AN ORDINANCE relating to garbage and waste matter, the letting and
awarding of contracts for the collection, removal and destruction thereof,
and amending Section 14 of Ordinance No. 465 of the Ordinances of the City of
Auburn, and providing that this ordinance shall take effect immediately.
THE CITY COUNCIL OF THE CITY OF AUBURN DO ORDAIN AS FOLLOWS:
SECTION 1. That Section 14 of Ordinance No. 465 of The City of
Auburn, entitled "AN ORDINANCE defining garbage and waste matter, declaring
the accumulation thereof within The City of Auburn to be a public nuisance
and detrimental to the public health and offensive to the senses, providing
the manner of disposal thereof, providing for the letting of an exclusive
contract for the removal and destruction of garbage and waste matter and
dead animals and fowls, provl iT pen���;t�i s� for violationathereof, and re-
pealing Ordinance No. 268�08T aifti3M� 'Na of The City of Auburn", as
amended by Ordinance No. 668 of the Ordinances of said city, be amended so
that, as amended, said Section 14 shall read as follows:
Section 14. Upon direction of the City Council, the City
Clerk shall advertise for bids for the contract of removing and
destroying garbage and waste matter as in this ordinance provided,
in conformity with the Ordinances of The City of Auburn; the first
publication of such call for bids to be at least ten (10) days
prior to the time for opening same. The City Council shall have
the power to reject any and all bids and shall award such contract
to the person, firm or corporation in their judgment best qualified
and equipped for the performance of such contract. All garbage
and waste matter accumulating in cc about each butcher sgop and
(or) fish market, each butcher shop and retail grocery store
combined, each cigar store with fruit, each hospital, each hotel
with or without cafe, each retail grocery store, each restaurant,
and each apartment house within the corporate limits of The City of
Auburn, which garbage shall have been placed in metallic cans as
required by the provisions of Sections 3 and 4 of this ordinance,
and which wastematter shall have been collected in compact form and
tied up in bundles or in cans, crates or boxes as required by the
provisions of Section 4-A of this ordinance, and which garbage and
waste matter shall have been placed in a location convenient to the
garbage contractor for the removal of the same, as in this ordinance
provided, shall be removed and destroyed by the garbage contractor,
as in this ordinenceprovided, once each forty-eight (48) hours.
All garbage and waste matter accumulating in or about each
bakery, each bank, Bach barber shop, each boarding house, each book
and stationery store, each cigar store, each clothing store, each
shoe store, each department store, each drug store, each dry goods
store, each electrical supply store, each express and (or) rail-
road office, each feed store, each gent's furnishing store, each
hardware store, each lodge and (or) club, eachoffice building, each
racket, bazaar and notion store, each real estate and (or) insurance
office, each crockery store, each tin shop, each sheet metal works
and (or) plumbers, each laundry, each oil station, each church,
each school, and each store and place of business not specifically
mentioned, within the corporate limits of The City of Auburn, which
garbage shall have been placed in metallic cans as r8quired by the
provisions of Sections 3 and 4 of this ordinance, and which waste
matter shall have been collected in compact,form and tied up in
bundles or in cans, crates or boxes as required by the provisions of
Section 4-A of this ordinance, and which garbage and waste matter
shall have been placed in a location convenient to the garbage
contractor for the removal of the same, as in this ordinance
provided, shall be removed and destroyed by the garbage contractor,
as in this ordinance provided, semi -weekly.
All garbage and waste matter accumulating iA6r about each
private residence, garage and each second hand store within the
corporate limits of The City of Auburn, which garbage shall have
been placed in metallic cans as required by the provisions of Sec-
tions 3 and 4 of this ordinance and which waste matter shall have
been collected in compact form sad tied up in bundles or in cans,
crates or boxes as required by the provisions of Section 4-A of
this ordinance, and which garbage and waste matter shall have
been placed in a location convenient to the garbage contractor for
the removal of the same, as in this ordinance provided, shall be
removed and destroyed by the garbage contractor as in this
ordinance provided, weekly.
The garbage contractor shall remove and destroy as in this
ordinance provided any animal or fowl which shall have died
within the corporate limits of The Cityof Auburn except animals
or fowls slaughtered for the purpose of trade and kept by the
persons engaged in the business of marketing meats, and within the
period of six (6) working hours from and after such garbage
contractor shall have been notified of the death and location of
such animal o* fowl.
In submitting bids, each bid must be in writing, signed by the
bidder, and addressed to the Mayor and City Counbil of The City of
Auburn, and each bidder shall specify therein the monthly sum asked
by such bidder for the removal and destruction of all garbage and
waste matter as in this ordinance provided for the period or periods
specified in the published call for such bids.
SECTION 2. This ordinance is necessary for the immediate
preservation of the public peace, health and safety and shall take effect
immediately.
