Public Participation Information MINUTES The City of Auburn Planning Commission Meeting was held in person and virtually. 11. CALL TO ORDER Chair Judi Roland called the meeting to order at 6:30 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. A. ROLL CALL/ESTABLISHMENT OF QUORUM Commissioners present: Chair Judi Roland, Julie Berry, Kent Sprague, William Stewart, and Lynn Walters. Commissioner William Stewart arrived at 6:34 p.m. and, Vice Chair Phillip Stephens attended virtually. Commissioner Aaron VanderPol was excused. Staff members present: Planning Services Manager Alexandria Teague, Acting City Attorney Doug Ruth, Acting City Attorney Charlotte Storey, Director of Public Works Ingrid Gaub, Senior Planner Josh Steiner, Assistant Director of Engineering Services Jacob Sweeting, City Clerk Shawn Campbell, and Acting Deputy City Clerk Gerri Blackwell. B. PLEDGE OF ALLEGIANCE Chair Roland led those in attendance in the Pledge of Allegiance. III. PUBLIC COMMENT There was no public comment. IV. APPROVAL OF MINUTES A. June 18, 2024 Minutes from the Planning Commission Meeting Commissioner Sprague moved and Commissioner Walters seconded to approve the June 18, 2024 Planning Commission Meeting Minutes. MOTION CARRIED UNANIMOUSLY. 6-0 Page 1 of 4 V. INTRODUCTION A. Presentation Overview (Steiner) Brief overview of upcoming Element Presentations and Public Hearing schedule. Planner Steiner provided a brief overview of the upcoming Element Presentations and Public Hearing schedule Commissioners verified if action will be taken on the Elements presentation at this meeting. VI. PUBLIC HEARINGS A. Utilities Element (Steiner) Public Hearing for the public testimony and Planning Commission deliberation on the Utilities Element Chair Roland opened the Public Hearing at 6:37 p.m. There were no written or virtual comments. Planner Steiner provided a general overview of the Utilities Element and core changes, overview of Capital Facilities Element and how the Plans fit together, an overview of City owned and privately owned Utilities, Element update framework, agency comments, and types of the two capital facilities. n-Person Comments: Linda Redmond, Auburn WA Linda expressed concerns regarding cell phone towers. Commissioners discussed inclusion of private utility companies. Chair Roland closed the Public Hearing at 6:52 p.m. B. Transportation Element (Sweeting) Public Hearing for the public testimony and Planning Commission deliberation on the Transportation Element Chair Roland opened the Public Hearing at 6:52 p.m. There were no virtual or written comments. Assistant Director Sweeting provided an overview of the Transportation Plan, including public outreach update, future plans, a summary of public comments, and the existing and future bike facility map. Page 2 of 4 I n-Person Comments: Shirley Chittenden, Auburn WA Shirley discussed concerns about the proposed roundabout at 23rd ST SE & R ST SE. Commissioners discussed an update of bus route 497 and expressed gratitude Muckleshoot was included. Chair Roland closed the Public Hearing at 7:03 p.m. VI I. OTHER BUSINESS A. Community Development Elements Planning Commission Action Planning Commission to take action on Land Use Element, Housing Element, Historic Preservation Element, Economic Development Element, and Climate Element of the Comprehensive Plan Update. Commissioner Sprague moved and Commissioner Walters seconded to recommend adoption to the City Council. MOTION CARRIED UNANIMOUSLY. 6-0 B. Transportation Element Planning Commission Action Planning Commission to take action on Transportation Element of the Comprehensive Plan Update. Commissioner Sprague moved and Commissioner Walters seconded to accept the Transportation Element. MOTION CARRIED UNANIMOUSLY. 6-0 Vill. COMMUNITY DEVELOPMENT REPORT Chair Roland recognized Acting City Attorney Doug Ruth and his contributions to Planning Commission. The Commission asked for information on the Carnegie Library. IX. ADJOURNMENT There being no further business to come before the Planning Commission, the meeting was adjourned at 7:09 p.m. APPROVED this 17th day of September, 2024. UDI ROLAND, CHAIR Gerri Blackwell, Acting Deputy City Clerk Page 3 of 4 The City ofAubum Planning Commission is a seven member advisory body that provides recommendations to the Auburn City Council on the preparation of and amendments to land use plans and related codes such as zoning. Planning Commissioners are appointed by the Mayor and confirmed by the City Council. Actions taken by the Planning Commission, other than approvals or amendments to the Planning Commission Rules of Procedure, are not final decisions, they are in the form of recommendations to the city council which must ultimately make the final decision.
