APPROVAL OF MINUTES A. April 1, 2025 Minutes Commissioners are asked to review the minutes for the April 1, 2025 meeting. Commissioner John Harris moved that the minutes be accepted as written. Commissioner Amber Lott seconded the motion. Motion passed unanimously. DISCUSSION ITEMS A. OPMA training with Auburn City Clerks Paul Byrne, Deputy City Attorney speaks about Washington's Open Public Meetings Act (OPMA) RCW 42.30.010. Byrne goes over key definitions, such as Governing Body, Meeting, "Accidental" Meetings, and Meeting Interruptions. Violations of the Open Public Meetings Act include civil money penalties, and that all governing body actions taken in violation of the OPMA are null and void. Shawn Campbell, City Clerk speaks about the Public Records Act (PRA) RCW 42.56.010(4) and goes over key definitions such as Writing, Records and Records searches, and how to conduct communications. Questions may be directed to City Clerk Shawn Campbell or Deputy City Attorney Paul Byrne. B. Public Art Policies Arts Supervisor Allison Hyde tells the commission about the Auburn Downtown Public Art Call for Artists and its goal to create an integrated work for the new downtown park, currently under construction. Hyde explains that funding has been saved for the past Page 5 of 6 few years to allow for a large-scale public art piece and that the call for artists closes in a week. Hyde extends an invitation for commissioners to serve on the selection panel. C. Postmark Programming Grant Discussion Discussion will be postponed to next meeting. D.
