Planning Commission Meeting
August 20, 2024 - 6:30 PM

MINUTES
The City of Auburn Planning Commission Meeting was held in person and
virtually.
11. CALL TO ORDER
Chair Judi Roland called the meeting to order at 6:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street.
A. ROLL CALL/ESTABLISHMENT OF QUORUM
Commissioners present: Chair Judi Roland, Vice Chair Phillip Stephens,
Kent Sprague, William Stewart, and Aaron Vanderpol. Commissioner Julie
Berry and, Commissioner Lynn Walters were excused.
Staff members present: Planning Services Manager Alexandria Teague,
Deputy City Attorney Paul Byrne, Planner Alyssa Tatro, Planner Owen
Goode, City Clerk Shawn Campbell, and Acting Deputy City Clerk Gerri
Blackwell.
B. PLEDGE OF ALLEGIANCE
Chair Roland led those in attendance in the Pledge of Allegiance.
III. PUBLIC COMMENT
There was no public comment.
IV. APPROVAL OF MINUTES
A. July 2, 2024 Minutes from the Planning Commission Meeting
Commissioner Sprague moved and Vice Chair Stephens seconded to
approve the July 2, 2024 Planning Commission Meeting Minutes.

V. OTHER BUSINESS

A. Proposed Amendments to Title 18
Staff to present key changes to Title 18 Zoning to implement the Periodic
Comprehensive Plan Update.
Planning Services Manager Teague presented an overview on key
changes to the Auburn City Code (ACC) Title 18 regarding Zoning, she
explained the changes are needed to implement the Periodic
Comprehensive Plan Update. She discussed the Code update overview,
2024 Comprehensive Plan Elements, Land Use Element updates,
Housing Element updates, Zoning Code changes, Subdivision Code
updates, Middle Housing standards, updated housing terms, growth
centers, ACC Title 17 unit lot subdivisions, and House Bill (HB) 5290
mandates on how the City processes permits.
The Commissioners discussed Middle Housing language change, how
changes effect adult family homes, multiple homes on single lots, new
regulation requirements by the State, usable space definitions, Zoning
changes, and the Tree Preservation Code.
VI. COMMUNITY DEVELOPMENT REPORT
Planning Services Manager Teague provided an update on the Auburn
Avenue Theater destruction scheduled for September, and Diamond
Valley development construction phases.
The Commissioners discussed the Auburn Avenue Theater destruction,
land located next to the Theater, and land clearing at the Diamond Valley
development.
VII. ADJOURNMENT
There being no further business to come before the Planning Commission,
the meeting was adjourned at 7:42 p.m.

The City ofAubum Planning Commission is a seven member advisory body that provides
recommendations to the Auburn City Council on the preparation of and amendments to land
use plans and related codes such as zoning. Planning Commissioners are appointed by the
Mayor and confirmed by the City Council.
Actions taken by the Planning Commission, other than approvals or amendments to the
Planning Commission Rules of Procedure, are not final decisions, they are in the form of
recommendations to the city council which must ultimately make the final decision.
