The City's estimate of the contract
associated with this RFP ranges from
S600.000 to S700,000, excluding future
phases and optional work. A

For guidance on proposal content and
the criteria used for consultant selec-
tion and evaluation,rotor to the section

of subconsultanls is recognized as
being necessary for a multidiscipline
protect,the City's preference is for the
lead consultant to hove the motority of
the work performed tn-house.
PROJECT DESCRIPTION
Protect Includes the pavement and util-
ity rehabilitation and/or replacement at

SCOPE OF WORK
The design contract will encompass
comprehensive protect management
and full civil design services,Including
roodwoy,storm,water and sewer util-
ity plans,specifications.and estimates
with design documentation and Justifi-
cation.
The City will provide survey baseman
that Includes topographic, monu-
ment/control, utility,and right-at-way
information. The Consultant will pre-
pore contract plans,specifications,and
e stimates at the 13%. 60%, 90%. and
final review milestones, as well 03
"aver-the-shoulder" reviews between
the 30%and 90%submittals.
The City does not anticipate right-of-
way acquisition to be needed for this
protect.There are no federal funds in
this protect, therefore NEPA Is not
required. Optional services may
include bidding and construction assis•
thrice and preparation of a Construction
Stormwoter General Permit applica-
tion.

SELECTION PROCESS AND EVALUA-
TION CRITERIA
Each proposal is limited to a maximum
of 10 numbered letter sized Pages of
content(excluding only the cover and
any dividers) (minimum font size 10
Arial)and should address each criteria
element listed below.A committee of
City personnel will evaluate and rote
the proposals on the following criteria.
weighted as indicated:
1.Protect Team Qualifications(40%)
Identify the Protect Team (those who
will be actively working on this pro-
tect). Include on organizational chart
and Identify any sub-consultants. Dis-
cuss the proposed Protect Team's
expertise and experience with 3 similar
protects within the lost 10 years.Al a
minimum.information for the following
team roles must be provided: Protect
Manager,Utility and Street infrastruc-
ture Design Lead Civil Engineer(s).
