a. Purpose: elect Chair and Vice-Chair officer positions to
serve in 2023.
Background: Chair and Vice-Chair positions are elected
annually. The Chair of the Executive Board presides
overall meetings of the Executive Board. The Vice-Chair
shall in the absence of the Chair, perform all duties
incumbent upon the Chair. Chair and Vice-Chair positions
are elected from the appointed members of the Board to
serve an annual term.
Nominations accepted for Chair and Vice-Chair positions.
Motion is to approve the nomination for Chair.
Motion is to approve the nomination for Vice-Chair.

a. Affordable Housing Inventory Update
Purpose: Update from Berk Consulting on the Affordable
Housing Inventory Project
Background: SKHHP entered into an agreement with Berk
Consulting for the development of a data dashboard and
online map tool to track and monitor regulated and
unregulated affordable housing stock.
Staff presentation: Dorsol Plants and Berk Consultant,
Kevin Gifford
For review, discussion, and Board feedback only, no
action is proposed.

VI. NEW BUSINESS 2:00 – 2:15
b. Appointment of New Advisory Board Members
Purpose: Appointment of slate of candidates for vacant
positions on the Advisory Board (ATTACHMENT B)
Background: Consistent with SKHHP’s mission, the
Advisory Board was formulated in November 2021 to
provide recommendations and support the Executive
Board. The Advisory Board is to consist of at minimum 12
members, but no more than 15.
Motion is to appoint slate of candidates to Advisory Board

VII. EDUCATIONAL ITEM 2:15 – 2:45
a. 2023 State Legislative Preview
Purpose: Provide a brief update of current state legislation
around housing.
Background: Staff provides a brief update on the current
legislation in Olympia tied to housing and which items
align with the SKHHP 2023 State Legislative Priorities.

I. CALL TO ORDER
Chair Nancy Backus called the virtual meeting to order at 1:03 PM.

II. REVIEW AGENDA/AGENDA MODIFICATIONS
No agenda modifications.
III. APPROVAL OF NOVEMBER 18, 2022, MINUTES
Joseph Ciamomo moved to approve the November 18th, 2022 minutes as presented; Sean
Kelly seconded the motion. Motion passed unanimously (11-0).
IV. NEW BUSINESS
a. 2022 SKHHP HOUSING CAPITAL FUND RECOMMENDED ALLOCATIONS
Angela San Filippo, Maju Qureshi, and Andrew Calkins presented the SKHHP Advisory
Board’s recommendation for the 2022 Housing Capital Fund.
SKHHP Advisory Board recommended fully funding both the Mercy Housing Northwest
requested amount of 1,093,308 and Habitat for Humanity SKKC requested amount of
$300,000. A total funding recommendation of $1,393,308.
Joseph Ciamomo moved to approve the SKHHP Advisory Board Capital Fund
recommendations and move forward to member City Councils; Cynthia Delostrinos
Johnson seconded the motion. Motion passed unanimously (11-0)

b. 2023 EXECUTIVE BOARD MEETING SCHEDULE
Nancy Backus reviewed the 2023 Executive Board meeting schedule and opened the
floor for discussion on continuing the meeting virtually or transitioning to a hybrid
meeting model.
Discussion occurred around meeting in-person, but with gradual transition, four
meetings in 2023 being in-person and eight being virtual. A desire to focus the in-person
meetings on topics and discussions better handled face to face was expressed.
Additional discussion occurred around providing a hybrid meeting option to
accommodate those with continuing health concerns.
Joseph Ciamomo moved to approve the 2023 Executive Board meeting schedule with a
quarterly in-person meeting option, Sunaree Marshel seconded the motion. (11-0)
V. Executive Session
Consistent with RCW 42.30.120(g), to evaluate the qualifications of an applicant for public
employment
Ryan McIrvin nominated Hannah Bahnmiller for the position of Executive Manager of
SKHHP
Eric Zimmerman nominated Claire Goodwin for the position of Executive Manager of
SKHHP
Nomination of Hannah Bahnmiller received 5 votes (Burien, Covington, King County,
Renton, Tukwila)
Nomination of Claire Goodwin received 6 votes (Auburn, Normandy Park, Federal Way,
Kent, Des Moines, Maple Valley)
Nancy Backus spoke highly of the qualifications of both candidates and confirmed that the
City of Auburn would move forward with making an offer to Claire Goodwin.
VI. UPDATES/ANNOUNCEMENTS
Executive Board acknowledged the importance of Angela San Filippo’s contributions to
the success of SKHHP

2023 Advisory Board Candidates
Tina Narron provides a wealth of experience in the financial services industry. She started her career as
a teller and has worked her way up through senior lending positions before ending up in executive
leadership. In addition to managing all aspects of lending for billion-dollar loan portfolios, Tina has also
helped lead organizational and cultural transformations at credit unions to improve member service.
In her role as Verity Credit Union’s Chief Lending Officer, Tina believes that her team is essential to
helping people achieve their dreams. As such, she is responsible for contributing to the development of
loan products and services and equipping her lending team with the tools they need to be successful.
Verity is here to empower communities to dream boldly, but also feel good about how they will get
there.
In her spare time, Tina enjoys charity work, cooking, and spending time with friends and family.
Cathy Sisk has worked for Mary’s Place for the last five years as a Family Engagement and Stability
Coordinator. A resident of South King County, she brings a first-hand experience of the challenges of
housing displacement leading to homelessness. Taking from that experience, Cathy now works to ensure
families have rental stability and the resources to stay a part of their communities. When not working,
she coaches cheerleading, and is the Director of the Youth & Children’s Division of the Pacific Northwest
Conference A.M.E Church.
Patience Malaba is the Executive Director of the Housing Development Consortium. Prior to this role,
she served as HDC’s Director of Government Relations and Policy.
