HomeMy WebLinkAbout11-17-2025 MinutesCITY OF WASHINGTON CALL TO ORDER City Council Regular Meeting November 17, 2025 - 7:00 PM City Hall Council Chambers MINUTES Mayor Backus called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. LAND ACKNOWLEDGEMENT Mayor Backus acknowledged the Federally Recognized Muckleshoot Indian Tribe as the ancestral keepers of the land we are gathered on today. PUBLIC PARTICIPATION The City Council Meeting was held in person and virtually. PLEDGE OF ALLEGIANCE Girl Scouts Ashlie and Aislyn Marrufo with Troop No. 45603, led those in attendance in the Pledge of Allegiance. ROLL CALL Councilmembers present: Hanan Amer, Kate Baldwin, Lisa Stirgus, Clinton Taylor, Tracy Taylor, and Yolanda Trout -Manuel. Deputy Mayor Cheryl Rakes was excused. Mayor Nancy Backus and the following staff members present included: Chief of Police Mark Caillier, Director of Public Works Ingrid Gaub, Director of Community Development Jason Krum, Deputy City Attorney Paul Byrne, Director of Human Resources and Risk Management Candis Martinson, Assistant Director of Human Resources Aaron Barber, Director of Finance Jamie Thomas, and Deputy City Clerk Hannah Scholl. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS, AND PRESENTATIONS A. Small Business Saturday Mayor Backus proclaimed November 29, 2025, as "Small Business Saturday" in the City of Auburn. AGENDA MODIFICATIONS There were no modifications to the agenda. PUBLIC HEARINGS A. Public Hearing for Ordinance No. 7000 (Thomas) An Ordinance amending the City's 2025-2026 Biennial Budget Mayor Backus opened the Public Hearing at 7:05 p.m. Ronald Morgan provided comments. Mayor Backus closed the Public Hearing at 7:09 p.m. B. Public Hearing for Ordinance No. 7003 (Thomas) An Ordinance establishing the levy for Regular Property Taxes by the City of Auburn for collection in 2026 for general City operational purposes in the amount of $25,843,584 Mayor Backus opened the Public Hearing at 7:10 p.m. No one came forward to speak. Mayor Backus closed the Public Hearing at 7:10 p.m. PUBLIC COMMENT Jason Sutherland, Ronald Morgan, Lee Valenta, Trish Borden, Trista Sutherland, and Kim Duncan provided comments. CORRESPONDENCE There was no correspondence for Council to review. CONSENT AGENDA A. Minutes from the November 3, 2025, City Council Meeting B. Minutes from the November 10, 2025, Study Session Meeting C. Claims Vouchers (Thomas) Claims voucher list dated November 5, 2025, which includes voucher numbers 481772 through voucher 481905, in the amount of $4,561,671.00, thirteen electronic fund transfers in the amount of $19,373.12, and five wire transfers in the amount of $1,003,222.67 D. Payroll Voucher (Thomas) Payroll check numbers 539748 through 539754 in the amount of $84,139.58, electronic deposit transmissions in the amount of $2,932,533.30, for a grand total of $3,016,672.88 for the period covering October 30, 2025, to November 12, 2025 Councilmember Amer moved and Councilmember Baldwin seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 6-0 UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS There was no new business. ORDINANCES A. Ordinance No. 7000 (Thomas) An Ordinance amending the City's 2025-2026 Biennial Budget Councilmember Baldwin moved and Councilmember Trout -Manuel seconded to approve Ordinance No. 7000. MOTION CARRIED UNANIMOUSLY. 6-0 B. Ordinance No. 7003 (Thomas) An Ordinance establishing the levy for Regular Property Taxes by the City of Auburn for collection in 2026 for general City operational purposes in the amount of $25,843,584 Councilmember Baldwin moved and Councilmember Amer seconded to approve Ordinance No. 7003. MOTION'CARRIED UNANIMOUSLY. 6-0 C. Ordinance No. 7004 (Thomas) An Ordinance amending Sections 13.06.360, 13.20.440, and 13.48.100 of the Auburn City Code (ACC), relating to City Utility Rates Councilmember Baldwin moved and Councilmember C. Taylor seconded to approve Ordinance No. 7004. MOTION CARRIED UNANIMOUSLY. 6-0 D. Ordinance No. 7005 (Gaub) An Ordinance granting to Soos Creek Water and Sewer District, a Washington Municipal Corporation, a franchise for Sanitary Sewer Facilities Councilmember T. Taylor moved and Councilmember C. Taylor seconded to approve Ordinance No. 7005. MOTION CARRIED UNANIMOUSLY. 6-0 E. Ordinance No. 7007 (Gaub) An Ordinance granting to Hyperfiber of Washington, LLC dba Ripple Fiber, a Delaware Limited Liability Company, a franchise for Wireline Telecommunications Councilmember T. Taylor moved and Councilmember Stirgus seconded to approve Ordinance No. 7007. MOTION CARRIED UNANIMOUSLY. 6-0 F. Ordinance No. 7008 (Thomas) An Ordinance amending Sections 3.60.010 and 3.60.020 of the Auburn Municipal Code to authorize an additional one tenth of one percent Sales and Use Tax for Criminal Justice purposes in accordance with Section 201, Chapter 350, Laws of 2025, providing for severability, and establishing an effective date Councilmember C. Taylor moved and Councilmember Trout -Manuel seconded to approve Ordinance No. 7008. Council discussed the impact on households. MOTION CARRIED UNANIMOUSLY. 6-0 RESOLUTIONS A. Resolution No. 5868 (Martinson) A Resolution authorizing the Mayor to execute an agreement between the City of Auburn and the Office of Public Defense to accept and expend grant funds for public defense improvement Councilmember C. Taylor moved and Councilmember Stirgus seconded to adopt Resolution No. 5868. MOTION CARRIED UNANIMOUSLY. 6-0 B. Resolution No. 5870 (Gaub) A Resolution authorizing the Mayor to accept and administer a Commute Trip Reduction formula grant award from the Washington State Department of Transportation Councilmember T. Taylor moved and Councilmember C. Taylor seconded to adopt Resolution No. 5870. MOTION CARRIED UNANIMOUSLY. 6-0 C. Resolution No. 5872 (Whalen) A Resolution amending the City of Auburn Fee Schedule Councilmember Baldwin moved and Councilmember Amer seconded to adopt Resolution No. 5872. MOTION CARRIED UNANIMOUSLY. 6-0 CLOSED SESSION Mayor Backus recessed into a Closed Session at 7:41 p.m. per RCW 42.30.140(4)(b) to discuss Collective Bargaining Agreements for 30 minutes. In addition to the Mayor and Council, Deputy City Attorney Byrne, Chief Caillier, Director Martinson, and Assistant Director Barber were required to attend. There was anticipated action after the Closed Session. Mayor Backus extended the Closed Session at 8:11 p.m. by 10 minutes. Mayor Backus reconvened the meeting at 8:21 p.m. Council added Resolution 5873 and 5874 to the agenda: A. Resolution No. 5873 (Martinson) A Resolution authorizing the Mayor to execute a Collective Bargaining Agreement between the City of Auburn and the Auburn Police Sergeants' Association for 2025-2027 Councilmember Stirgus moved and Councilmember Amer seconded to adopt Resolution No. 5873. MOTION CARRIED UNANIMOUSLY. 6-0 B. Resolution No. 5874 (Martinson) A Resolution authorizing the Mayor to execute a Collective Bargaining Agreement between the City of Auburn and the International Association of Machinists and Aerospace Workers, District Lodge No. 160 for 2025-2027 Councilmember Stirgus moved and Councilmember Amer seconded to adopt Resolution No. 5874. MOTION CARRIED UNANIMOUSLY. 6-0 MAYOR AND COUNCILMEMBER REPORTS A. From the Council Councilmembers had no reports. B. From the Mayor Mayor Backus had no report. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 8:24 p.m. APPROVED this 1st day of December 2025.
