APPROVAL OF MINUTES A. Approval of April 8, 2025 Minutes ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS Director Julie Krueger talked about how well Arbor Day went at Mary Olson Farm on Wednesday, April 16th Parks Planner Thaniel spoke about the Postmark Center for the Arts Lower Level Grand Opening that happened on Saturday, April 26th Parks Director spoke about Clean Sweep that happened on Saturday, April 26th and the great job that the volunteers did DISCUSSION ITEMS A. Golf Course Facility Improvement Fee Parks Director Julie Krueger speaks about how the Golf Course was previously an enterprise fund, but is now a part of the general fund from the City budget. The proposed fees collected from the Golf Facility Improvement Fee specifically for the golf course will go back into their own capital improvement fund in a pot of money that doesn't have to compete within the general fund. These proposed fees will start in 2026 if accepted. The City of Auburn Golf Facility Improvement fee draft is based on what the City of Spokane currently does. Board Member Wayne Osborne suggests that the golf course should think about going back to an enterprise fund. Director Julie says that could be an option, but there are pros and cons to an enterprise fund. The Golf Facility Improvement fee is strictly for golf course projects; no other divisions or departments can tap into that fund. Member John Boatman suggests a QR code for donations along with a sign that states what we are doing with the Golf Facility Improvement fees and what it will go towards for the course. The director states that this is a user-based fee as well. Julie will be taking this to the city council for approval prior to the end of the year. ACTION ITEMS A. Park Impact Fees Parks Planner Thaniel Gouk speaks about the park impact fees. There are new state laws that require entities to be equitable in impact fees. Page 5 of 7 The PROS plan from 2024 that had the park impact fees did not include square footage or number of bedrooms, which are required in the park impact fees. We need to add ADU's (additional dwelling units) to the park impact fees as well. The change in the state law is to accommodate the middle housing population. The Parks dept is going based on Square Footage. This proposal will go to city council for approval. This proposal is based on the number of people per house, about 2.5 people per residence. Park impact fees, when collected, can only be used to increase capacity or add a feature. Transportation and Fire department impact fees are also having to update their fees with the new state legislation, which will not affect Parks impact fees. The impact fees get paid with the building permit, or accessory dwelling unit, fees. UNFINISHED BUSINESS Parks Planner Thaniel Gouk mentioned that he submitted a King County grant to turf Game Farm Park baseball fields (fields 2 and 3) for $250,000. NEW BUSINESS A. July is Parks & Recreation Month Parks Director Julie Krueger spoke about a Proclamation for Parks and Recreation Month in July 2025 *June action item agenda B. Updating Park Board handbook - Draft prepared Member Wayne Osborne says to look into the Airport board's handbook for reference. Chairperson Matt Jennings mentions another board he is on has a full year of board responsibilities. Annual updates of an organizational chart. Matt also wonders about an orientation for new park board members. List of term dates of board members. ADJOURNMENT Adjourned 6:32pm APPROVED this day of 2024. Coordinate with the Mayor's Office to obtain a Proclamation declaring the month of July as Parks & Recreation Month in Auburn. 2. The creation of a July calendar of programs, events and opportunities offered by our Department. 3. Avariety of social media posts surrounding P& R month, using hashtags and tagging NRPA, when appropriate. 4. Highlight a new park each week on social media with photos, information and a listing of amenities. 5. Showcase Parks & Rec month in an eblast on July 1. 6. Parks & Rec month ad on the City's website, in the "News and Announcement" section (pending availability). Page 7 of 7
