirements Apply to my Site • I-3.4.7 - Removed requirement for city engineer approval when seeking the Ecology defined Flow Control Exemption. Volume 4 – Source Control BMP Library Removed the following two BMPs that were hyper specific that could be covered under other, more general BMPs: • S650: BMP for Storage of Solid Wastes and Food Wastes • S651: BMPs for Storage and Treatment of Contaminated Soils Volume 5 – Runoff Treatment, Flow Control, and LID BMP Library • V-11.3 - Expanded list of acceptable manufactured treatment devices. Technical Special Provisions • Updated to refer to Divisions 2-9 of the Washington State Department of Transportation’s (WSDOT) Standard Specifications (M41-10) for Road, Bridge and Municipal Construction, 2025 edition publication (Standard Specifications). • Updated provisions with APWA Local Agency General Special Provisions (GSPs) as applicable. • Updated specifications to require special downtown sidewalks and brick red truncated domes in the Downtown Urban Center • Updated specifications to require photocell in power service cabinets and luminaires no longer require Sensus control node. The specified model of power service cabinet was updated to accommodate the photocell.
