NOTICE OF DETERMINATION OF
NON -SIGNIFICANCE (DNS) The City
of Auburn is issuing a Notice of Deter-
mination of Non -Significance (DNS) for
the following described project. The
permit applications and listed studies
may be reviewed at the Auburn Depart-
ment of Community Development at
One E Main St., 2nd Floor, Customer
Service Center, Auburn, WA 98001 and
by visiting www.auburnwa.gov/landuse.
Proposal: The project will construct a
roundabout at the Lea Hill Road inter-
section with 104th Ave SE. The round-
about will replace the existing span -
wire signal. The proposed work
includes repaving, the installation of
bike lanes, sidewalks, restored drive-
ways, three rectangular rapid flashing
crosswalk beacons, new street lighting,
restore bus stops, upgraded waterlines,
as well as proposed stormwater collec-
tion, conveyance, detention pond and
treatment infrastructure. The goal of
the project is to increase safety and
Improve operation of the existing inter-
section. A small portion of the project
includes repair and maintenance to the
roadway east of the roundabout that is
located in the Urban Conservancy
Shoreline jurisdiction. Location: Inter-
section of 104th Ave SE and SE 320th
Street. NW Quarter of SW Quarter of
Section 8, Township 21, Range 5, WM.

and shall be consistent with the Auburn
City Code, Comprehensive Plan, and
Public Works Design and Construction
Standards. Public Comment Period: All
persons may comment on this applica-
tion. Comments must be in writing and
received by the end of the 15-day com-
ment period at 5:00 on February 4, 2026
to the mailing address of 25 W Main St.,
Auburn, WA, 98001 or to the contact
email address below. Any person wish-
ing to become a party of record, shall
Include in their comments that they
wish to receive notice of and partici-
pate in any hearings, if relevant,
request a copy of decisions once made,
and be made aware of appeal rights.
The responsible official will reconsider
the DNS based on timely comments and
may retain, modify, or, if significant
adverse impacts are likely, withdraw
the DNS. If the DNS is retained, it will
be final after the expiration of the com-
