Councilmember Lisa Stirgus attended the meeting virtually via Zoom. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS, AND PRESENTATIONS A. 2025 Heritage Tree Mayor Backus proclaimed the Dogwood Tree, located at the corner of East Main St. and M St. SE, as the City of Auburn's "2025 Heritage Tree". Bryce Landrud accepted the proclamation and thanked the Mayor and Council Page 6 of 28 for their support and recognition. Mayor Backus recognized outgoing Councilmember Trout-Manuel. Councilmember Trout-Manuel shared some of her accomplishments, thanked the Mayor, Council, and her supporters. APPOINTMENTS A. Ordinance No. 6997 (Krum) An Ordinance relating to Planning and amending the City of Auburn Comprehensive Plan by adopting a new subarea plan entitled the 2024 Auburn Downtown Subarea Plan pursuant to the provisions of RCW Chapters 36.70A and 35A.63 of the laws of the State of Washington; designating this Plan as guidance for exercising the City’s authority under the Washington State Environmental Policy Act (SEPA) Councilmember T. Ordinance No. 6998 (Krum) An Ordinance relating to Planning, amending Sections 18.02.067, 18.07.010, 18.07.020, 18.23.030, 18.52.020, and creating new Sections 18.04.239 and 18.31.161 within Title 18 “Zoning” of the Auburn City Code, allowing Co-Living Housing in the Downtown Urban Center (DUC), R-3, R-4, R-NM, C-2, C-AG, and M-1 zones Councilmember C. Background for Motion: Auburn City Code Section 2.75.070(c) requires ratification and confirmation, modification, or rejection as soon as it is practicable to do so. Background Summary: Beginning December 8, 2025, the City of Auburn encountered severe and sustained rainfall. Additionally, the United States Army Corps of Engineers released water from the Mud Mountain and Howard Hansen Dams as part of flood control measures. The resulting flooding affected property and businesses, and presented a risk to life, health, property damage and loss, and public safety. As a result, Mayor Nancy Backus proclaimed an emergency on December 9, 2025. Councilmember: Lisa Stirgus Staff: Jason Whalen Page 17 of 28 -------------------------------- Resolution No. 5883 December 30, 2025 Page 1 of 2 Rev. 2026 RESOLUTION NO. 5883 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, RATIFYING AND CONFIRMING THE PROCLAMATION OF EMERGENCY MADE BY MAYOR NANCY BACKUS ON DECEMBER 9, 2025 WHEREAS, the City of Auburn and surrounding areas received record amount of rainfall beginning on December 8, 2025; and WHEREAS, the United States Army Corp of Engineers released water from the Mud Mountain and Howard Hansen Dams as part of their flood control measures; and WHEREAS, the result of these events caused flooding within the City, which affected property and businesses, and which caused a risk to life safety; and WHEREAS, in response to these circumstances, Mayor Nancy Backus, on December 9, 2025, proclaimed an emergency pursuant to Chapters 38.52 RCW and 2.75 ACC; and WHEREAS, Auburn City Code Section 2.75.070(c) requires the proclamation to be presented to the City Council at the earliest practicable time for ratification and confirmation, modification, or rejection. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, RESOLVES as follows: Section 1. The Proclamation of Emergency made by Mayor Nancy Backus is ratified and confirmed. Section 2. January 5, 2026 Department: Attachments: Budget Impact: Public Works Resolution No. 5884, Vicinity Map $1,200,000 Administrative Recommendation: City Council to adopt Resolution No. 5884. Background for Motion: This Resolution allows the Mayor to accept the initial loan offer and execute the Loan Agreement to complete the enclosure of existing open hangars for betterment of the Airport. Background Summary: Resolution No. 5884 authorizes the Mayor to accept a $1,200,000 low interest loan from the Washington State Department of Transportation (WSDOT) for Project No. CP2518, Airport T-Hangar Upgrades. The current wait time for enclosed hangar space at the airport is estimated at 15 years. In order to address a portion of this demand and increase revenue at the airport, the airport plans to install interior walls and exterior doors on existing open hangar rows E and F with Project No. CP2518. The total estimated cost of this project is $2,413,000, which includes $778,000 of Airport Funds, the $1,200,000 CARB Loan which is the subject of this Resolution, and $435,000 in anticipated Federal Aviation Administration grants. WSDOT administers the CARB Loan Program. Loans are available to airports for projects which increase revenue and support general aviation. The design phase of this project began in December 2025 and construction is anticipated to take place in 2026. Councilmember: Tracy Taylor Staff: Ingrid Gaub Page 20 of 28 -------------------------------- Resolution No. 5844 December 30, 2025 Page 1 of 3 Rev. 2026 RESOLUTION NO. 5884 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO ACCEPT AN INITIAL OFFER OF FINANCIAL AID TO THE AUBURN AIRPORT FROM THE COMMUNITY AVIATION REVITALIZATION BOARD AND TO EXECUTE LOAN AGREEMENT WHEREAS, RCW 47.68.460 establishes the Washington State Department of Transportation (DOT) Community Aviation Revitalization Board (CARB) loan program. The program’s purpose is to furnish DOT financial loans to public use airports for airport improvements that support general aviation activities. Loans through the CARB program are offered to qualified airports at favorable interest rates; and WHEREAS, the City of Auburn Airport provides aircraft hangars for airport users and tenants. Airport management intends to add and/or to replace doors for several hangars to better serve the storage and security needs of airport users and tenants, and to enhance the value of airport property; and WHEREAS, an Airport T-Hanger Upgrades project (Project No. CP2518, the “Project”) is included in the City’s adopted Capital Facilities Plan; and WHEREAS, the proposed Project is estimated to cost approximately $2,413,000; and WHEREAS, the Airport budget has allocated $778,000 towards the completion of this Project and anticipates an additional $435,000 in Federal Aviation Administration grant funding through the recently passed Infrastructure Bill; and WHEREAS, in October of 2025, the City applied for, and was awarded, a CARB program loan to finance the Project; and Page 21 of 28 -------------------------------- Resolution No. 5844 December 30, 2025 Page 2 of 3 Rev. 2026 WHEREAS, the CARB loan is in the amount of $1,200,000.00 and has a 10-year payback term at 2% interest; and WHEREAS, given the favorable interest rate of the CARB loan and the need to finance the Project for the benefit of airport users and tenants, acceptance of the CARB loan to fund the Project is in the City’s best interest; and WHEREAS, the annual loan payments of principal and interest shall be paid for from the Airport budget. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, RESOLVES as follows: Section 1. The Mayor is authorized on behalf of the City and Auburn Municipal Airport to accept the Community Aviation Revitalization Board’s Offer of Financial Aid and to execute all necessary loan agreements required to finalize the CARB loan for the Project, for the loan terms as set forth herein. Section 2. The Mayor is authorized to implement those administrative procedures necessary to carry out the directives of this Resolution. Section 3.
