Public Participation Information The City of Auburn Planning Commission Meeting was held in person and virtually. 11. CALL TO ORDER Chair Judi Roland called the meeting to order at 6:30 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. A. ROLL CALL/ESTABLISHMENT OF QUORUM Commissioners present: Chair Judi Roland, Vice Chair Phillip Stephens, Julie Berry, Kent Sprague, William Stewart, Aaron VanderPol, and Lynn Walters. Staff members present: Planning Services Manager Alexandria Teague, Acting City Attorney Doug Ruth, Senior Planner Josh Steiner, City Clerk Shawn Campbell and Acting Deputy City Clerk Gerri Blackwell. B. PLEDGE OF ALLEGIANCE Chair Roland led those in attendance in the Pledge of Allegiance. III. PUBLIC COMMENT No one came forward to speak. IV. APPROVAL OF MINUTES A. May 21, 2024 Minutes from the Special Planning Commission Meeting Commissioner Sprague moved and Commissioner Berry seconded to approve the May 21, 2024, Planning Commission Meeting Minutes. MOTION CARRIED UNANIMOUSLY. 7-0 Page 1 of 4 V. INTRODUCTION A. Presentation Overview (Steiner) Brief overview of upcoming Element Presentations and Public Hearing schedule. Planner Steiner provided the Commission with an updated Public Hearing schedule and presentation on the Elements of the Comprehensive Plan that have not yet been shared with the Planning Commission. VI. PUBLIC HEARINGS A. Stormwater Plan Element (Carlaw) Staff presentation on the proposed changes to the Comprehensive Stormwater Plan. Chair Roland opened the Public Hearing at 6:36 p.m. Engineer Carlaw provided the Commission with a recap of the 2024 Comprehensive Storm Drainage Plan including the updated appendices. He noted that the Department did not receive any public comment on the Plan. No one came forward to speak. Chair Roland closed the Public Hearing at 6:42 p.m. Chad Roland reopened the Public Hearing at 6:43 p.m. Dave Krone 322 Clay Street NW Dave expressed concerns regarding Storm Water drainage near the Environmental Park. Engineer Carlaw stated there is no current plan to update the Storm Water Drainage Plan in the Environmental Park. Chair Roland closed the Public Hearing at 6:48 p.m. Commissioner Stephens moved and Commissioner Sprague seconded to approve the Stormwater Plan Element as presented. MOTION CARRIED UNANIMOUSLY. 7-0 VI I. OTHER BUSINESS A. Capital Facilities Element (Steiner) Staff Presentation of the proposed changes to the Capital Facilities Element. Planner Steiner provided the Commission with a presentation on the Capital Facilities Element including the core changes required by regulatory requirement per RCW 36.70A.070, reviewed the difference between the Capital Facilities Plan and the Capital Facilities Element of the Page 2 of 4 Comprehensive Plan, items that had been removed from the Capital Facilities Element and put into other Elements of the Comprehensive Plan, collaboration from other City Departments, and Capital Facilities types. He stated the Department plans to hold a Public Hearing on July 2, 2024, with action at the October 23, 2024, Planning Commission Meeting. The Commission discussed future plans for contaminated wells, breaking out specific municipal facilities from the plan, future expansion of the Capital Facilities Element, and level of future service. Director Gaub explained the levels of service targeted plans to the Commission. B. Comprehensive Plan DEIS (Steiner) Staff to provide update on Comprehensive Plan DEIS, public meetings, and EIS schedule. Planner Steiner provided the Commission with a presentation on the Comprehensive Plan Draft Environmental Impact Statement (DEIS). He explained the various options and alternatives for growth impacts, the updated numbers for the Commissions preferred alternatives will be included in the Final Environmental Impact Statement (FEIS), he reviewed the public outreach for comments, the FEI S is expected back in a couple months and the final steps to adopt the FEIS. The Commission discussed the purpose of the preferred alternative land use, and the option of no action. VIII. COMMUNITY DEVELOPMENT REPORT Manager Teague stated the Department is working on Code updates, the Planning Department is fully staffed, the lobby at the Annex has been remodeled, and projected development projects within the City. The Commission asked about the demolition of the Auburn Avenue Theater, future plans for the existing Police Department building, updating lanes to Kersey, the Diamond Valley Development, and items on the July 2, 2024, Planning Commission meeting agenda. IX. ADJOURNMENT There being no further business to come before the Planning Commission, the meeting was adjourned at 7:39 p.m. APPROVED this 16th day of July, 2024. -UDI ROLAND, CHAIR Shawn Campbell, City Clerk i" The City ofAuburn Planning Commission is a seven member advisory body that provides Page 3 of 4 recommendations to the Auburn City Council on the preparation of and amendments to land use plans and related codes such as zoning. Planning Commissioners are appointed by the Mayor and confirmed by the City Council. Actions taken by the Planning Commission, other than approvals or amendments to the Planning Commission Rules of Procedure, are not final decisions; they are in the form of recommendations to the city council which must ultimately make the final decision.
