Background for Motion:
Background Summary:
Councilmember Larry Brown officially resigned from his Position No. 6 seat on the Auburn City
Council, effective February 18, 2025. In response to the vacancy, the City initiated an application
process to select a qualified individual for the position. Applications were accepted from March 6,
2025 to March 24, 2025, during which the City received 45 submissions. After review, 44 applicants
were deemed eligible to hold office within the City of Auburn.
Per the Council Rules of Procedure, each Councilmember identified their top 10–15 applicants for
consideration. At the Special City Council Meeting held on April 7, 2025, the Council deliberated and
selected 7 applicants to proceed to the interview stage.
The interview process for the shortlisted applicants will follow, culminating in the Council's
appointment of the new Position No. 6 Councilmember.
Meeting Overview: At the beginning of the meeting, the Mayor will outline the format and ground
rules for the interviews. The order in which applicants appear will be determined by a random lot
drawing conducted by the City Clerk.
Sequestration of Candidates: To ensure fairness and equal opportunity, the City is asking
candidates to remain sequestered at City Hall for the duration of the interviews. This includes
refraining from the use of electronic devices. Candidates will be escorted to and from the City Council
Chambers by City staff at their designated interview times.

Interview Details: Each interview will last no more than 25 minutes and will include the following
segments:
• Presentation: Candidates may introduce themselves and present their credentials (up to 5
minutes).
• Predetermined Questions: Councilmembers will ask a set of predetermined questions, one
question per Councilmember. Each candidate will have two minutes to respond to each
question (up to 14 minutes).
• Informal Q&A: Councilmembers may ask follow-up or miscellaneous questions during the
remaining time.
Post-Interview: Upon completing the interviews, the Council may convene an Executive Session to
discuss applicant's qualifications. However, all interviews, deliberations, nominations, and votes will
take place in open public sessions. The Council cannot reach a consensus or determine a preferred
candidate in the Executive Session.

Councilmember?
I strongly believe in representative government and the importance
of local politics. I am eager to expand my service to the citizens of
Auburn by representing them on the city council, addressing their
concerns, and advocating for their interests at the regional and state
levels. With my critical thinking and analytical skills, I am committed
to tackling key issues such as public safety and economic vitality to
help create a stronger, more vibrant community.
What strength(s) would you
bring to the Council?
The strengths I bring to the City Council are rooted in my work and
life experiences, which have shaped my ability to listen, learn, and
understand the needs of our community. My strong listening skills
enable me to engage thoughtfully with residents and stakeholders,
ensuring their voices are heard in the decision-making process. I
excel at collaborating with others to navigate complex challenges,
balancing diverse perspectives to find practical, common-sense
solutions. With a focus on minimizing unintended consequences and
making well-informed choices, I am committed to serving the best
interests of our city and its residents.

issues?
Public Safety – Ensuring the safety and security of our community is
essential. This includes supporting our first responders,
strengthening emergency preparedness efforts, and advancing
crime prevention initiatives through active community engagement.
While increased funding may not be an option, strengthening
community-based safety initiatives and implementing or expanding
programs can foster stronger relationships between law
enforcement and residents, leading to proactive crime prevention
and emergency preparedness.
Economic Development—Driving economic growth by attracting new
businesses, supporting local enterprises, and expanding job
opportunities is essential. Additionally, fostering a vibrant downtown
area remains a key focus for the city's future. I would support
financial incentives to attract and retain businesses that encourage
investment in the community, foster job creation, and stimulate local
economic activity. Creating business-friendly zoning regulations and
streamlining the permitting process can make it easier for
businesses to establish and expand.Page 7 of 42
Infrastructure Improvement – Maintaining and upgrading the city’s
infrastructure, including roads, public transportation, parks, and
utilities, is essential to supporting community growth and ensuring
residents' high quality of life. To support infrastructure investments,
the council can continue to engage in public-private partnerships to
leverage private investment. While actively pursuing federal, state,
and regional grants, public-private partnerships can increase
efficiency.

I started as a research investigator in the Office of Nutrition
Services, working on research, data, and evaluation for the WIC and
SNAP-Ed programs. In that role I worked with DOH and USDA staff on
mandatory reporting requirements, with community partners on
developing evaluation plans and reports, and with eligible
Washington residents to understand their needs and participation in
these food programs. In March 2020, I transitioned to working on thePage 10 of 42
COVID-19 response, building the Case and Contact Tracing system
used throughout the first year of the pandemic, and then on
communications as vaccines were first distributed across the state.
In 2023, I moved into a role working in child safety and cancer
screening programs. Half of my work involves working with local
health jurisdictions to develop and implement their Child Death
Review programs. The other half is working with DOH staff and
regional groups on breast, cervical and colon cancer screenings,
helping to identify low-income populations eligible for the program,
talking with local CBOs and health jurisdictions about the barriers
and needs for their communities, and reporting required information
to our federal partners.

Why are you interested in
serving as a City of Auburn
Councilmember?
When my spouse and I moved to Auburn 5 years ago, I knew this
was where we would be setting down roots and hopefully raising our
children. As soon as we were settled, I looked for ways to be
involved in our community and this city, joining the Human Services
Committee, volunteering at the Auburn Farmers Market, and just
getting to know my neighbors and community. I now feel the time is
right to step up to another level of civic engagement and service to
my community by seeking a seat on the Council.
From my work in public health at the state, I know that all the best
intentioned programs and education efforts for the public require
policy backing them up. You can try and teach people how to eat
healthy, how to save money, how to keep their children safe, but
policy is necessary to support and enforce most things. I
passionately believe that good, thoughtful, and practical policiesPage 12 of 42
enacted by our city can help address many of the issues our
community faces around affordable housing, around transportation,
around safety for children, elders, and our unhoused neighbors. And
I know I am the right person to help craft that policy in a way that
helps build a city that uplifts us all.
What strength(s) would you
bring to the Council?
I reflect a demographic that is not currently seen on the council - a
younger working professional just starting a family, paying a
mortgage, paying student loans, and fairly early in my career. The
median age of Auburn residents in 36.6 years, the median income is
$93,000, with an average of 2.7 people per household. As someone
firmly in that demographic, I know I reflect and feel many of the
same burdens as many of the people here in Auburn, and can speak
to their needs and perspective.
I am a member of organized labor, and a strong advocate for labor's
voice and place at the table. As this position is replacing former
council member Larry Brown, who was himself a dedicated leader in
labor, I think it's very important to maintain that voice and point of
view on the council, especially with Auburn being home to many
union members through Boeing, public service, and other industries.
I am also a very data-driven and data-oriented person, and excel in
using data for decision making, as well as explaining to others how
data informed that decision. My work requires collaborating with
community partners, federal funders, other state agencies, and local
governments for many things, and my strengths lie in being able to
present clear information and rationale for different options to these
disparate groups, and help facilitate conversations and debate to an
outcome that all can agree on.

priorities and/or issues you
believe the City needs to
address? How would you
propose to address these
issues?
In the Safe Auburn conversations that happened last year, several
key themes popped up, especially around perceptions of violence
and desire for safety. From what I've seen in those summaries, and
the responses, I believe the three highest priorities for the City are:
1. Increasing affordability and economic opportunity
2. Improve community connections and safety
3. Preparing Auburn for the future
All three of these priorities intersect at different points. For example,
one way to address affordability would be to change zoning rules to
allow for more dense housing in different areas around the city, and
even build more mixed-use buildings. Mixed-use buildings can also
improve community connections by creating community hubs
through shopping areas, open courtyards or parks, and public
spaces like a rec center, and give safe spaces for people to
congregate. And in building these areas, the city can future-proof
itself by installing solar panels, and adding in tree canopy for green
space and cooling.
Another possible solution for economic opportunity is to sponsorPage 13 of 42
apprenticeships or trainings for youth or people changing careers
into trades. There is a huge amount of projected growth in our area,
and helping to build the skilled, unionized workforce who can take on
the work of construction, HVAC, electrical, manufacturing, and more
ensures that Auburn residents will be able to continue to afford to
live here, while helping to build up the Puget Sound region, and
spend their paychecks here where they live.
Additionally, I want to see Auburn in programs that can help our
neighbors who are struggling now, before they end up losing their
jobs or their homes. Using information like unpaid water bills to the
see can help identify people who may be at risk of falling behind on
their rent or mortgage, and at risk of losing their home. We can do
outreach to people to find out what's happening and connect them to
services to keep them housed - whether its assistance finding a job,
substance use treatment, filling out an application for Medicaid, or
any myriad of other issues, its always best to identify and address
as soon as possible to prevent worse outcomes.

I joined the Auburn Human Services Committee in January 2021,
shortly after moving to the area, and was Chair of the committee in
2022 and most of 2023 (I had to step away for a few months due to
giving birth). I purposely sought out some way to be involved in the
Auburn community, knowing this was going to be my permanent
home and where I would hopefully be raising my children. Being on
the Human Services Committee gave me my first experience in local
government, and an unique insight into the needs of the most
vulnerable in our community. Working through the dozens of
applications from organizations that work in our communities, and
comparing what services they provide to the demonstrated need in
Auburn, as well as balancing the budget constraints that keep us
from funding has given me a deeper appreciation for the tough
decisions our city's electeds have to make, as well as a sense of
what seems to currently be working in our city's policies and
spending and where there could be greater investments or changes
to make Auburn a welcoming home for all of us.

American industrialist, Armand Hammer summed it up best:
“I can’t think of anything better to do with a life than to wear it out in

What strength(s) would you
bring to the Council?
I believe the best decisions are made collectively. A decision made in
concert with others is almost always better than one made alone.
The process of local governance requires collaborative work in open
view of the public. I work well with others and am comfortable doing

planning is fundamental.
2. Budgeting. Paying for expanding infrastructure is critical to keep
Auburn a good place to live. Responsible budgeting is fundamental.
3. Businesses must be supported. Particularly, locally owned
businesses. They are the fuel for our city. Jobs and revenue are
critical for a healthy city.

I ran for Auburn City Council two years ago and lost by just 309
votes. Since then, the encouragement to run again hasn’t stopped—
and now, with the opportunity to apply for this vacant seat, I’m
stepping up because I believe I can make an immediate impact.
My campaign message was simple and clear: *clean streets, safe
streets*. That message still resonates. I care deeply about making
Auburn a place where families feel safe, businesses want to grow,
and our neighborhoods are clean, welcoming, and thriving. I bring a
strong background in leadership, financial oversight, and community
partnerships, but more importantly, I bring heart and a real
connection to the people who live and work here.
I’m not doing this for a title—I’m doing it because I love this city, and

parks, and downtown. We need to support our police and first
responders while also investing in community-based safety efforts.
I’d push for stronger partnerships between the city, local
organizations, and residents to build trust and proactively address
crime and public safety concerns.
2. Clean and Well-Maintained Public Spaces: Auburn should look and
feel like a city that takes pride in itself. That means cleaner streets,
better lighting, and addressing issues like illegal dumping and
vandalism. I’d advocate for more city investment in cleanup crews
and maintenance, as well as community volunteer initiatives to bring
pride and ownership back to our public spaces.
3. Economic Opportunity and Growth: We need to attract and retain
businesses that create good-paying jobs and help grow Auburn’s
economy. I’d focus on reducing red tape for small businesses,
supporting workforce development—especially for youth and
veterans—and making Auburn a place where entrepreneurs want to
set up shop.

from residents: they want a city that’s clean, safe, and thriving. I’m

Why are you interested in
serving as a City of Auburn
Councilmember?
I am deeply invested in the City of Auburn because it has always
been home to me. Growing up here, I witnessed firsthand how our
community evolved—how new opportunities emerged, how
neighborhoods changed, and how our city continued to grow while
holding onto its core values. Those experiences shaped my deep
appreciation for Auburn’s rich history and its potential for the future.
Serving as a City Councilmember would allow me to give back to the
community that helped shape who I am today. I want to ensure that
Auburn remains a place where families, businesses, and individuals
can thrive. With my background in leadership, cross cultural
integration and communication, I bring the ability to listen, engage,
and advocate for thoughtful policies that align with the needs of our
residents.
I believe in Auburn’s future and want to play a role in making it even
better—by fostering economic growth, supporting local initiatives,
and ensuring our city remains a welcoming place for all.
What strength(s) would you
bring to the Council?
I would bring a combination of strategic communication, policy
analysis, and community engagement skills to the Auburn City
Council. My background in communications and leadership has
equipped me with the ability to listen, synthesize diverse
perspectives, and effectively convey ideas—critical skills for building
consensus and driving meaningful policy decisions.
Additionally, my experience working with government agencies,
nonprofits, and businesses has given me a well-rounded
understanding of how to navigate complex issues, advocate for
community-driven solutions, and implement strategies that foster
sustainable growth. I am deeply committed to inclusivity and
ensuring that all voices—especially those that may go unheard—are
represented in decision-making.

believe the City needs to

issues?
1. Economic Growth and Local Business Support
Issue: Auburn has grown significantly over the years, but we need to
ensure that local businesses continue to thrive alongside this
development. Small businesses are the backbone of our community,
and supporting them creates jobs and strengthens the local
economy.
Proposed Solution: I would advocate for policies that reduce barriers
for small business owners, such as streamlined permitting
processes and access to city-sponsored grants or low-interest
loans. Additionally, I would work to attract new businesses while
ensuring they complement and uplift our existing local economy.
2. Housing Affordability and Smart Development
Issue: As Auburn continues to grow, housing costs have risen,
making it harder for long-time residents, young families, and seniors
to find affordable housing.Page 34 of 42
Proposed Solution: I would support smart-growth initiatives that
encourage mixed-use development and diverse housing options
while ensuring responsible urban planning. Partnering with
developers and leveraging state and federal funding for affordable
housing projects can help maintain Auburn’s affordability and
prevent displacement.
3. Public Safety and Community Engagement
Issue: Public safety is essential for a thriving community, but safety
isn’t just about law enforcement—it’s about fostering trust,
supporting community programs, and investing in resources that
address root causes of crime.
Proposed Solution: I would advocate for enhanced community
policing strategies that focus on relationship-building between law
enforcement and residents. Additionally, I would support
investments in youth programs, mental health services, and
initiatives that promote safe public spaces. Strengthening
partnerships between the city, schools, and local organizations will
create a more proactive approach to public safety.

I have always believed in the power of community service and have
actively contributed to initiatives that strengthen and uplift the places
I call home. As someone born and raised in Auburn, I have a deep-
rooted commitment to ensuring our city continues to grow in a way
that benefits all residents.
Community Involvement & Leadership Experience
Federation of Malayalee Associations of Americas (FOMAA) – I led the
first-ever online fundraiser for this national nonprofit, raising over
$50,000 for flood relief efforts in Kerala, India. This initiative helped
build 40 homes, demonstrating my ability to mobilize resources,
engage stakeholders, and drive impactful community initiatives.
Local Business and Nonprofit Support – I have worked with
organizations and businesses to enhance their digital presence,
helping them better connect with the community. My expertise in
communications and outreach has allowed me to develop strategies
that foster engagement and promote economic growth.
Public Policy & Government Engagement – My experience developing
briefing materials, policy analysis, and strategic communication
plans for government agencies—including the Department of
Defense (DoD), Millennium Challenge Corporation (MCC), and elected
officials—has given me valuable insight into policy-making and
governance. This knowledge is directly relevant to serving as a City
Councilmember, where data-driven decision-making and community-
focused leadership are key.

Why are you interested in
serving as a City of Auburn
Councilmember?
When we moved to Auburn four years ago, my husband and I
resolved to become active, supportive members of the community. I
think Auburn is a wonderful place and I want to preserve all that's
good here and to help improve things moving forward.
As a gay man, I also know the importance of being visible and being
a role model. When we operate our booth at the Auburn Farmers
Market, members of the LGBTQ community in Auburn are often
surprised and very pleased to see that we're a gay couple. I think
having an out city council member would also be good for the
community, especially given the environment in Washington DC right
now.
What strength(s) would you
bring to the Council?
I think I bring a love of Auburn, strategic thinking, energy and
curiosity, all of which could be very helpful. I also believe strongly
that our community is stronger through diversity. I am very
supportive and welcoming of all races, religions, ages, points ofPage 39 of 42
view and other differences that make us stronger. I also already
have a good working knowledge of Auburn government from having
served on the planning commission and from attending Civics
Academy.
What are the 3 highest
priorities and/or issues you
believe the City needs to

issues?
I think the three things I would most like to focus on include:
1. Ensuring Auburn remains a welcoming and affordable city for all.
We need to ensure we are doing all we can to increase housing and
increase housing density to bring prices down while ensuring we
have good public transportation.
2. I would like to see a stronger focus on revitalizing downtown. We
need to learn from other communities how to better use both
incentives and penalties to find ways to fill the vacant spaces
downtown.
3. I want to ensure Auburn is a safe place for all. I know our police
department is still understaffed. As a result, some crime has risen.
We need to find a way forward to tackle this and ensure all citizens
feel safe and protected.

AUBURN PLANNING COMMISSION - Member since 2023. As a member
of the planning commission, I was highly involved in the development
of the 10-year strategic plan. My time on the commission has been
very helpful in learning about Auburn.
AUBURN CIVICS ACADEMY - I attended civics academy in the fall of
2023. This gave me a good understanding of how the city works.
BENNETT RIDGE WATER BOARD - As president of the local water board
in our old neighborhood in Sonoma County California, I had to rebuild
a community-owned water system after a devastating wildfire. I
learned a lot about good communication, the importance of taking
action, and of involving the community,
